The National Program to Support Businesses in Improving Productivity and Product Quality in the period 2021-2030 (Program 1322) is one of the important tools to help businesses increase their competitiveness, improve productivity and product quality, and meet the increasingly high demands of domestic and international markets.

In the preliminary review of the 5-year period from 2021-2025, more than 6,400 businesses were supported in applying solutions to improve productivity and quality, forming 102 pilot models, meeting the 5-year target ahead of schedule, and simultaneously creating a foundation for the 2026-2030 period focusing on digital transformation, green standards (ESG), automation, AI, expert development and international cooperation to create momentum for sustainable growth.

Forming multiple point models

Mr. Nguyen Nam Hai, Chairman of the National Committee for Standards, Metrology and Quality, emphasized that currently, the fields of science, technology, innovation, and digital transformation in general, and the fields of standards, metrology, and quality in particular, are receiving attention and priority from the Politburo , the Secretariat, the National Assembly, and the Government, with resources allocated for implementation, creating momentum to ensure the goal of sustainable double-digit growth in the 2026-2030 period. Resolution No. 57-NQ/TW of the Politburo on breakthroughs in the development of national science, technology, innovation, and digital transformation; and Directive No. 38-CT/TW of the Secretariat on strengthening national standards, metrology, and quality work until 2030 and beyond have opened up important policy space to improve productivity and quality, forming 102 model projects on productivity and quality.

Mr. Nguyen Nam Hai emphasized that the program to improve productivity and product quality has achieved its goal of establishing model enterprises. Enterprises have successfully applied standards, management systems, and productivity and quality improvement tools, exceeding the set targets. However, many goals remain, such as training and certifying 1,000 productivity experts in accordance with national and APO standards for the 2021-2030 period... requiring the efforts and cooperation of ministries, sectors, and units in the coming time.

These pilot models have applied solutions regarding technical standards and regulations, management systems, and productivity and quality improvement tools, contributing to increasing the contribution of total factor productivity (TFP) to economic growth, and enhancing the productivity, quality, efficiency, and competitiveness of the economy. Along with these pilot models, during the 2021-2025 period, more than 1,700 national standards (TCVN) were developed and published, contributing to the formation of 14,306 TCVN with a harmonization rate with international and regional standards of 63%, basically meeting the harmonization criteria of TCVN.

According to Mr. Nguyen Tung Lam, Director of the Vietnam Productivity Institute, the program to strengthen the capacity of the Conformity Certification Center has been completed and awarded Certificate No. 0336PRD Rev 000 dated December 16, 2024, by the Italian Accreditation Body, recognizing its capacity to certify organic products in accordance with the EN/ISO/IEC 17065:2012 standard of the European Union. In the future, the Conformity Certification Center will continue to complete the necessary documentation to be assessed and awarded a certificate of accreditation by an international accreditation body according to the FSSC 22000 organic standard. This will support Vietnamese businesses in exporting organic agricultural products to the US and European markets, essentially achieving the set objectives.

Representatives from Lai Chau province stated that the province has implemented a comprehensive set of tasks to improve the productivity, quality, and efficiency of businesses in the area. The focus of the program is to support businesses in accessing advanced quality management systems such as ISO, HACCP, and VietGAP; to enhance the application of new technologies, clean technologies, and improvement tools to optimize production processes, especially in the fields of agricultural processing, handicrafts, and OCOP (One Province One Product) products. Simultaneously, the province prioritizes developing databases on standards, measurements, and quality, and implementing electronic traceability for key products, helping to enhance reputation and market access, and creating a foundation for disseminating improvement methods to small and medium-sized enterprises.

Spreading the model of successful practices and boosting productivity with AI.

According to Tran Hau Ngoc, Vice Chairman of the National Committee for Standards, Metrology and Quality, in the coming period, ministries, sectors, and localities need to pay more attention to issuing specific action programs and plans to implement the National Program to Support Businesses in Improving Productivity and Product Quality for the period 2026-2030. Especially in the context of the whole country accelerating the implementation of Resolution No. 57-NQ/TW on breakthroughs in the development of science, technology, innovation and national digital transformation; Directive No. 38-CT/TW on strengthening national standards, metrology, and quality work until 2030 and beyond; along with the reorganization of administrative units and other synchronized solutions, standardization and technological innovation will be promoted to help businesses improve productivity, increase quality, and expand markets.

According to Mr. Tran Hau Ngoc, replicating and disseminating exemplary models will create an important foundation for localities to continue making breakthroughs in the 2026-2030 period, aiming to enhance competitiveness and sustainable development. In recent years, the National Program to Support Businesses in Improving Productivity and Product Quality has gradually spread widely. Groups of businesses have been supported in accessing advanced management methods, national and international standards, improving their conformity assessment capabilities, and adopting modern productivity and quality improvement models that have proven effective. Therefore, replicating and disseminating these exemplary models will play a crucial role in the future.

Along with replicating and spreading exemplary models, it is expected that in the coming time, the training and certification of national and international productivity experts will be actively promoted to achieve the program's goal for the 2021-2030 period, which is to train and certify 1,000 high-quality productivity experts for ministries, sectors, localities, and businesses, Mr. Ngoc emphasized.

By the end of November 2025, the establishment of pilot models for improving productivity and quality had reached the target for the entire period up to 2030. However, in the 2026-2030 period, the Standing Committee of the Program will coordinate with ministries and localities to focus on maintaining, strengthening, and further expanding the pilot models, as well as disseminating the implemented models for wider application. Simultaneously, it will continue to implement activities to support businesses in replicating successful models, enhancing the sustainability and spread of the program nationwide.

Mr. Ngo Quy Viet, Head of the Program Steering Committee, expressed his hope that in the coming period, Vietnam should continue to maintain the productivity and quality movement, while focusing strongly on areas that society truly needs, such as food safety and hygiene, green economy, and circular economy. These are major trends with widespread influence and positive impact, so the sooner businesses implement them, the more beneficial it will be. Along with that, improving capacity in both organization and human resources is an urgent requirement in the coming period to ensure that productivity and quality activities are implemented synchronously, effectively, and sustainably.

In particular, in the coming period, the National Committee for Standards, Metrology and Quality, together with the Standing Agency of the Program, will coordinate with ministries, localities, institutes, universities and enterprises to implement a number of orientations for the 2026-2030 period, carrying out the tasks and solutions stated in Resolution No. 57-NQ/TW and Resolution No. 68-NQ/TW of the Politburo as well as Directive No. 38-CT/TW of the Secretariat, paying attention to some key tasks such as: Researching policies and legal regulations of the Law on Science, Technology and Innovation to strongly reform the mechanism of supporting enterprises, shifting to flexible and direct support; placing enterprises at the center and prioritizing small and medium-sized enterprises and key enterprises; in addition, focusing on breakthrough development in standardization and quality infrastructure; Prioritizing green economy, Halal, digital transformation, disseminating exemplary models, and expanding international cooperation... to make productivity and quality the central drivers of growth.
