The son of the village
Following Mr. Phan Van Ty to visit Rao Con village, right from the beginning of the village, when they discovered us, some old women happily greeted us, saying: "Officer Ty, are you coming to that village?". He answered softly, shaking hands with each person firmly.
The story of cadre Ty becoming a relative of Rao Con village was told by Party Cell Secretary Ho Van Kien in a sincere and honest way: “The village used to be very poor, the only way to get into the village was to cut through the forest on foot, no road, no school, no electricity, no phone signal... The people depended on the forest, farming in the style of "cut, burn, trim, and trim" so it was difficult, lacking food all year round. In 2013, cadre Ty, a civil servant of the People's Committee of Son Trach commune (old), was assigned to be in charge of Rao Con village... And the change of the village started from there. Cadre Ty "worked together" with the people, grasped the thoughts, aspirations as well as the recommendations and proposals of the people, then advised the Party Committee and the commune government to make many important decisions to support Rao Con village in socio-economic development. The biggest change is that the people love and respect cadre Ty, listen to cadre Ty's advice to stop destroying the forest, live a sedentary life, grow wet rice, Planting forests, raising buffalo, cows, pigs, chickens... life gradually improved thanks to that.

For Mr. Phan Van Ty, each time he returns to Rao Con is like a long business trip back home. “The Bru-Van Kieu people in Rao Con village, although their lives are difficult, are sincere and honest. When I was in charge of the village, I opened my heart to the people just like the feelings everyone had for me. If the people trust the cadres, all the Party's policies and guidelines, the State's policies and laws will quickly stick, and the people will learn and follow them. Now, I myself have determined that Party work, especially mass mobilization work, requires "skill", words must always go hand in hand with actions, and trust and love must be put first as Uncle Ho taught, then everything will always go smoothly."
The father of Bru-Van Kieu children
Every time he entered Rao Con village, officer Ty visited the family of his adopted son, Tran Van Hoang (born in 2017). Until now, the people of Rao Con village still remember the story of officer Ty becoming Hoang's father, considering officer Ty as the benefactor of the village.
Rao Con village chief Ho Thau recounted every detail clearly: “Tran Van Thuy lived in the village and married Y Met, a Ma Coong ethnic group member in Thuong Trach commune. In April 2017, Tran Van Thuy and Y Met gave birth to their first child. Tran Van Thuy only had time to name the child Tran Van Hoang, but when Y Met passed away 5 days later, Hoang became an orphan.
While the whole family of Tran Van Thuy and the people of Rao Con village were confused about what to do to feed Hoang, officer Ty appeared. Then, through the appeal and care of officer Ty and the community, Hoang had milk to drink, clothes to wear, and a lot of love to grow up. Now Tran Van Hoang is 9 years old, in grade 3, very obedient.

“When I heard that Y Met had passed away, I went to Rao Con village to express my condolences to Tran Van Thuy's family, and at the same time tried to persuade people to take Hoang to a medical facility in the lowlands to be cared for, raised, and to prevent any unexpected events or illnesses from happening to him. After a day and a night of persistent persuasion, Hoang's grandparents, father, and villagers agreed. When I got home, I kept thinking about Hoang, the Bru-Van Kieu child who lost his mother early... I decided to post Tran Van Hoang's situation on social media, asking kind-hearted people to open their arms of love to help him. Tran Van Hoang's tragic situation immediately received a lot of sympathy from organizations and individuals across the country. And I became a bridge between kind-hearted people and Tran Van Hoang's family to receive that love and sharing. Then, the villagers considered me Tran Van Hoang's second father. I accepted that special affection gently. In my heart, I also considered Hoang my son since "ever," Mr. Phan Van Ty recalled.
Deputy Chief of Rao Con Village Tran Van Thuy, Tran Van Hoang’s biological father, said: “If it weren’t for Officer Ty that day, my family wouldn’t know how to manage. When Hoang’s life was stable, I got seriously ill, with pelvic necrosis, and had to go to Hue Central Hospital for emergency surgery. Once again, Officer Ty stood up to call for funds from the community to help me have enough money for treatment. My family is very grateful to Officer Ty. That favor is so great, it can never be fully repaid.”
“As a cadre and party member of the Party Building Committee, Mr. Phan Van Ty has been attached to Rao Con village for many years. Through his practical work, Mr. Ty helps spread love, becomes a bridge connecting "the Party's will and the people's heart", does a good job of mass mobilization in Rao Con village, from which the Bru-Van Kieu people of Rao Con village unite, make more efforts in implementing the Party's policies and the State's laws, try to take care of business, develop the socio-economy, eliminate hunger and reduce poverty", Mr. Nguyen Sy Phuc, Deputy of the Party Building Committee, Phong Nha Commune Party Committee shared.
In the 2025-2026 school year, Tran Van Hoang was a third-grade student, living, growing up, and maturing amidst the love of the entire village and his father, Phan Van Ty. Teacher Nguyen Chi Son, a teacher at Rao Con Primary and Secondary School, commented on Tran Van Hoang: "Although his circumstances were more disadvantaged than his peers, Hoang was a very determined, well-behaved, studious student, always an outstanding class monitor, loved and respected by teachers and friends."
