Under the direction of the Chairman of the Provincial People's Committee, heads of agencies, units and Chairmen of People's Committees of communes and wards must strengthen their roles and responsibilities in implementing administrative reform; closely follow the issued plans, regularly evaluate progress and results and have solutions to overcome existing problems to improve the PAR Index at the locality and unit level.
Agencies must strictly implement Official Dispatch No. 187/CD-TTg dated October 4, 2025 of the Prime Minister on reducing and simplifying administrative procedures (AP), not allowing overdue records, especially at units with a high number of overdue records.
The Provincial People's Committee requests units to organize dialogues with people and businesses to receive, answer suggestions, and resolve difficulties; improve administrative discipline and order; and prevent violations of public service. Departments and branches must proactively implement decentralization and delegation of power in state management; promptly reorganize and handle houses and land under their management authority after implementing the two-level local government model, especially houses and land of the district-level People's Committee (before reorganization), commune-level People's Committee headquarters, schools, etc.
The province also requested to continue effectively implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on science and technology development, innovation and digital transformation; promoting digital transformation in state administrative agencies, promoting the development of applications and services to serve people and businesses, especially providing online public services.
The Provincial People's Committee assigns specific tasks to the departments: The Department of Justice improves institutional reform points and reviews and amends legal documents; the Provincial People's Committee Office improves the quality of administrative procedure reform and implements the one-stop and one-stop mechanism; the Department of Finance implements public finance reform, organizes at least 3 dialogues with people and businesses, urges disbursement of public investment capital and handles recommendations after inspection and audit. The Department of Science and Technology strengthens digital transformation, reviews the entire online public service process, completes the Information System for handling administrative procedures and guides the development of administrative reform initiatives; the Department of Home Affairs takes the lead in directing and operating administrative reform, reforming the apparatus and public service regime. The Department of Education and Training and the Department of Health measure people's satisfaction with public services in 2025.
The Provincial People's Committee requests units to seriously implement and assigns the Department of Home Affairs to guide, urge and inspect the implementation.
