Promoting value through appropriate decisions
Still not yet exhausted from the "taste" of victory after the first festival of folk culture clubs of Quang Binh province (old) organized by the Department of Culture, Sports and Tourism of the province, the Chairman of the Khuong Ha Tuong Boi Club (Bo Trach commune) Tran Xuan Dinh excitedly shared that instead of the quiet atmosphere in previous years, in the past few years, a "new wind" has come to this nearly ten-year-old club.
Tuong Boi has existed for a long time in the ancient village of Khuong Ha, deeply rooted in the flesh and blood, becoming an indispensable spiritual "dish" for the young and old here. Naturally, nearly 20 members of the club do not mind the hardships of life to practice together every month, honing each song, dance, and polishing each drum and string sound...
In the 2020-2025 term, with special attention given to the National Heritage Site, the Club is more actively supported in all activities, regularly participating in training and refresher courses. Many events have the Club's participation; each year, Bo Trach district (old) supports 10 million VND for the Club to purchase musical instruments and performance costumes.

At the end of 2024, Tuong Boi was honored to become a national intangible cultural heritage, as a testament to this tireless effort. At the above festival, the Club won the first prize and "The old man carrying his wife to see the festival" won the award for excellent performance. According to Mr. Tran Xuan Dinh, in the current post-merger context, intangible cultural heritages need to be paid more attention and actively supported to promote their values through appropriate policies, especially being given the opportunity to participate in a series of tourism activities. Thereby, contributing to both preserving, promoting and introducing the heritage and especially bringing more livelihoods to heritage practitioners.
Not only Khuong Ha Tuong Boi Club, many clubs and models of preserving and promoting intangible cultural heritage in Quang Tri province have received thorough attention from the political system for comprehensive and effective development. This is the result of correct orientations and policies right from the beginning of the 2020-2025 term, because in the Resolution of the Party Congress of Quang Binh and Quang Tri (old) provinces for the 2020-2025 term, the task of preserving and promoting traditional cultural values and identities has been identified.
The resolutions of the Party Congresses of the localities also consider this work as an important task that must be carried out without delay. Thanks to that, many folk culture and art clubs operate effectively; the number of national intangible cultural heritages has increased sharply, from 4 heritages before 2020 to 18 heritages by the end of September 2025; the whole province has 27 artisans awarded the title of excellent artisan by the President. Notably, at the 11th session, the People's Council of Quang Binh province (old) term XVIII passed Resolution No. 58/2023/NQ-HDND on regulations on support regimes for artisans in the field of intangible cultural heritages and remuneration regimes for high-achieving athletes.
Preserving the cultural identity of ethnic minorities
Another effort that needs to be recognized by Quang Tri province in recent times is to preserve and promote the intangible cultural heritage of ethnic minorities. In the 2020-2025 term, the Executive Committee of the Quang Binh Provincial Party Committee (old) issued Resolution No. 08-NQ/TU, dated June 10, 2022 on socio-economic development, preserving cultural identity, security and order in ethnic minority, border and mountainous areas of the province for the period 2022-2025, with a vision to 2030.
One of the general goals of the resolution is to preserve and promote the good cultural identity of ethnic groups along with eliminating bad customs. The effective implementation of Project 6 "Preserving and promoting traditional cultural values of ethnic minorities associated with tourism development" in the National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Areas for the period 2021-2030, Phase I (from 2021-2025) has marked an important breakthrough in this challenging task.
Immediately after the merger, the Quang Tri Provincial Party Committee issued Plan No. 06-KH/TU, dated July 29, 2025, on implementing Conclusion No. 156-KL/TW, dated May 21, 2025 of the Politburo to continue implementing Resolution No. 33-NQ/TW of the 11th Party Central Committee on building and developing Vietnamese culture and people to meet the requirements of sustainable national development and Conclusion No. 76-KL/TW of the 12th Politburo on continuing to implement Resolution No. 33-NQ/TW. These resolutions all emphasize the work of preserving and promoting VHPVT values in the province.
Ms. Ho Thi Con, Head of the Bru-Van Kieu Ethnic Folklore Club, Truong Son Commune, said that the club, launched in 2023 with active support from Project 6, has brought a new look to the work of preserving and promoting intangible cultural heritage here. Not only the rice planting festival (national intangible cultural heritage), but many unique cultural features of the ethnic groups, from costumes, cuisine to traditional music... are also cared for and passed down right in the community.
According to the excellent artisan Kray Suc (Ta Rut commune), the recent efforts of the Party Committee and authorities at all levels in preserving the unique cultural heritage of the Pa Ko people, including Project 6, are very noteworthy. He hopes that in the coming time, more attention will be paid to training, fostering and adding more traditional musical instruments and costumes...
According to Deputy Director of the Department of Culture, Sports and Tourism Mai Xuan Thanh, Project 6 has made an important contribution to preserving and promoting the fine traditional cultural values of ethnic minorities associated with tourism development, thereby positively impacting the socio-economic development of localities in general and beneficiaries in particular.
Many effective activities have been implemented, such as: Surveying, inventorying, collecting, documenting traditional cultural heritage of ethnic minorities; preserving traditional festivals in localities, exploiting and developing products to serve; organizing training, fostering expertise, professionalism, teaching PVT culture...
Entering the new era, besides continuing to effectively preserve intangible cultural heritages, the urgent task now is to harmoniously combine the factors: Conservation - promotion - creation - integration.
In particular, it is necessary to promote the application of digital technology and digital transformation, especially in digitizing heritage documents, building online databases, etc.; at the same time, linking conservation with tourism development and creative economy. In addition, focusing on propaganda work and raising awareness for the younger generation is also a task that cannot be neglected. These are the goals that need to be implemented in the next term so that cultural heritages can continue to exist.
