On the afternoon of November 5, in Ninh Binh, the Ministry of Education and Training held a conference to implement Resolution No. 218/2025/QH15 of the National Assembly on universalizing preschool education for children from 3 to 5 years old, and at the same time summarize the Project on preschool education development for the period 2018-2025.
The conference took place on November 5 and 6, with the participation of leaders of the Ministry of Education and Training, the National Assembly's Committee on Culture and Social Affairs, representatives of central ministries, branches and Departments of Education and Training nationwide.
Speaking at the opening of the Conference, Mr. Nguyen Thanh De, Director of the Department of Preschool Education (Ministry of Education and Training) emphasized: “Resolution 218/2025 of the National Assembly is an important turning point in expanding the scope of universalization, ensuring that all children from 3 years old have access to quality, safe and equal preschool education. The effective implementation of the Resolution will contribute to realizing the goal of comprehensive human development of Vietnamese people right from the first years of life”.

According to the Summary Report of the Preschool Education Development Project for the period 2018-2025, the network of preschool schools and classes nationwide has been consolidated and expanded, increasingly meeting the childcare needs of the people. By 2025, the country will have 15,172 preschools, of which 20.7% are private and non-public facilities, along with 17,281 independent preschool education facilities.
The rate of mobilizing preschool children reached 94.8%, nursery children 35%; the rate of solid classrooms reached 88.3%, exceeding the Project's target; 63.1% of preschools met national standards. The quality of child care, nutrition and education has changed significantly: 99.5% of children study 2 sessions/day, 95.6% have semi-boarding meals; the rate of underweight malnutrition is 1.1%, stunting is 1.9%, overweight and obesity are controlled at 0.66%.
Localities have paid attention to investing in infrastructure, building standard schools, standardizing the teaching staff, and promoting socialization and encouraging the development of non-public preschools. These results have contributed significantly to maintaining and improving the quality of universal preschool education for 5-year-old children, aiming to universalize the group of 3-5-year-old children in the spirit of Resolution 218/2025 of the National Assembly.
At the conference, representatives of provinces and cities across the country presented reports, shared the results of implementing the Preschool Education Development Project for the 2018-2025 period, and proposed solutions to implement Resolution 218/2025 in the coming time.
The conference continued working on the morning of November 6, focusing on evaluating the results of 7 years of implementing the Preschool Education Development Project, sharing experiences, and discussing solutions to implement Resolution 218/2025 for the 2025-2030 period, towards the goal of universalizing preschool education for children from 3 to 5 years old by 2030.
