When young officials return to the grassroots level

Since implementing the two-tiered local government model, Vinh Xuong commune (An Giang province) has proactively reformed its leadership methods, sending young cadres to the grassroots. The heads of the Party branches and committees always set an example, practicing what they preach and directly engaging with the people's lives. Community spirit and neighborly solidarity are nurtured through concrete, simple actions, creating a strong sense of unity in this upstream, border region.

Young cadres go to the hamlets, bringing the Party closer to the people.

The Party Committee of Vinh Xuong commune was established on the basis of merging three units: Vinh Xuong, Vinh Hoa, and Phu Loc. The entire commune has 15 hamlets, over 41,000 inhabitants, nearly 7,300 households, with 756 Party members operating in 32 subordinate Party branches and committees.

A notable policy of the new term is the bold decision to appoint young, well-trained cadres as Party branch secretaries in 15 hamlets. This policy not only rejuvenates the workforce but also creates a practical training environment for the next generation of cadres to live among the people, understand the people, and grow from the grassroots.

After more than four months of operating under the new model, most young Party branch secretaries have quickly adapted to the local area, working effectively with their branches to carry out tasks such as economic development, poverty reduction, building a cultural life, and maintaining security and order. "Each hamlet's Party branch has become a political nucleus, a support system that the people trust and cooperate with," shared Tran Hoa Hop, Secretary of the Party Committee of Vinh Xuong commune.

In Vinh Thanh A hamlet, there are 460 households with 1,710 residents, organized into 7 people's security teams. Previously, community life faced many difficulties regarding the environment, social welfare, and community cohesion. Since the commune Party Committee assigned a new Party branch secretary and Party branch committee to lead Vinh Thanh A hamlet, the appearance of the residential area has gradually changed.

“As soon as she took on the role, Party Branch Secretary Le Thi Thuy Hang didn't wait for written reports but proactively went to the area, met with each household to understand the situation, and listened to the people's thoughts and aspirations. She carefully noted down any issues that concerned the people, and implemented solutions immediately for things that could be done right away, without delay,” said Pham Trong Hieu, a Party member of the Vinh Thanh A hamlet Party Branch.

In social welfare work, Ms. Le Thi Thuy Hang mobilized Agribank to support the construction of two charitable houses and encouraged philanthropists to donate 20 health insurance cards to poor and near-poor households. Regarding security and order, Ms. Hang and the hamlet's Party branch established a Zalo group connecting seven people's security teams. "Thanks to this, many minor incidents are resolved early and remotely, preventing them from becoming complicated," shared Mr. Tran Van On, Deputy Secretary of the Party branch and Head of Vinh Thanh A hamlet.

A memorable incident involved a village road that had been polluted for many years, with stagnant water and foul odors affecting the lives of dozens of households. When residents complained, Ms. Hang and the Party Committee went to the scene, investigated the cause, and mobilized people to contribute labor to dredge and clear the waterway. When the water became clear again and the foul odor gradually disappeared, the people's trust in the Party branch was further strengthened. Mr. Hieu said: "Since the village Party branch has a young, people-oriented secretary, many outstanding issues have been resolved, especially the clearing of the polluted waterway. The people are very happy."

The bonds of community and neighborly love are strengthened.

Besides changes in management, what is easily noticeable in Vinh Thanh A hamlet today is the increasingly strong sense of community and neighborly solidarity. People not only meet at meetings but also bond through everyday activities such as: helping each other harvest rice, till the land, garden, look after children, and sharing bundles of vegetables and rice during times of hardship.

“When there are funerals, memorial services, or sick people in the community, neighbors voluntarily come to help, without needing any assignment. These bonds of solidarity are nurtured through community activities, solidarity festivals, and village clean-up campaigns, fostering mutual respect and support among the people,” Mr. Hieu explained.

Since the beginning of the year, the hamlet has organized two general clean-up campaigns with 45 participants. These activities not only clean up the environment but also strengthen neighborly bonds. Movements to build a cultured lifestyle, a new rural area, and protect the environment have been concretized through practical actions such as planting flowers along the roadside, clearing bushes, and contributing labor to road repairs. All 400 out of 408 households in the hamlet have been awarded the title of "Cultured Family".

"It's commendable that the current team of village officials, especially the young Party Committee members, not only perform their professional duties well but also contribute to building cultural life in the residential area, rekindling neighborly bonds. When officials are truly close to the people, live with them, share their concerns, and celebrate their joys, the people's hearts will naturally open up, and they will cooperate well with the government," Mr. Hieu said.

The policy of assigning young, well-trained cadres to serve as Party Branch Secretaries in 15 hamlets of Vinh Xuong commune has been proven correct in practice after more than four months of implementation, helping the apparatus operate more effectively at the grassroots level.
