Ho Chi Minh City decentralizes construction order management

The People's Committees of communes, wards and special zones are responsible for monitoring, inspecting, detecting, preventing and handling construction works without construction permits, which are required by regulations to have construction permits.

The People's Committee of Ho Chi Minh City has just issued a decision regulating the decentralization of construction order management in Ho Chi Minh City, effective from November 20.

Accordingly, the Department of Construction monitors, inspects, detects, prevents and handles construction works for which the Department of Construction issues construction permits (GPXD), construction investment decisions; construction investment projects for which the Department of Construction appraises the construction investment feasibility study report, construction design implemented after the basic design according to the authority and according to the decentralization, authorization and adjustment of the People's Committee of Ho Chi Minh City. Construction works for which the specialized construction agency under the Ministry of Construction appraises the construction investment feasibility study report, construction design implemented after the basic design.

The Management Board of Ho Chi Minh City High-Tech Park, the Management Board of Ho Chi Minh City High-Tech Agricultural Park, and the Management Board of Ho Chi Minh City Export Processing and Industrial Zones monitor, inspect, detect, prevent and handle all construction works within the boundaries of the functional areas assigned for management.

The People's Committees of communes, wards and special zones monitor, inspect, detect, prevent and handle construction works without construction permits but according to regulations must have construction permits issued by competent state agencies; construction works for which the People's Committees of communes, wards and special zones issue construction permits and decide on construction investment; construction investment projects for which the agency assigned to manage construction under the People's Committees of communes, wards and special zones appraises the construction investment feasibility study report, construction design to be implemented after the basic design according to the authority and according to the decentralization, authorization and adjustment of the People's Committee of Ho Chi Minh City.
