On November 7, at the Government Headquarters, Deputy Prime Minister Nguyen Chi Dung chaired a meeting on the Strategic Technology Product Development Program (CNCL) to be prioritized for immediate implementation in 2025.
Reporting at the meeting, Permanent Deputy Minister of Science and Technology Vu Hai Quan said that the Ministry has submitted to the Prime Minister 4 groups of strategic technology products to be prioritized for immediate deployment in 2025, including: Vietnamese large language model (LLM), virtual assistant, AI camera and autonomous mobile robot; 5G mobile network system and equipment; Blockchain network infrastructure and traceability applications, encrypted assets; Unmanned aerial vehicles (UAV).

The Ministry of Science and Technology divides the above 4 groups of strategic technology products into 6 strategic technology products: Large language models (LLM) and Vietnamese virtual assistants; AI cameras for processing at the edge; autonomous mobile robots; 5G mobile network systems and equipment; Blockchain network infrastructure and application layers for traceability and encrypted assets; Unmanned aerial vehicles (UAVs).
The general goal is to develop the capacity to master and be autonomous in technology; form strategic industries with international competitiveness and promote localization, ensuring technological sovereignty.
In particular, aiming to master core technology, create and produce on an industrial scale; build an innovation ecosystem connecting institutes, schools and businesses. At the same time, focusing on developing infrastructure, human resources, and specific policies; aiming to export technology products and turn Vietnam into a leading regional R&D center by 2030.
After listening to opinions from a number of ministries, branches, schools and research institutes, the Deputy Prime Minister acknowledged and welcomed the Ministry of Science and Technology's efforts and proactiveness in building a development program for priority CNCL sectors and highly appreciated relevant agencies for their frank and focused contributions.
Affirming that research and development of CNCLs and CNCL products is a major policy and orientation of the Party and State, the Deputy Prime Minister requested the drafting agency to change its thinking and innovate its approach in close adherence to the spirit of Resolution 57 and "7 clear" (clear people, clear work, clear responsibility, clear time, clear authority, clear products, clear resources).
At the same time, ministries and agencies continue to be serious in organizing implementation, need to support and create all favorable conditions for research and development activities of CNCLs and CNCL products within the assigned state management scope.
Overview of the meeting.
"It is necessary to specify the list of work to be done, including the unit, implementing agency, time, and progress. As soon as possible, the assigned unit must submit a program and project with specific goals, solutions, policy mechanisms, resources, progress, and output products," the Deputy Prime Minister especially noted and suggested that there should be a "chief engineer" to chair the research team to build the list and project.
In addition, the Ministry of Science and Technology has added specific contents and regulations on the formation and development of strong research groups for CNCL product groups. This is an important condition to ensure that research, development, technology transfer and mastery of core technologies achieve the expected results.
Along with that, it is necessary to stipulate the responsibilities and tasks of ministries and agencies, to prevent the situation where research and testing activities of CNCLs and CNCL products under the program are affected or delayed due to lack of funding.
The Deputy Prime Minister assigned the Ministry of Science and Technology to study and absorb the opinions at the meeting and urgently review and complete the draft Program for developing priority CNCL products for immediate implementation.
