Ho Chi Minh City decentralizes the management of construction order.

The People's Committee of the commune, ward, or special zone is responsible for monitoring, inspecting, detecting, preventing, and handling construction projects that lack building permits when such permits are required by law.

The Ho Chi Minh City People's Committee has just issued a decision regulating the decentralization of construction order management in Ho Chi Minh City, effective from November 20th.

Accordingly, the Department of Construction monitors, inspects, detects, prevents, and handles construction projects for which the Department of Construction has issued construction permits and investment decisions; construction investment projects for which the Department of Construction has appraised the feasibility study report and the construction design following the basic design phase, according to its authority and the delegation, authorization, and adjustments of the Ho Chi Minh City People's Committee. Construction projects for which the feasibility study report and the construction design following the basic design phase have been appraised by specialized construction agencies under the Ministry of Construction .

The Management Board of Ho Chi Minh City High-Tech Park, the Management Board of Ho Chi Minh City High-Tech Agricultural Park, and the Management Board of Ho Chi Minh City Export Processing Zones and Industrial Parks shall monitor, inspect, detect, prevent, and handle all construction projects within the boundaries of the functional zones under their management.

The People's Committee of communes, wards, and special zones shall monitor, inspect, detect, prevent, and handle construction projects that lack construction permits but are required to have permits issued by competent state agencies; construction projects for which the People's Committee of communes, wards, and special zones has issued construction permits and investment decisions; and construction investment projects for which the agency assigned to manage construction under the People's Committee of communes, wards, and special zones has appraised the feasibility study report and the construction design following the basic design, according to its authority and according to the decentralization, authorization, and adjustments of the People's Committee of Ho Chi Minh City.
