
The conference highlighted the urgent need for a shift in thinking within trade union activities, from broad-based movement organization to in-depth management, with tangible effectiveness as the benchmark.
According to Mr. Nguyen Dinh Khang, Chairman of the Vietnam General Confederation of Labor, 2025 saw several positive results. The average income of workers continued to improve, reaching approximately 8.3 million VND per month, a 10% increase compared to the previous year. Labor relations remained fundamentally stable, with only 55 collective work stoppages, a decrease of 21 cases compared to the same period, demonstrating the role of trade unions in building harmonious and stable labor relations.

However, the President of the Vietnam General Confederation of Labor emphasized that 2026 is a pivotal year, marking the beginning of a new term. With the goal of holding the 14th National Congress in the second quarter of 2026, in addition to implementing the 2025 work theme of "Focusing on membership development - participating in building a clean and strong Party," all levels of trade unions need to focus on solving the fundamental problem of reorganizing the organizational structure towards a streamlined yet efficient and effective system.
Evaluating the report summarizing trade union activities in 2025 and the trade union work program for 2026, Mr. Nguyen Dinh Khang stated that in 2025, trade unions at all levels will both concretize the theme of the year's work and focus on streamlining and strengthening the organizational structure and apparatus, in conjunction with restructuring the trade union cadre. At the same time, they will organize trade union congresses at all levels, leading up to the 14th National Congress of the Vietnam Trade Union, expected to be held in the second quarter of 2026.
Based on practical experience from various sectors, localities, and units, the President of the Vietnam General Confederation of Labor proposed a comprehensive assessment of trade union activities in 2025; identifying existing shortcomings and limitations, analyzing their causes; and, based on forecasts of the situation, proposing key tasks and solutions for 2026, in order to ensure effective implementation from the very first year of the Resolution of the 14th Congress of the Vietnam Trade Union (2026-2031 term).
Regarding the draft report of the Executive Committee of the Vietnam General Confederation of Labor, 13th term, to be presented at the 14th Congress, Mr. Nguyen Dinh Khang stated that the congress is expected to be held at the end of the second quarter of 2026. This is the first congress to be held under the new organizational model, with a short preparation time and tight deadlines, requiring high concentration and great effort.
Over the past period, the document subcommittee and supporting staff have actively researched and drafted the political report to be submitted to the congress. The basic structure of the draft inherits the political report of the 13th National Congress, focusing on evaluating the results of implementing the Resolution of the 13th National Congress for the period 2023-2025; identifying 5 lessons learned, 10 groups of targets and 3 breakthroughs.
Emphasizing that this content is of particular importance, the President of the Vietnam General Confederation of Labor requested careful study, discussion, and contributions of opinions, focusing on the report's title; assessing the context of implementing the Resolution of the 13th National Congress; forecasting the international and domestic context, challenges, and impacts on trade union organization and activities in the coming period; and the goals of the new term.
The President of the Vietnam General Confederation of Labor stated: Based on practical experience and from the localities, agencies, and units, it is necessary to propose new issues that have a significant impact on the organization and operation of trade unions, along with solutions and tasks to improve the quality of trade union activities, meeting the requirements for the next five years and beyond.
Regarding the report on the results of membership development and the establishment of grassroots trade unions in 2025, and the membership development plan for 2026, the President of the Vietnam General Confederation of Labor affirmed that this is a crucial and ongoing task, closely linked to the existence and development of the trade union organization. In recent times, the Vietnam General Confederation of Labor has paid attention to allocating financial and human resources to this task.
Based on the practical realities of each sector and locality, the leaders of the Vietnam General Confederation of Labor requested delegates to discuss responsibilities, propose specific solutions, and demonstrate greater political determination to improve results and effectively implement membership development work in 2026.
