According to Oilprice at 4:30 AM on December 13, 2025 (Vietnam time), Brent crude oil was priced at $60.91 per barrel, down 0.60% (equivalent to a decrease of $0.37 per barrel).

Similarly, WTI crude oil prices stood at $57.27 per barrel, down 0.57% (equivalent to a decrease of $0.33 per barrel).

According to Reuters, world oil prices continued to fall slightly today, on track to end a week of declines, as the market focused on oversupply and expectations of a potential resumption of peace talks between Russia and Ukraine. These developments have diminished concerns about potential supply disruptions from Venezuela.
According to Tamas Varga of PVM Oil Associates, although the market may occasionally receive a boost from supply disruptions, the overall sentiment remains one of oversupply, meaning any price increases are likely to be short-lived. Overall for the week, both Brent and WTI fell by more than 4%.
New forecasts from the International Energy Agency (IEA) suggest that global oil supply could exceed demand by 3.84 million barrels per day next year, equivalent to nearly 4% of global demand. In contrast, an OPEC report indicates that oil supply and demand may be more balanced by 2026.
Several factors supporting prices remain, such as escalating tensions between the US and Venezuela or Ukraine's drone attack on a Russian oil rig in the Caspian Sea. Rystad Energy expert Janiv Shah believes these factors could provide short-term price momentum.
Meanwhile, the U.S. is preparing to intercept more Venezuelan oil tankers following the seizure of one this week, according to multiple sources close to the matter. In November, Russia's seaborne exports of petroleum products fell by only 0.8% compared to the previous month, thanks to refineries completing maintenance, offsetting sharp declines on southern export routes such as the Black Sea and the Sea of Azov.

Domestic gasoline and diesel prices this morning, December 13th, were regulated by the Ministry of Industry and Trade - Ministry of Finance, following an adjustment period starting at 3 PM on December 11th.
From 3 PM on December 11th, the price of E5RON92 gasoline decreased by 207 VND/liter, with the selling price not exceeding 19,615 VND/liter; the price of RON95-III gasoline decreased by 378 VND/liter, with the selling price not exceeding 20,082 VND/liter.
Similarly, during this price adjustment period, the price of 0.05S diesel decreased by 226 VND/liter, with the selling price not exceeding 18,154 VND/liter; the price of kerosene decreased by 252 VND/liter, with the selling price not exceeding 18,641 VND/liter; and the price of 180CST 3.5S fuel oil decreased by 43 VND/kg, with the selling price not exceeding 13,393 VND/kg.

Also during this price adjustment period, the Ministry of Industry and Trade - Ministry of Finance did not allocate or utilize the Fuel Price Stabilization Fund for E5 RON92 gasoline, RON95 gasoline, diesel fuel, kerosene, and fuel oil.
The Ministry of Industry and Trade stated that the global oil market during this price adjustment period (from December 4th to December 10th, 2025) was influenced by several key factors, including: the US Federal Reserve's decision to lower interest rates; information related to the peace agreement between Russia and Ukraine; the ongoing military conflict between Russia and Ukraine; and Ukraine's attack on Russian oil tankers. These factors have caused global oil prices to fluctuate, rising and falling depending on the specific product.
The average price of refined petroleum products in the world between the price adjustment period of December 4, 2025 and the price adjustment period of December 11, 2025 is as follows: 78.368 USD/barrel for RON92 gasoline used to blend E5RON92 gasoline (down 1.142 USD/barrel, equivalent to a 1.44% decrease); 79.890 USD/barrel for RON95 gasoline (down 1.942 USD/barrel, equivalent to a 2.37% decrease); 87.160 USD/barrel for kerosene (down 1.422 USD/barrel, equivalent to a 1.61% decrease); 84.828 USD/barrel for 0.05S diesel oil (down 1.270 USD/barrel, equivalent to a 1.48% decrease). 343,070 USD/ton for 180CST 3.5S fuel oil (down 1,506 USD/ton, equivalent to a 0.44% decrease).
The inter-ministerial committee emphasized that the plan for managing gasoline and diesel prices aims to ensure that domestic gasoline and diesel price fluctuations are consistent with world gasoline and diesel price fluctuations; to continue maintaining a reasonable price difference between E5RON92 bio-gasoline and RON95 mineral gasoline to encourage the use of biofuels in accordance with the Government's policy; and to ensure a balance of interests among market participants.
Since the beginning of 2025, domestic gasoline prices have undergone 47 adjustments, including 21 decreases, 20 increases, and 6 changes.
