On the morning of November 10, comrade Ho Van Muoi, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Lam Dong province, together with delegates of the 10th Provincial People's Council, including: Nguyen Xuan Thanh, Deputy Head of the Economic - Budget Committee of the Lam Dong Provincial People's Council; Nguyen Thi Huong, Permanent Deputy Secretary of the Party Committee of Cu Jut commune; Dao Thi Le, Vice Chairman of the People's Council of Cu Jut commune, met with voters of Cu Jut commune before the regular meeting at the end of 2025.

At the meeting, voters of Cu Jut commune raised many recommendations related to people's lives, including issues such as: degraded rural roads, difficulties in converting land use purposes, illegal land leveling causing water flow blockage, affecting rice production, as well as disputes and encroachment on public land that are slow to be resolved. These opinions and recommendations were directly explained and answered on the spot by leaders of departments, branches and local authorities.

With the spirit of innovation, responsibility and openness, comrade Ho Van Muoi, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Lam Dong province directly discussed and questioned voters about the work of building a two-level local government.
In response to the question from the Chairman of the Provincial People's Committee, voter Luong Van Lang (village 9 Tam Thang) said that when there was a 3-level government model, commune-level units were smaller, so officials and people had the opportunity to meet and exchange regularly, helping to promptly resolve arising issues. However, after the merger, Cu Jut commune had a larger area, more villages, and increased workload, making contact between officials and people more difficult.

Mr. Luong Van Lang also shared that, after the merger, the workload at the commune level increased, while village cadres also had to take on more tasks. He cited that during the dengue fever outbreak, every Tuesday and Thursday, the entire village political system had to go to the grassroots to propagate and mobilize people to prevent the epidemic.
According to Mr. Lang, with a lot of work and great responsibility, if the village cadres do not have passion for the community, it will be very difficult for them to complete their tasks. Therefore, he recommended that the State consider and have support policies and adjust appropriate allowances for the village cadres, ensuring motivation, encouragement and proper recognition of their contributions.

Many voters of Cu Jut commune expressed their agreement and excitement with the streamlined government apparatus. Although the workload has increased, operations are increasingly effective and smooth.
Voters also recommended that the province continue to strengthen the leadership role of the Party and leaders, while promoting inspection and supervision work, promptly correcting violations and praising creative and effective models and methods in the operation of the two-level government.

Voters said that after the merger, the workload at the commune level increased significantly, most of the tasks were important and needed to be resolved promptly. However, according to feedback, the commune needs to have a more reasonable division of tasks for the staff, especially focusing on receiving, resolving petitions and responding to voters' suggestions in a timely and satisfactory manner, thereby enhancing management efficiency and consolidating people's trust in the local government.

Talking with voters of Cu Jut commune, comrade Ho Van Muoi, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Lam Dong province, requested the commune leaders to record and summarize all opinions, reflections and recommendations of voters at the meeting. The contents under local authority must be resolved immediately, giving satisfactory answers to the people; and the issues beyond the authority must be promptly reported to the province to direct relevant departments and branches to consider and resolve promptly, meeting the legitimate aspirations of the people.

Chairman of Lam Dong Provincial People's Committee Ho Van Muoi said that after the merger, Lam Dong became the largest province in the country with nearly 4 million people. The implementation of the 2-level local government model initially brought certain advantages, but also a lot of difficulties and problems.
He frankly admitted that the process of implementing and perfecting the apparatus at the same time could not immediately resolve all the requests and administrative procedures of the people. Despite the large workload, all levels and sectors always care about and look after the people's lives, demonstrated through the policy of saving expenses to increase investment in social security such as health care, education, free tuition for students, and striving to organize periodic health check-ups for all people every year.
The Chairman of the Provincial People's Committee emphasized that to effectively implement this goal, it is necessary to continue improving the qualifications of staff, promoting the application of science and technology, and at the same time encouraging people to participate and accompany the government in the process of innovation and local development.

Comrade Ho Van Muoi said that although the authorities at all levels have made great efforts in the process of operating the new model, everything cannot be done smoothly right away. He compared: "The province currently has 124 communes, wards, and special zones - 124 children, each with a different situation, so we must focus on taking care of the difficult areas first. I hope people will share and sympathize."
The Chairman of the Provincial People's Committee emphasized that the Party Committee and the Government always pay special attention to ensuring the stability of people's lives. Cu Jut commune in particular is considered one of the localities with good socio-economic development in the province, people's lives are relatively stable, so it is necessary to continue to promote advantages, at the same time share with communes with more difficulties to develop together sustainably.

In response to voters' opinions on flooded, damaged, and degraded roads, Chairman of Lam Dong Provincial People's Committee Ho Van Muoi requested local authorities to uphold their sense of responsibility and clearly identify urgent roads that need to be repaired first to meet the travel and living needs of the people.
Regarding land issues, land division and merging, and granting of land use right certificates, comrade Ho Van Muoi emphasized: “Everything must be done in accordance with the provisions of the law and approved planning. Commune leaders need to explain and propagate so that people understand and agree.”
The Chairman of the Provincial People's Committee also informed that in the early period after the merger, some roads and lighting systems were temporarily suspended, however, the province has provided additional funding for communes and wards; therefore, the locality needs to focus on urgently overcoming the situation to ensure living conditions and safety for the people.

After the merger, the old Cu Jut district no longer existed and was merged into different communes. This led to the situation of "no one cares about the common father", lack of coordination between the leaders of the new communes, leading to difficulties in handling some common issues, especially traffic, clean water and essential works. Therefore, the communes re-evaluated the current infrastructure status, urgently proposed necessary ones in 2025 for the province to comment on with the departments and branches; at the same time, there was a specific roadmap for 2026 and the next 5 years, in which priority was given to roads that created momentum first.
Currently, the government has a lot of work to do, all of which are urgent and need to be done immediately, so it is very stressful. In the past 4 months, officials have been working at full capacity, working day and night, even on holidays, to meet the progress, especially for key and dynamic projects.

Regarding the issues that people reflect, the commune needs to explain clearly so that people understand what can be done, what cannot, and what needs time to find common ground.

Informing voters, the Chairman of the Provincial People's Committee said: the province's socio-economic development targets for 2025 have basically met and exceeded the plan. However, the progress of public investment disbursement is still low, requiring greater efforts and determination from all levels and sectors in the coming time.
