Component 1 of the Bien Hoa - Vung Tau Expressway Construction Investment Project Phase 1 has a length of 16km, passing through Bien Hoa city and Long Thanh district (old) with more than 2,500 households affected. Up to now, the entire project has reached about 57% of the contract value, of which package 18 has reached 50%, package 21 has reached 64%. Main items such as roadbed, bridge and road surface foundation are being urgently deployed with more than 30 construction teams, 250 machines and more than 400 workers working continuously. Up to this point, the construction progress is still behind schedule.

Similarly, Component 3 Project, part of the Ho Chi Minh City Ring Road 3 Project, is also behind schedule. The results of the Department of Construction's inspection of the construction status of the projects in the last week of October 2025 showed that the construction output reached 51% of the signed contract value and was 4.4% behind schedule.
Speaking at the meeting, Vice Chairman of the Provincial People's Committee Ho Van Ha emphasized: The goal is to have the projects technically open to traffic on December 19, 2025, this is the responsibility and honor of the province before the Government . Provincial leaders require to closely follow the progress and require technical traffic to be opened on the above deadline. However, the highway standards must be strictly inspected, not because of progress that construction affects the quality of the project.
In the past, the bidding packages were delayed due to the lack of timely daily evaluation. Therefore, the Provincial Construction Investment Project Management Board as well as the Department of Construction must regularly monitor the construction progress. Contractors need to improve their responsibility, turn pressure into products, increase human resources, equipment, and mobilize maximum resources to ensure the progress and quality of the proposed project.

Vice Chairman of the Provincial People's Committee Ho Van Ha suggested: With the role of state management, the Department of Construction and the Provincial Construction Investment Project Management Board must control the progress of construction sites, not to let progress slip; at the same time, have daily summary reports on the progress of construction sites of Ring Road 3 and Bien Hoa - Vung Tau Expressway. Every week, the provincial leaders will work with relevant parties to remove obstacles, focusing best on the construction of these two routes.
