Taking advantage of favorable weather, Tan Truong Minh Construction Joint Stock Company speeds up the construction progress of the canal embankment project in 10 communes of Hau Loc district (old).
The project to solidify canals in 10 communes of Hau Loc district (old) has a length of nearly 5.2km, and started construction in January 2025. This project not only has the task of irrigating and draining 2,154 hectares of agricultural land in the communes of Trieu Loc and Dong Thanh but also drains water for a part of the low-lying residential land area during the rainy and stormy season. With that meaning, immediately after the project started, the Hau Loc Area Investment and Construction Project Management Board - the investor - urged and directed the construction unit to concentrate machinery and means to speed up the progress to ensure the time and quality of the project.
The representative of the construction consortium, Mr. Le Van Cuong, Director of Tan Truong Minh Construction Joint Stock Company, said: “The unit is responsible for constructing a 4km-long canal (in Dong Thanh commune). Immediately after the project started, the unit mobilized human resources and means to speed up the progress. However, since April 2025, the prices of materials such as stone, soil, and sand have increased and are very scarce (sand increased by 120%). In addition, the weather is also unfavorable, with many storms and rains, so construction cannot be carried out.
To ensure the project is completed and put into use in June 2026 as per the contract signed with the investor, taking advantage of the dry days, the unit has mobilized vehicles and human resources divided into 5 teams for construction. Up to this point, the canal solidification project on the section of the route that the unit is in charge of has paved the canal roof for a length of 1km and about 1km of covered canal (retaining wall canal), with the estimated volume of work on the entire route reaching nearly 40%. The unit is striving to complete and hand over the project to the investor earlier than the signed contract.
At this time, the project "Traffic route connecting National Highway 10 (at km218+245) with Pham Banh Street, Hau Loc Town (now Hau Loc Commune)" with a length of more than 4.2km has been basically completed. Mr. Bui Viet Hung, technical officer of Hoang Tuan Company Limited - the construction unit of this project, said: "Immediately after the project started in July 2023, the unit mobilized human resources and materials to speed up the progress. Up to this point, the unit has completed 4km of construction, with more than 200m at the end of the route due to 5 households related to residential land that have not completed the site clearance (GPMB), so construction cannot be carried out. Therefore, to ensure the completion of the project, the investor is requested to quickly GPMB. Only then will the unit focus on construction, ensuring that the project is completed by the end of December 2025 and handed over to the investor," said Mr. Hung.
Deputy Director of the Hau Loc Area Investment and Construction Project Management Board, Mr. Hoang Xuan Dong, said: After stabilizing the organization of the 2-level local government apparatus, the number of projects invested by the board includes 5 projects, with a total investment of 473 billion VND. Of the 5 projects, there are 3 transitional projects (Project of the traffic route connecting National Highway 10 (at km218+245) with Pham Banh Street, Hau Loc town (now in Hau Loc commune); Project of solidifying canals in 10 communes of Hau Loc; Project of the Dong Ngan battlefield historical relic site and the monument of the Hoa Loc female militia platoon and Project of investing in building offices of Trieu Loc commune) and 2 new projects (Project of solidifying canals in 10 communes of Hau Loc district (old) and Project of building the central examination and treatment house of Hau Loc General Hospital). Up to this point, there are 2 completed transitional projects, of which 1 project has finalized the construction, which is the investment project to build the Trieu Loc commune office.
According to Mr. Dong, up to this point, the construction progress of the projects has basically been guaranteed as required. However, the current difficulties and obstacles are the high and scarce prices of raw materials such as stone, sand, and soil. On the other hand, some projects such as the Project "Consolidation of canals in 10 communes of Hau Loc district (old)", the Project "Traffic route connecting National Highway 10 (at km218+245) with Pham Banh street, Hau Loc town" still have problems with site clearance because households whose land is affected by the project have not agreed with the compensation price prescribed by the State. Therefore, to ensure progress, in addition to regularly checking and urging construction units to speed up the progress and quality of the project, the board will hold weekly, monthly, and quarterly meetings to remove difficulties and obstacles for construction units. On the other hand, coordinate with local authorities where the project passes through and is still facing problems with site clearance to promote propaganda and mobilize people to promptly hand over the site to the construction unit.
