After 40 years of renovation, Vietnam has a new foundation, potential, position and prestige. However, besides development opportunities, the country is facing many challenges from the international environment and the internal socio -economic situation. To complete the goals by 2030 and the vision to 2045, it is necessary to strongly promote lessons learned, unleash resources and create breakthrough momentum.
This is the theoretical and practical basis to help the Party continue to lead innovation and creativity, firmly following the path to socialism.
1. The past 40 years of practice have confirmed that the path of innovation initiated and led by our Party is completely correct, consistent with Vietnam's reality and the development trend of the times. Vietnam has risen from a poor country to become a nation with a solid foundation, people's lives have been increasingly improved, and its international position has been constantly enhanced.
In that success, it is necessary to affirm that the steadfastness in the goal of socialism on the foundation of Marxism-Leninism and Ho Chi Minh thought plays a leading role, ensuring the development orientation. National development is closely linked with national defense.
In the context of fierce global strategic competition, traditional and non-traditional security issues have a strong impact on national sovereignty . Vietnam is always proactive, resolute, and persistent in firmly protecting independence, sovereignty, unity, and territorial integrity; proactively preventing and protecting the Fatherland early and from afar; combining national strength with the strength of the times in deep international integration.
The Communist Party of Vietnam is the decisive factor in all victories of the revolution. In the process of development, our Party always focuses on building a clean and strong Party and political system; improving the Party's leadership capacity, fighting strength, mettle, intelligence and prestige. President Ho Chi Minh once advised: "Unity is our strength".
Therefore, strengthening solidarity and consolidating people's trust in the Party is a long-term strategic and principled task.
The renovation process has achieved many great successes, but corruption, waste and moral degradation still exist among a number of officials, including high-ranking officials. This not only causes a loss of resources but also reduces the prestige of the Party.
In fact, our Party has always been persistent and determined in preventing and combating corruption, enhancing the exemplary role, especially of leaders; considering this a central and regular task to consolidate social trust and the endogenous strength of the political system. The people are the target, subject and driving force of the revolutionary cause. All policies and guidelines of the Party are for the people, by the people and based on the people.
The practice of innovation proves that it is the will, initiative and response of the people that have created the success of the innovation process. Our Party always relies on the people, strengthens trust, promotes the role of mastery and creativity of the people; practices broad democracy, ensures legitimate rights and strengthens the great national unity bloc to create resources for sustainable development. Innovation must be comprehensive and synchronous in all fields, associated with the selection of focus and key points, creating a spillover effect.
Development practices show that, along with innovation and creativity in guidelines, the Party has drastically innovated the direction, management and implementation - which is the "weak link" in implementing the Party's Resolution; promoting the role, responsibility, proactiveness, daring to think and dare to do of cadres, especially leaders; requiring strategic thinking, creativity, flexibility and efficiency.
In the process of leadership, the Party always requires compliance with objective laws, avoiding conservatism, dogmatism and opportunism. Many mistakes in recent times stem from an imposed and undemocratic mindset, leading to serious consequences.
Therefore, avoiding subjectivity and voluntarism is a vital principle in leadership and management. Innovation is not only about socio-economic reform but also the process of building a correct theoretical system on socialism and the development path of Vietnam.
It is necessary to closely combine the summary of practice with theoretical research, between policy development and institutionalization and implementation. Reality shows that some resolutions are issued but slow to be institutionalized or implemented, reducing the effectiveness of innovation. Therefore, it is necessary to properly resolve the relationship between "theory-institution-action", ensuring continuity and synchronization in implementation.
2. Four decades of renovation is a great historical journey of the Vietnamese people - a journey of change, creativity and aspiration to rise up. Entering a new era of development, Vietnam faces many opportunities, as well as many challenges.
Internationally, the fourth industrial revolution is creating revolutionary changes in production models, value chains, governance methods and social structures.
Strategic competition between major powers, shifts in global supply chains, and non-traditional security issues (climate, energy, data, etc.) require each country to have high adaptability, foresight, and strong innovation capacity.
Domestically, after 40 years of continuous growth, Vietnam has achieved many great achievements: economic scale in 2025 will reach more than 510 billion USD, average income per capita will reach about 5,000 USD, poverty rate will decrease sharply, society will be stable, and people's lives will be improved.
However, new challenges are also becoming increasingly evident: Labor productivity and technological level are still low, the quality of human resources has not met new development requirements; the risk of falling behind, the middle-income trap and the innovation gap compared to the region are still significant.
In addition, digital transformation, green economy, sustainable development and modern governance are becoming global trends. Vietnam needs to establish a new growth model based on science, technology, innovation and digital transformation.
In that context, promoting the lessons learned from 40 years of innovation has become an objective and strategic requirement. The lessons learned from 40 years of innovation are a combination of successful formulas verified by development practices. Promoting the lessons is not just a review of the past, but also the key to solving the problems of rapid and sustainable development. The lessons are the basis for ensuring continuity in vision and consistency in the principles of strategic development planning.
It is necessary to transform past lessons into new forecasting and creative capacity; to integrate development experience with institutional reform and modern national governance; to continue to strongly spread the spirit of innovation throughout society, so that lessons are not only products of the past but become driving forces for action in the present. Promoting the lessons of 40 years of innovation requires strong innovation in thinking and action.
First of all, promoting the lesson of innovation in thinking and strategic vision, it is necessary to elevate development thinking in the direction of openness, digitalization, creativity and humanity; improve the capacity for strategic autonomy, policy making, strategic forecasting, and risk management.
Second, perfecting institutions for rapid and sustainable development, first of all, the socialist-oriented market economic institution; promoting the role of the private sector, the creative State and sustainable cooperatives.
Third, regarding human resources and personnel, it is necessary to strongly shift from degree-based training to competency-based training; focusing on digital skills, creativity, comprehensive, equitable and quality educational innovation.
Fourth, continue to implement a multilateral foreign policy, take advantage of free trade agreements, attract selective investment associated with technology transfer and gradual mastery.
Fifth, continue to build and rectify a clean and strong Party in all aspects; prevent corruption, waste, and negativity; streamline the apparatus and promote digital government, digital economy, and digital citizens.
Sixth, promote the role of culture, consider culture not only as a driving force and endogenous resource but also as a development regulator; arouse the aspiration for a strong, prosperous and happy Vietnam.
40 years of renovation have demonstrated the great endogenous strength of the Vietnamese people - the strength of innovative thinking, of the aspiration to rise up, and of the Party's wise leadership. Promoting those valuable lessons in the new era is the sure path for Vietnam to move forward more firmly and confidently on the journey of building a rich, prosperous, civilized and happy country.
