Attending the conference were General Trinh Van Quyet, Secretary of the Central Committee of the Communist Party of Vietnam, Standing Member of the Central Military Commission, and Head of the General Political Department of the Vietnam People's Army; and other members of the Central Committee of the Communist Party of Vietnam, Standing Members of the Central Military Commission, and Deputy Ministers of National Defense : General Nguyen Tan Cuong, Chief of the General Staff of the Vietnam People's Army; Lieutenant General Vo Minh Luong; and Lieutenant General Hoang Xuan Chien.
Also attending were the Deputy Ministers of the Ministry of National Defence; the heads of the General Political Department of the Vietnam People's Army, the General Staff of the Vietnam People's Army; and leaders and commanders of several agencies and units under the Ministry of National Defence.

The conference assessed that, in October 2025, the Standing Committee of the Central Military Commission and the leadership of the Ministry of National Defense had led and directed the entire army to comprehensively and decisively implement and complete all tasks. The entire army strictly maintained combat readiness, closely managed airspace, sea areas, borders, and inland areas; ensured communication, cryptography, and cybersecurity to meet the requirements of the tasks, preventing passivity and surprise, firmly protecting territorial sovereignty ; and coordinated to maintain security and order throughout the country.
The report submitted to the Prime Minister outlines the regulations on coordination between ministries, sectors, and localities in combating illegal, unreported, and unregulated (IUU) fishing; and assigns targets for training, exercises, and readiness checks for reserve forces in 2026. Leaders of the Ministry of National Defense actively and responsibly participate in working groups from the Central Government that meet with several agencies and units regarding military and national defense tasks.

Naval forces, border guards, coast guard, and permanent militia squadrons are coordinating closely to maintain combat readiness in key maritime areas. They are strengthening control and prevention of illegal entry and exit; resolutely and persistently fighting, disseminating information, and expelling foreign vessels encroaching on Vietnamese waters, and preventing and combating IUU (Illegal, Unreported, and Unregulated) fishing.
Proactively and effectively responding to heavy rains, floods, landslides, flash floods, and mudslides following typhoons No. 10, 11, and 12 in some areas of the Northern and North Central regions. Directing the readjustment of the military magazine system; issuing organizational and staffing plans for some agencies and units. Promoting the building of comprehensively strong, exemplary, and outstanding units; maintaining regular discipline and order. Emphasizing the importance of political and ideological education; proactively providing information, propaganda, and guiding public opinion; combating erroneous and hostile viewpoints; and protecting the Party's ideological foundation within the military.

Successfully organizing the 12th Congress of the Party Committee of the Army, truly "exemplary and outstanding in courage, intellect, and innovation," and compiling and reporting to the Central Committee as prescribed. Directing the completion of the Action Program to implement the congress resolution, working regulations, and amending and supplementing regulations on leadership in key areas of work in a rigorous and high-quality manner. Strictly protecting internal political security and ensuring the safety and security of all army activities. Effectively implementing mass mobilization work, socio-policy, and gratitude activities. Mass organizations and military councils have carried out many practical activities, making positive contributions to the fulfillment of the army's political tasks.
International integration and defense diplomacy; logistics and technology; defense industry; and other areas of work have been actively implemented, promptly meeting assigned tasks. The material and spiritual well-being of the troops has been maintained; the entire army is stable, highly determined, and ready to receive and successfully complete all assigned tasks. The preliminary review of digital transformation in the Ministry of National Defense for the period 2021-2025 has been completed.

In his concluding remarks at the conference, General Phan Van Giang commended the leaders, commanders at all levels, and officers and soldiers throughout the army for proactively overcoming difficulties and successfully completing their assigned tasks.
Looking ahead, General Phan Van Giang requested that agencies and units continue to strictly maintain combat readiness, closely manage airspace, sea areas, borders, inland areas, and cyberspace, especially strategic and key areas; accurately assess and predict the situation, promptly advise and effectively handle situations, prevent passivity and surprises, firmly protect territorial sovereignty, and coordinate to maintain security and order nationwide. He also instructed them to meticulously prepare the dossier on the Law on Emergency Situations and related documents for the Tenth Session of the 15th National Assembly. He directed the conduct of drills and live-fire exercises to ensure strict adherence to safety protocols. Furthermore, he called for the preparation of documents for the All-Army Military-Political Conference and the summary of work of various sectors in 2025, ensuring thoroughness and quality.
Strengthen inspection and guidance, promptly learn from experience, resolve difficulties, and maintain the order and effectiveness of the local military organization system. Actively innovate and improve the quality of training, education, competitions, and sports events at all levels. Maintain regular order and strictly uphold discipline and order. Effectively implement national defense work in ministries, sectors, and localities, and educate and train people in national defense and security knowledge; build Party branches and military command boards at the commune level that meet the requirements of the mission.

Simultaneously, proactively disseminate information, propaganda, and guide public opinion; strengthen the protection of the Party's ideological foundation and combat erroneous and hostile viewpoints. Direct the serious and thorough study, understanding, and implementation of the Resolution of the 12th Party Congress of the Army. Organize the summary, evaluation, and recommendation for awards in the Emulation Movement for Victory in 2025 and commemorate meaningful holidays and traditional days. Direct the review, evaluation, and classification of the quality of Party organizations, Party members, and cadres in 2025 in a substantive and compliant manner. Organize the Central Military Commission Conference to issue the Resolution of the Central Military Commission on leading the implementation of military and national defense tasks and building the Army Party Committee in 2026. Strictly protect internal politics, state secrets, and military secrets, ensuring the security and safety of all army activities. Effectively implement mass mobilization work, policies, and activities of gratitude and remembrance; Searching for, collecting, and burying the remains of fallen soldiers.
Proactively and effectively implement defense diplomacy activities; strengthen international cooperation on UN peacekeeping, MIA operations, handling of dioxin contamination, bombs and mines, and post-war remediation in Vietnam. Ensure the timely and adequate provision of logistical supplies, weapons, and equipment to meet mission requirements. Promote agricultural production; prevent and control diseases; and ensure the well-being and health of soldiers. Effectively implement programs, projects, and initiatives on logistics, technical work, defense industry, and military science; maintain, service, repair, and standardize weapons and equipment in a rigorous, efficient, and safe manner. Effectively implement administrative reform and digital transformation programs and projects; improve the efficiency of online public services and the "Digital Literacy Movement".
