
Immediately after Resolution 68 was issued, the Provincial Tax Department issued an action plan and specific directives, requiring the entire industry to thoroughly grasp the spirit of transforming the mindset "from management to support and service", and to treat all economic sectors fairly and equally.
This is considered a fundamental change, contributing to building a friendly, transparent, honest and business-friendly tax environment. Accordingly, in administrative reform, 100% of tax procedures are resolved on time, bringing the satisfaction index (SIPAS) in 2024 to 99.21%, an increase of 3.09% compared to the previous year, ranking 1/8 units in the central agency block. These results clearly demonstrate the Tax sector's commitment to taking taxpayers as the center, serving wholeheartedly and professionally.
To bring the policy into life, the Provincial Tax Department has deployed 17 dialogues and 12 training courses in the first 9 months of 2025, attracting nearly 3,500 taxpayers to attend. Along with that, more than 80,000 propaganda emails, 125 documents to answer questions and 34,000 direct support at the one-stop department were carried out. In particular, the Provincial Tax Department has set up a "Send comments" section on the Electronic Information Portal to receive and promptly respond to recommendations from businesses and business households, an open and effective form of interaction that is highly appreciated by the business community.
Regarding the implementation of preferential policies, in order to ensure the effective implementation of the central government's policy on abolishing business license fees and exempting small and medium-sized enterprise income tax in the first 3 years of establishment, the Provincial Tax Department has proactively reviewed the entire operating status of taxpayers, fully counted the number of enterprises and business households that must pay business license fees in the area. At the same time, the organization classified by subjects, collection levels and current declaration forms to prepare well for the conversion when the new policy takes effect; reviewed the business license fee obligations to be paid in 2025 to urge cases that have not yet paid to the State budget, handled overpayments and virtual debts to ensure taxpayers' obligations on business license fees when implementing the policy on abolishing business license fees. Currently, the Tax Department has collected data from 35,247/41,777 business households (reaching 84%) to serve the preparation for eliminating the lump-sum tax form from 2026.
Mr. Do Tuan Anh, Deputy CEO of Xuan Nghiem General Trading Service Co., Ltd. shared: Small and medium-sized enterprises often have limited financial capacity. Investing in digital transformation, from management software, electronic invoices, online sales platforms, to production technology, requires large initial costs. If they are exempted from corporate income tax, value-added tax or business license tax in the initial implementation phase, they will have more resources to boldly invest.

For the private economic sector, the Provincial Tax Department commits to ensuring that 100% of newly established enterprises receive timely guidance and tax incentives. At the same time, in order to encourage the conversion of business households to enterprise models, the Provincial Tax Department has promoted digitalization, transparency, simplification, and ease of compliance with tax policies and tax administrative procedures. As of September 2025, 232 business households have registered to use electronic invoices generated from cash registers (reaching 136% of the assigned target); more than 12,600 business households use the eTax Mobile application (accounting for 54%) and over 16,500 households pay taxes electronically (reaching 71%). These figures affirm the trend of modern tax management, minimizing procedures, and encouraging people to voluntarily comply with tax laws. Up to now, 102 households have successfully converted from the contract method to declaration, an important step to make revenue transparent, create a healthy competitive environment, and encourage business households to develop into enterprises.
In order to create a new step forward in risk management, helping taxpayers proactively prevent violations, the Tax sector is developing an early warning tool for businesses and business households about the risks of tax law violations (such as late declaration submission, tax debt, etc.), expected to be completed in January 2026. In the coming time, the Provincial Tax Department will also continue to focus on three strategic directions, including: Perfecting institutions, promoting modernization and improving the quality of civil servants. The focus is on perfecting the legal system related to tax management for business households after eliminating the lump-sum tax form, and at the same time advising the Provincial People's Committee to issue a Plan to mobilize business households to transform into enterprises in the period 2026-2030 in the fourth quarter of 2025; Develop shared digital data platforms, ensuring connectivity between tax, banking, insurance, electricity, etc., thereby creating a unified data ecosystem to serve the management and policy making of private economic development.
In addition, the Tax sector will promote free technology support, provide digital platforms, legal advice and tax training for small and micro enterprises, business households, and review and remove tax problems for slow-progressing investment projects, contributing to improving the investment environment and promoting local economic recovery. Initial results show that the Tax sector is affirming its pioneering role in the process of concretizing Resolution 68-NQ/TW into practice, contributing to strengthening the trust of businesses and people in the government and in the province's sustainable development orientation in the new period.
