Many wind power businesses fear bankruptcy due to capacity cuts

QTO - On November 9, 2025, the cluster of wind power companies in Quang Tri province said it had sent a petition to the Ministry of Industry and Trade, the People's Committee of Quang Tri province, Vietnam Electricity (EVN) and the National Electricity System and Market Operator (NSMO) to limit the reduction of available power generation capacity of wind power plants.

These companies are all located in the old Huong Hoa district, in the southwest of Quang Tri province today, including: Khe Sanh Wind Power Joint Stock Company, Huong Linh 7 Wind Power Joint Stock Company, Huong Linh 8 Wind Power Joint Stock Company, Phong Huy Wind Power Joint Stock Company, Phong Nguyen Wind Power Joint Stock Company and Lien Lap Wind Power Joint Stock Company.

According to the proposal, from the end of September 2025 until now, the above wind power projects have had their capacity cut by an average of 20% - 90%, at times up to 99%, lasting for many consecutive days. This is considered an unprecedented reduction. In October alone, the projects had about 50% of their available capacity cut, causing revenue to drop by 5% compared to the 2025 plan. If this situation continues in November and December, revenue in 2025 could fall by 10% - 20%, exceeding the standard profit margin (5% - 10%).

According to the company, the period from October to February of the following year is the best wind season, accounting for 70%-80% of the year's electricity output. Meanwhile, the payback period for wind power projects lasts 12-15 years, and the turbine's lifespan is only about 15 years, so cutting capacity during this period directly affects the financial efficiency of the entire project.

Based on the above situation, the wind power cluster recommends that EVN and NSMO maintain a reasonable reduction level, only from 2% to 5% of output during the peak wind season; at the same time, request public and transparent information on the reduction capacity between wind power, solar power and hydropower.

In addition, the companies hope that EVN and NSMO will develop and soon announce clear coordination scenarios, helping factories to be more proactive in production and operation plans, minimizing arising costs, and limiting indirect economic losses that are difficult to overcome in the short term.

Enterprises also recommended that the Government continue to encourage and promote the development of renewable energy planning, especially wind power, to effectively exploit natural potential, while being consistent with the country's green and sustainable development orientation. They recommended that management agencies carefully consider before licensing new projects, to avoid overlapping investments when existing factories still have to cut capacity.

Quang Tri currently has 21 wind power projects in commercial operation with a total capacity of 994.2 MW. In addition, 11 projects with a total capacity of 424 MW are under implementation.
