Lac Luong - a difficult land located nearly 160 km away from the provincial center. With the ethnic minority population accounting for over 98%, the terrain is complex, so the people's lives are still difficult. Immediately after operating the 2-level local government, the local Party Committee and government have implemented many solutions to stabilize the organization after the merger, creating favorable conditions for the people to promote local socio-economic development.

Traffic routes leading to 5 remote hamlets suffered serious landslides after the recent storm No. 10.

Difficult land

From the center of Lac Luong commune, the road leading to the hamlets in the difficult areas was seriously eroded due to the impact of the recent storm No. 10. The negative slope collapsed, the road surface peeled off, hindering traffic on the route. This is also the main route connecting the commune center with the hamlets in remote areas with difficult economic conditions.

Due to the impact of storm No. 10, Lac Luong commune experienced heavy to very heavy rain accompanied by strong winds. The rains that lasted for many days caused flooding in many areas, and essential infrastructure works were severely damaged. According to the review, the whole commune had 176 houses flooded, 30 households had landslides, and 24 households with a total of nearly 100 people in the risk area were evacuated to safety. The total damage caused by storm No. 10 in the commune is estimated at about 9.5 billion VND.

Authorities placed warning signs to warn people and vehicles traveling on the route.

Mr. Bui Van Xung, Thuong hamlet, worried: The traffic route connecting to the commune center has many serious subsidence points, we, the people, always feel insecure because the risk of landslides can happen at any time.

Located in the southeast of the province, Lac Luong is a remote commune with difficult economic conditions. The commune has a large area, mountainous terrain, and a scattered population. The traffic infrastructure is not yet synchronized, many roads have degraded and have not been invested in, making it difficult to travel, especially in hamlets in Lac Sy commune (old). Therefore, the management and implementation of tasks at the grassroots level are still difficult. In this area, there are over 500 households with 2,500 people. With mainly rugged high mountainous terrain, the agricultural land area is only about 70 hectares, people develop their economy based on afforestation with a total of over 2,500 hectares.

Mr. Bui Van Trieu, Head of Sao Vot hamlet, said: “The agricultural land area is small, so most of the people in the hamlet have to go to work far away in industrial parks and clusters in the province and neighboring areas. Forest planting is the main economic model, but the care time is long, so the income is unstable. From that reality, the life of the Muong ethnic people in this area still faces many difficulties and shortages.”

Efforts to stabilize two-level local government

According to Resolution No. 1676/NQ-UBTVQH15 of the National Assembly Standing Committee on the arrangement of commune-level administrative units of Phu Tho province in 2025, Lac Luong commune was established on the basis of merging the natural area and population size of 4 communes: Lac Luong, Lac Sy, Da Phuc and Bao Hieu. Accordingly, the whole commune currently has over 5,700 households with about 25,000 people distributed in 36 hamlets, the ethnic minority rate accounts for 98.5%.

Sao Vot resettlement area was invested in and built to stabilize housing for over 30 households affected by the historic natural disaster in 2017.

The two-tier government model has a positive impact on streamlining the apparatus, improving the quality of public service provision, supporting sustainable development... However, when implementing, it also faces many challenges. Accordingly, in the process of arranging and organizing the apparatus, the system of documents and instructions is not complete and timely, especially the arrangement of public service units, leading to slow organization and operation of the units, causing difficulties for direction and operation. In addition, the workload after the merger is large, professional staff must hold many concurrent positions, and the capacity of some staff is also limited, so in the implementation of tasks, there are tasks that are not timely.

The local Party Committee and government identified the key task as stabilizing the organizational structure and assigning clear tasks to people and jobs. Officials were arranged in accordance with their abilities and strengths, streamlined but without reducing work efficiency. Thanks to careful preparation, the government's management and direction were not interrupted. Attention was paid to public reception and administrative procedure settlement.

Based on that reality, the Commune People's Committee has submitted to the Commune People's Council the establishment of specialized departments under the Commune People's Committee; issued Decisions regulating the functions and tasks of agencies and units; mobilized and assigned work to civil servants of agencies, ensuring requirements and work efficiency. Issued working regulations and assigned work to leaders of the Commune People's Committee; members of the Commune People's Committee, term 2021 - 2026.

Hill and forest economy is a key model that helps people in Lac Luong commune improve their income and quality of life.

Comrade Bui Thi Binh, Secretary of the Lac Luong Commune Party Committee, said: In the coming time, the Commune Party Committee will focus on effectively implementing the goals of the Resolution of the 1st Congress, focusing on economic development, ensuring security and order, and improving the quality of services for the People. The Commune will promote investment attraction, support production, social security, and poverty reduction; strengthen planning work, especially land use planning and construction, as a foundation for the public investment period 2026-2030. At the same time, perfect the organizational apparatus, improve the effectiveness and efficiency of operations, and promote digitalization in handling administrative procedures, creating favorable conditions for the People to stabilize their lives and develop a sustainable socio-economic situation.
