November 2025 thematic meeting: Discussing and approving 22 important contents serving socio-economic development

At the meeting, delegates focused on discussing and giving opinions on 22 draft resolutions, decisions and important plans in many fields: National defense - security, finance - budget, public investment, education, science and technology, health, agriculture - environment and personnel organization.

The leader of the Provincial People's Committee Office presented the draft Resolution at the meeting.

In the field of national defense and security, the Provincial People's Committee considered the draft Resolution approving the policy of organizing forces to ensure the operations of the Lai Chau Provincial Militia and Self-Defense Force for the period 2026 - 2030, to strengthen the national defense posture and ensure security and order at the grassroots level.

Regarding administrative reform, the draft Resolution on Regulations on expenditure levels for administrative procedure control activities in Lai Chau province (replacing Resolution No. 79/2013/NQ-HDND dated July 12, 2013) helps to increase the effectiveness of administrative procedure control, contributing to improving the quality of service to people and businesses and building digital government.

In the field of finance and budget, many strategic contents were proposed, including: Draft 5-year local financial plan for the period 2026 - 2030 to guide the balance and allocation of medium-term resources, ensure financial stability, and proactively implement socio -economic development programs. Draft Resolution on regulations on principles, criteria and norms for allocating public investment capital and norms for allocating regular expenditure estimates in 2026 to create a legal framework for the fair, effective and concentrated allocation of capital resources for priority areas. Draft Resolution on supplementing funding for provincial and district and city budget units to implement policies and regimes; tasks arising in 2025 to ensure budget balance and meet management practice requirements. Draft Resolution on Regulations on expenditure levels and support periods for activities serving the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term in Lai Chau province to ensure funding for democratic, safe, economical and lawful election organization. Draft Resolution on Regulations on loan levels, loan terms, and loan interest rates for the poor and other policy beneficiaries from the provincial budget capital allocated annually and entrusted through the Social Policy Bank in Lai Chau province to contribute to sustainable poverty reduction and ensure social security in the province...

In the field of agriculture - environment, many policies with long-term impacts have been introduced such as: Draft Resolution on Promulgating the Land Price List in Lai Chau province as a basis for calculating taxes, fees, compensation, resettlement support, ensuring harmony of interests between the State, people and businesses. Draft Resolution on Regulations on specific policies for developing Lai Chau Ginseng in the period of 2024 - 2030, with a vision to 2045, affirming the orientation of developing medicinal herbs into a key industry, enhancing the value of the province's endemic products. Draft Resolution on Regulations on sustainable forest development policy in the period of 2026 - 2030: increasing forest cover, linking environmental protection with green livelihoods. Draft Resolution on Decision on the policy of changing the purpose of forest use to implement the Nam Chan 1, Kha U 2 hydropower projects and the 220kV Pac Ma - Muong Te line.

Regarding education and training, the Department of Education and Training submitted a Draft Resolution on Amending and Supplementing Resolutions of the Provincial People's Council on policies in the sector and a Draft Resolution regulating tuition fees for public preschool and general education, and support for non-public facilities from the 2025-2026 school year. These draft resolutions aim to adjust policies to suit reality, reasonably share educational costs, expand learning opportunities, and encourage socialization of education.

In the field of science - technology and health, there are: Draft Resolution Amending and supplementing Resolution No. 59/2022/NQ-HDND regulating the content and level of expenditure for innovation activities to encourage research and application of science in production and management. Draft Resolution Regulating the level of health insurance support for a number of groups of subjects in the province for the period 2026 - 2030 to ensure health care benefits, reduce the cost burden for people, especially in disadvantaged areas.

In addition, the Provincial People's Committee also considered the draft Resolution Amending and supplementing a number of articles of Resolution No. 78/NQ-HDND dated December 9, 2024 of the Provincial People's Council to unify the percentage to calculate the unit price of land rental, land rental for underground construction, land rental with water surface in Lai Chau province, contributing to adjusting land policies flexibly, in accordance with reality; and the contents on organization, payroll, decentralization of civil servant recruitment, in order to improve the effectiveness and efficiency of the administrative apparatus.

Through discussion, members of the Provincial People's Committee basically agreed on the necessity of issuing resolutions, decisions, and plans; at the same time, contributed many specific opinions to perfect the content, ensuring consistency, feasibility, and conformity with Central regulations and local practical situations.

Concluding the meeting, Chairman of the Provincial People's Committee Le Van Luong acknowledged the sense of responsibility and careful preparation of the agencies, which completed a large amount of work in a short time; at the same time, he emphasized that the draft resolutions, decisions and plans approved at this meeting are of important significance.
The Chairman of the Provincial People's Committee requested the departments and branches to fully absorb the opinions at the meeting, complete the documents, and submit them to the Provincial People's Council for consideration and approval at the 33rd Session, ensuring quality and progress; at the same time, prepare well for implementation after the resolution is issued so that the resolution can truly come into life, contributing to the successful implementation of the socio-economic development goals in 2025.
