Over the past 5 years, agencies and units of the Logistics and Engineering Department of Military Region 2 have had 13 topics and more than 600 initiatives and technical improvements in the fields of engineering, technology, military medicine, training, administrative reform and digital transformation participating in competitions at all levels. Many products have been effectively applied in practice, contributing to improving the capacity to ensure logistics, engineering, quality of management, exploitation and use of new weapons, vehicles and equipment and those in the payroll.
Military Region 2 currently manages a large number of technical weapons and equipment. Every year, tens of thousands of guns of all kinds must be refurbished, maintained, and repaired to restore, maintain, and improve technical coefficients, ensuring reliability and accuracy for performing combat readiness tasks, rescue, training, exercises, competitions, and sports events. However, technology in units is still limited and not synchronized, leading to low labor productivity, low product aesthetics and durability, causing waste of labor, materials, and defense budget.
From the above practice, Colonel Mai Van Toc, Deputy Head of Logistics and Engineering of Military Region 2, together with officers of the Weapons Department, researched and manufactured the "Equipment for cleaning and drying weapons parts". Using the "Equipment for cleaning and drying weapons parts" can remove rust from metal, grease, paint, wash parts, bleach and dry wooden parts. All stages are carried out in a closed reactor, so labor productivity increases two to three times, ensuring safety for workers and saving technical materials. The product is highly mobile, easy to manufacture, with a production cost of just over 32 million VND, and can be applied to all units with the function and task of maintaining and refurbishing weapons at division, brigade, regiment and equivalent levels.
In the field of military medicine, the initiative "Improving cutting and cautery instruments applied in cosmetic thyroid surgery with small incisions" led by Colonel, Doctor Tran Huy Ngoc, Head of the Oncology Department, Military Hospital 109, Logistics and Technical Department of Military Region 2 is one of the initiatives that has been applied very effectively in practice. Since the beginning of 2024, the initiative has been applied to nearly 200 cosmetic surgeries for thyroid cancer patients; 100% of patients did not experience any complications during or after surgery.
The initiative "Improving cutting and cautery instruments applied in cosmetic thyroid surgery with small incisions" was born to simultaneously solve major problems in two groups of traditional open surgery and laparoscopic surgery using ultrasonic knives, notably ensuring both aesthetics and saving materials and costs. Applying this initiative, surgeons can perform cutting and cautery to stop bleeding accurately in a narrow surgical field, creating an incision only 3 to 4.5 cm long. This instrument is easy to manufacture and replicate because it takes advantage of used equipment available at Military Region hospitals such as electric knife wires, curved forceps without protrusions and monopolar electrocautery machines, without increasing treatment costs for patients.
Major Nguyen Van Tam, Deputy Head of Warehouse K28, researched and designed the initiative "Automatic watering system for cooling warehouse roofs using solar energy" that operates completely automatically. Whenever the temperature inside the warehouse is higher than the specified temperature, the temperature sensor will send information to the system to pump water onto the roof and water in the form of a sprinkler, then the water is collected back to the tank in a continuous, circulating system. The initiative has completely overcome the disadvantages of previous methods, helping to save a lot of time, effort and fuel. The product participating in the 2021 Technical Innovation and Innovation Competition achieved category A at the Military Region level and third prize at the Ministry of National Defense level. Immediately after that, the initiative was invested in by Military Region 2 to deploy and replicate.
The officers, employees and soldiers of the Logistics and Engineering Department of Military Region 2 also have many topics, initiatives and technical improvements that have been applied very effectively, such as: Technological process for refurbishing wooden parts of infantry guns using chemical technology and forced drying method; specialized tool kit for removing the axle of the fork of all types of ground artillery; jigs and cutting knives for producing AK submachine gun stocks; automatic equipment for clearing mortar barrels of all types; semi-automatic equipment for printing bullet symbols; CLK 017 stretcher; ...
According to Colonel Mai Van Toc, breakthroughs in science and technology development, innovation, and digital transformation are key driving forces for the country's strong development, and at the same time are an important foundation for building a revolutionary, disciplined, elite, and modern army and armed forces of Military Region 2. To improve the capacity for leadership, direction, deployment, and logistics and technical assurance, the Logistics and Technical Department of Military Region 2 has identified the breakthrough as "Pioneering in digital transformation, applying modern technological processes, improving the capacity to exploit and master logistics and technical equipment": In particular, focusing on thoroughly implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo and Resolution No. 3488-NQ/QUTW dated January 29, 2025 of the Central Military Commission on breakthroughs in science and technology development, innovation, and digital transformation; Resolution No. 1656-NQ/QUTW dated December 20, 2022 of the Central Military Commission on leading technical work until 2030 and the following years; Resolution No. 1658-NQ/QUTW on leading military logistics work until 2030 and the following years; continue to promote the movement to promote initiatives and technical improvements, associated with emulation movements and campaigns of all levels, sectors and localities, especially the Emulation Movement to Win, the emulation movement "Military Logistics Sector follows Uncle Ho's teachings" and Campaign 50 (Management and exploitation of good, durable, safe, economical and traffic-safe technical weapons and equipment); There are many suitable solutions to "nurture" and develop the movement, turning it into a driving force to promote officers, employees and soldiers of the Logistics and Technical Department of Military Region 2 to strive, improve all aspects, and have the capacity to complete well and excellently the assigned tasks.
