The activities of the groups include establishing them in each residential area, recruiting volunteer or part-time members with digital skills, organizing training and guiding people to install and use digital applications and platforms, from electronic identification, insurance, electronic health books, electronic payments to e-commerce, and providing direct on-site support.

The model has brought many practical benefits. Thanks to the local force, people are guided closely and easily, thereby reducing the digital gap between age groups and regions. The CNSCĐ team helps people register and use online public services, improving the service efficiency of local authorities. At the same time, small businesses and traders are supported with electronic payments, opening trading floors, promoting products, contributing to the development of the digital economy from the grassroots.
In addition, access to and experience with technology and digital platforms helps people form the habit of using technology and participating in the digital society. The model also supports the implementation of strategic goals such as the rate of people with digital skills, the rate of participation in digital services, etc. The CNSCD team is both an implementation factor and a practical feedback channel for management agencies.
In many provinces and cities, the CNSCĐ Teams are acting as a bridge between the government and the people, helping to disseminate knowledge and support people to use online public services effectively. The CNSCĐ Team model has been widely deployed in provinces and cities across the country.
According to statistics up to September 2024, the whole country has established about 93,524 CNSCĐ Teams with nearly 457,820 members. In Tuyen Quang province, the whole province has 1,733 Digital Technology Teams in villages and residential groups; along with 138 Digital Technology Teams at the commune level, with a total of over 10,000 members. In Dak Lak province, by the end of June 2025, 2,065 CNSCĐ Teams with 12,572 members had been established. The above figures show that the CNSCĐ Team model has not only been established in many localities but also been perfected at the grassroots level (villages, residential groups, residential areas), this is an important step to bring digital transformation to people and households.
Maintaining the regular operation of the groups, especially in rural and remote areas, still requires regular support in terms of training and equipment.
Digital skills are not just about installing applications but also understanding and using them effectively, avoiding the situation of "only knowing how to install but not exploiting".
Quantitative statistics are needed to evaluate effectiveness: number of supported households, increased rate of digital service usage, impact on digital economy, etc.
Connecting and interconnecting the national/local digital platform with the people is also a key factor. It is necessary to expand the model not only to the people but also to small traders, business households and micro-enterprises, thereby creating a digital value chain from the grassroots, contributing to promoting comprehensive digital transformation.
