I am a student at a public university, whose father is a military officer receiving regular allowance due to occupational disease. May I ask, am I considered a child of an officer with an occupational disease receiving regular allowance to receive a 50% reduction in tuition fees according to Decree No. 81/2021/ND-CP? What regulations are used to determine the subjects of cadres, civil servants and public employees mentioned in Point a, Clause 2, Article 16 of Decree No. 81/2021/ND-CP? On September 3, 2025, the Government issued Decree No. 238/2025/ND-CP replacing Decree No. 81/2021/ND-CP dated August 27, 2021 regulating the mechanism for collecting and managing tuition fees for educational institutions in the national education system and policies on tuition exemption and reduction, support for learning costs; service prices in the field of education and training.

Accordingly, Clause 2, Article 16 of Decree No. 238/2025/ND-CP stipulates that the subjects eligible for a 50% reduction in tuition fees include: Students in vocational training institutions and universities whose father or mother has a work-related accident or occupational disease are entitled to regular allowances.

In your case, it is necessary to compare with the provisions of Clause 2, Article 16 of Decree No. 238/2025/ND-CP to consider that if the student's father receives regular subsidies, the student is eligible for a 50% tuition reduction policy.

Regarding the determination of cadres, civil servants, public employees, and workers who have occupational accidents or occupational diseases and are entitled to regular allowances, Clause 3, Article 18 of Decree No. 238/2025/ND-CP stipulates the procedures and order for implementing tuition exemption and reduction in public vocational education and higher education institutions, requiring the Decision on monthly allowance for the father or mother who has an occupational accident or occupational disease issued by the Social Insurance agency to apply to the subjects specified in Clause 2, Article 16 of Decree No. 238/2025/ND-CP.
