Completely resolve bottlenecks in site clearance

(QBĐT) - In the face of the current situation of the Project Component 1 - Coastal Road being under construction at a slow pace because the site has not been handed over in a synchronous manner and many sections have been "interrupted" partly due to the lack of capital for compensation and site clearance (GPMB), at the 22nd session of the 18th Provincial People's Council (held on June 26), the Provincial People's Council approved an adjustment to increase capital by an additional VND 290 billion to help the Project remove bottlenecks in GPMB.

The coastal route is considered a strategic development axis of the province, connecting economic zones, seaports, airports and border gates, contributing to connecting the East-West corridor, creating momentum for tourism and logistics infrastructure. However, this project has continuously encountered problems in site clearance, causing prolonged slow progress.

According to data from the Department of Construction (the investor), by the end of June 2025, the project had approved compensation plans for 72.8/80km (reaching 91%) and had actually handed over 71.53/80km (reaching 89.4%). However, the fragmented and discontinuous site prevented contractors from speeding up the construction progress throughout.

With the province allocating more budget for site clearance, bottlenecks concentrated in aquaculture farms will soon be resolved.

Notably, the progress of site clearance in Dong Hoi city was the lowest, mainly encountering problems in Bao Ninh commune.

Specifically, the route passes through Bao Ninh commune for 4.71km; the number of affected households and organizations is 1 household and 5 organizations (3 enterprises with aquaculture farms). By the end of June 2025, the construction site in Bao Ninh commune has been handed over 3.61/4.71km (76.65%). The unhanded over area is about 1.10/4.71km related to compensation and support work of 1 organization with an aquaculture farm and 1 household with a livestock farm.

Currently, in Bao Ninh commune (Dong Hoi city), there is still a problem with a land area of ​​more than 1.1km in the area of ​​aquaculture and livestock farms.

At the 22nd session (special session) of the 18th Provincial People's Council on the afternoon of June 26, Mr. Nguyen Xuan Dat, Director of the Department of Finance, said that the main reason was that land prices, resettlement costs and support policies were higher than at the time of project establishment (2021). In addition, there were problems with land ownership, measurement, houses adjacent to the project, aquaculture farms, etc., causing the compensation and support process to be prolonged. After the review of the districts, the functional unit proposed to increase the total cost of site clearance to 674.8 billion VND, 290 billion VND higher than the previously approved level.

Faced with this situation, the Provincial People's Council has agreed to adjust the investment policy, increasing the total investment for component project 1 - Coastal Road from VND 2,200 billion to VND 2,490 billion (an additional VND 290 billion for site clearance). This is a move demonstrating the province's political determination to remove the key "bottleneck", speeding up the completion of the entire route in 2025.

Regarding this issue, Standing Vice Chairman of the Provincial People's Committee Doan Ngoc Lam emphasized that it is necessary to resolutely and completely handle site clearance bottlenecks, so as not to affect the construction progress and investment efficiency of the project. At the same time, he requested departments, branches and localities to focus on synchronously implementing solutions, speeding up the construction of resettlement areas; arranging sufficient land funds for affected households; strengthening propaganda, dialogue and mobilizing people to create consensus. In particular, for cases where policies have been fully applied but handover has not yet been approved, it is necessary to consider applying appropriate measures to support construction in accordance with the provisions of law.

Chairman of the Provincial People's Committee Tran Phong has directed: Departments, branches and localities must focus on resolving outstanding tasks within their assigned authority. Especially, problems in site clearance for key projects; speed up the implementation and disbursement of public investment capital; resolve tasks under the responsibility of the district level for enterprises and investors, not leaving them unfinished when the district level ends its operations.

The representative of the Traffic Construction Investment Project Management Board (the unit assigned by the Department of Construction to manage the project) said: Currently, all bidding packages have been deployed simultaneously. Items such as bridges, culverts, and drainage works on the handed-over site have been basically completed.

With the province's drastic participation and the people's consensus, it is expected that this strategic route will soon be completed on schedule, promoting investment efficiency and promoting development of the North Central coastal region.
