Plan No. 02-KH/BCĐTW: Driving force for interconnected and synchronous digital transformation
In Phu Lien ward, all administrative procedures have been processed through the city's electronic "one-stop" system and the National Public Service Portal, with 100% of officials and civil servants being granted digital signatures, ensuring smooth operations. Citizen reception and file processing are supported online and via social networks, and a community digital technology team has been established in the residential group, helping to carry out more than 5,000 citizen support operations in just 2 months, including more than 1,000 files and 400 online transactions.
In An Lao commune, the entire internal document processing process has been digitized, the rate of online receipt and processing of documents has reached more than 90%, helping to improve professionalism and service efficiency.

This process is strongly promoted by Plan No. 02-KH/BCĐTW dated June 19, 2025. of the Central Steering Committee, with the goal of developing science, technology, innovation and digital transformation, especially emphasizing the construction of an interconnected, synchronous, fast and effective electronic management system, meeting the requirements of organizing the apparatus of the political system.
According to the plan, Hai Phong has deployed the connection of population, land, household registration, and business data, streamlined procedures, standardized processes, and improved digital capacity for grassroots officials. This helps communes and wards operate two-level government more effectively, minimizes the time for processing documents, and creates favorable conditions for people and businesses to access public services.
The Department of Science and Technology of Hai Phong City has advised the City People's Committee to issue a Plan to implement Decision No. 1121/QD-TTg of the Prime Minister approving the National Action Program on development and conversion to cloud computing platform for the period 2025 - 2030; directing the implementation to ensure connectivity, synchronization, and state secrets in digital transformation activities in the city. Removing difficulties and implementing synchronous solutions
Despite many positive results, the implementation process still faces some difficulties, mainly due to the lack of specialized staff in standards, measurement, intellectual property, information technology and digital transformation; most staff have to hold concurrent positions, and facilities are limited and scattered. Many administrative procedures have not been fully integrated online, leading to people still having to submit documents directly, and data is not yet interconnected, causing pressure on operations.

To overcome these difficulties, synchronous solutions are being deployed, closely linked to the spirit of Plan No. 02, including strengthening digital infrastructure and interconnected data; improving the capacity of grassroots officials; decentralizing authorization and applying science and technology in management, health, education, and social security; and at the same time, publicizing and transparently making procedures and online payments so that people can easily access public services. In fact, in An Lao commune, the Public Administration Service Center received 1,142 records through the electronic one-stop system in more than a month, reaching an online rate of 91.77%, demonstrating the initial effectiveness of the model.
Implementing a two-tier local government model is a strategic step to improve management capacity and better serve people and businesses. Science and technology and digital transformation are the keys to realizing that goal. The issue is not just about digitizing administrative procedures but also about building a synchronous digital infrastructure, interconnected data, grassroots officials proficient in technology and transparent and convenient processes for people.
