Removing bottlenecks in the autonomy mechanism
The Department of Organization and Personnel, Ministry of Science and Technology said that regarding the autonomy and self-responsibility of public science and technology organizations in human resource management, Decree No. 263/2025/ND-CP empowers public science and technology organizations to decide on the recruitment, management and use of civil servants and employees according to regulations when the organization has a department, office or official in charge of organization and personnel work (Article 8 of Decree No. 263/2025/ND-CP). This new regulation helps public science and technology organizations to be completely proactive in removing bottlenecks in the recruitment, management and use of civil servants and employees of the organization.

Science and technology organizations are autonomous and self-responsible in human resource management.
Regarding equality of rights in public science and technology organizations for employees who have long only received salaries from research topics, Article 14 of Decree No. 263/2025/ND-CP stipulates that public science and technology organizations are autonomous and self-responsible for salaries and incomes for civil servants and employees based on the payment mechanism of 04 types of salaries and incomes, including: basic salary; autonomous salary of the organization; additional income; income for civil servants and employees who are authors of scientific research results, technological development and commercialized innovation.
Specific regulations on salary and income payments to officials and employees of public science and technology organizations are democratically discussed and publicly promulgated in the organization's internal operating regulations.
Regarding the mechanism for monitoring the autonomy and self-responsibility of public science and technology organizations: To help public science and technology organizations self-control the implementation of the comprehensive autonomy and self-responsibility mechanism, Decree No. 263/2025/ND-CP stipulates that organizations are responsible for establishing, maintaining and organizing the implementation of the self-control mechanism, and that public science and technology organizations must arrange a department, or an individual, or hire independent consultants and auditors to implement the self-control contents (Article 6 of Decree No. 263/2025/ND-CP). In addition, the Government also assigned the Ministry of Science and Technology to be responsible for guiding and inspecting the implementation of the policies prescribed in the Decree.
Allow public science and technology organizations to offer "packages" of incentives for scientists
Decree No. 263/2025/ND-CP empowers public science and technology organizations to decide on the recruitment, management, and use of civil servants and employees according to regulations when the organization has a department, division, or official in charge of organization and personnel work (Article 8 of Decree No. 263/2025/ND-CP). This new regulation helps public science and technology organizations to be completely proactive in removing bottlenecks in the recruitment, management, and use of civil servants and employees of the organization.

Once financial barriers are removed, Vietnamese science and technology organizations can compete to attract foreign experts.
According to the Department of Personnel Organization, when financial barriers are removed, Vietnamese science and technology organizations can compete to attract overseas Vietnamese and foreign experts. This mechanism allows for the introduction of "remuneration packages" (salary, housing, working conditions) attractive enough to convince famous scientists to work in Vietnam. Only "beyond the framework" remuneration mechanisms, according to the agreement, can access this elite group of human resources.
Decree No. 263/2025/ND-CP allows public science and technology organizations to proactively attract foreign experts and scientists to participate in research, technology development, technology transfer, innovation, human resource training and other professional activities at the organization; and to hire experts and scientists who are Vietnamese residing abroad or foreigners to hold leadership and management positions at public science and technology organizations.
The mechanism for attracting foreign science, technology and innovation human resources of Decree No. 263/2025/ND-CP aims to create the "return" of Vietnamese scientists abroad, connecting Vietnamese science, technology and innovation with the world, helping Vietnam integrate more deeply and widely into the value chain and global scientific research network, technology development and innovation, solving the country's strategic problems, contributing to helping Vietnam develop more strongly in the current period of development.

The Ministry of Science and Technology expects the new policy mechanism in Decree 263/2025/ND-CP to be the "key" to open the door to attracting high-quality international talent, removing administrative barriers on salary and income, thereby creating a real boost for the development of science and technology in Vietnam.
Attracting and utilizing science and technology talents, especially young intellectuals and Vietnamese scientists abroad, is an important and strategic factor for Vietnam to enhance its science, technology and innovation potential, and integrate more deeply and widely into the global value chain and network of scientific research, technology development and innovation.
The new mechanisms and policies detailed in Decree 263/2025/ND-CP and related documents are a breakthrough, demonstrated by outstanding preferential policies such as: "Agreement" mechanism on salary; bonus; support for accommodation, travel, essential purchases; support for recreation, health care... for talented scientists, technology and innovation; preferential policies on recruitment, additional allowances, priority for forming strong research groups, priority for sending and paying internship and short-term work abroad... for talented young scientists and talented young engineers.
The above-mentioned breakthrough and preferential policies aim to attract young intellectuals and Vietnamese scientists abroad to participate in science, technology and innovation tasks, solve strategic problems of the country, and contribute to helping Vietnam develop further in the coming time.
