Quang Ninh effectively operates a two-level government model.

Innovations in the operation of the two-tier local government model in Quang Ninh are creating a strong shift: from pure management to effective service, from traditional administration to creating a development environment, with the strong support of science, technology (S&T) and digital transformation (DCT). This innovation not only improves the efficiency of serving people and businesses but also opens up a new direction for a modern, transparent, people-friendly and dynamic government.

The restructuring of the apparatus has helped the province increase its operational effectiveness. The whole province has merged 171 commune-level administrative units into 54 new units, while reducing provincial-level focal points and increasing connectivity between specialized agencies.

In many wards, administrative procedures are processed faster and more transparently. For example, at the Cam Pha Ward Public Administration Service Center, from July 1 to September 15, the center received 12,775 records, which are all close to people's lives, such as notarization, authentication, land registration... were received and processed quickly by officials and civil servants thanks to the effective operation of the interconnected, comprehensive work processing system up to the provincial level.

Quang Ninh deploys a two-level government model associated with Plan 02/KH-BCĐTW dated June 19, 2025 of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation (KH,CN,DMST&CĐS) on promoting interconnected, synchronous, fast and effective digital transformation to meet the requirements of restructuring the apparatus of the political system.

The province has proactively streamlined the focal points, cadres, civil servants and public employees at the provincial and communal levels according to the principles of publicity and transparency, while clearly assigning people, tasks, responsibilities and completion time to avoid the situation of reducing people without reducing work.

Streamlining the apparatus combined with clear decentralization creates the premise for effective operation of the two-tier model, when the intermediate level is eliminated, direct subordinates are assigned more tasks, requiring multi-tasking staff with the capacity to handle work and apply information technology. At the same time, the province also promotes digital transformation, reforming administrative procedures and enhancing effective management of the budget and public assets.

Quang Ninh has deployed technical tasks to support the operation of the two-level government model, including: issuing a plan to ensure technical requirements for connecting the video conferencing system and the specialized data transmission network to implement the two-level local government model; guiding the process of organizing and operating the online video conferencing system according to the two-level local government model. These solutions help agencies and units in the province maintain interconnection, handle work remotely and enhance coordination and synchronization in management and operation.

Quang Ninh province clearly identified that implementing the two-level local government model is not only about organizational arrangement but also about innovating state management thinking, improving service capacity, enhancing the application of science, technology, innovation and digital transformation, towards a "creative, active and serving" government. With careful preparation, streamlining the apparatus reasonably and synchronously applying digital transformation solutions according to Plan 02, Quang Ninh is gradually becoming a national model in administrative apparatus innovation and improving service quality for people and businesses.
