Helping poor students with preferential loans

Decision 29/2025/QD-TTg (Decision 29) of the Prime Minister regulating credit policies for students, trainees, masters, and doctoral students in science, technology, engineering, and mathematics (STEM) to support tuition fees, living expenses, and study costs during their studies at universities and vocational training institutions in the national education system has become a driving force to support poor students on the path to pursuing their dreams and building their future.

The first customer received loan disbursement from Bim Son Social Policy Bank according to Decision 29.

As the first customer to access loan capital under Decision 29 of the Prime Minister , Mr. Vu C. Cuong's household, residential group No. 11, Bim Son ward, has a son named Vu Le V. Anh, currently a first-year student at the University of Transport Technology, who was approved to borrow 352 million VND, disbursed 88 million VND each year with a loan interest rate of only 4.8%/year.

Mr. Vu C. Cuong shared: “The amount of money borrowed each year will help my family cover tuition, living expenses and other learning costs for our children. After 1 year, when our children finish school and go to work, they will have to repay the loan, so our family is very secure and excited.”

Present at the transaction office of the Social Policy Bank (SPB) Hoang Hoa to complete the procedures and receive the loan disbursement for students studying STEM, Ms. Trinh T. Huyen, Thi Tu village, Hoang Phu commune, whose son is Le TT Chau, is currently a first-year student majoring in Engineering at the Academy of Posts and Telecommunications Technology, shared: “My family has an eldest daughter who is in her second year at the Foreign Trade University. This year, my second son is going to university. Besides the joy of my child passing the university entrance exam, there are worries about the children's study and living expenses. Accessing the preferential credit program for STEM studies, I was guided through the application and procedures and was able to borrow a total of 405 million VND to cover tuition, living expenses and other study expenses for my child during his/her study period. Being able to borrow capital with low interest rates has greatly reduced the economic pressure on my family.”

According to Decision 29 of the Prime Minister, students, trainees, masters, and postgraduates studying STEM majors are eligible for credit loans to cover all tuition fees (after deducting scholarships and other support) along with living expenses and other study costs up to a maximum of 5 million VND/month. Customers borrowing up to 500 million VND/student do not require collateral. Disbursement is made for each academic year with a loan interest rate of only 4.8%/year.

Director of the Hoang Hoa Social Policy Bank Transaction Office, Le Thanh Son, said: “This is a new preferential credit program, so the Hoang Hoa Social Policy Bank has urgently disseminated the new points and conditions for borrowers to each unit entrusted by the communes and savings and loan groups in villages and hamlets... At the same time, the Hoang Hoa Social Policy Bank has fully prepared the conditions to be ready to disburse loans to meet the needs of students right from the beginning of the new school year, thereby contributing to ensuring social security with localities. From the beginning of September 2025 to now, the Hoang Hoa Social Policy Bank Transaction Office has disbursed loans to 23 students with a total amount of 1 billion 650 million VND, the unit with the highest outstanding debt in the whole province”.

As of October 31, 2025, the Thanh Hoa Provincial Branch of the Vietnam Bank for Social Policies has processed loan applications for 208 customers, with a total loan amount of over 16 billion VND, promptly disbursed, helping students confidently enter the university, towards a bright future.

The fact that many students and trainees have access to STEM loans will open up opportunities for students in difficult circumstances to go to school, pursue their passion in the fields of science, technology, engineering, and mathematics, realize their dreams of studying and doing in-depth research, contribute to training high-quality human resources, and contribute to the implementation of Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation, serving the cause of sustainable development of the homeland and country.
