Commenting on the Government's term report, Deputy Nguyen Thi Tuyet Nga (Quang Tri delegation) basically agreed with the summary contents in the Government's report. The Deputy also highly appreciated the Government's advice to submit to the Central Executive Committee to issue Resolution No. 71-NQ/TW of the Politburo on breakthrough in education and training development, placing education in a strategic breakthrough position directly linked to national competitiveness and aspirations and national development. The Government also submitted to the Central Committee to issue a resolution and to the National Assembly to legalize the universalization of preschool education for children 3-5 years old. This is a deeply humane policy, creating a foundation for early human development; a decision that few countries in the world can do.

According to Deputy Nga, exempting tuition fees for preschool and primary school students, according to Deputy Nga, demonstrates the great determination of the State in ensuring the right to education and reducing the financial burden for millions of families... "These strong decisions have important significance in improving and elevating education to the top national policy and deciding the future of the nation".

However, the female delegate of Quang Tri province also mentioned the shortcomings. She said that "the Government's report devoted 5 lines to the limitations in education and training, the issues are still too general" and suggested that the Government should identify the shortcomings more clearly, especially more thoroughly and deeply in implementing fundamental and comprehensive innovation in education and training and implementing strategic breakthroughs in human resources according to the Resolution of the 13th National Party Congress and Resolution 16 of the National Assembly for the 2021-2026 term.

Going into details, Deputy Nguyen Thi Tuyet Nga raised an issue that is a major concern and also the wish of many voters sent to her as a National Assembly delegate, which is the burden of exams due to the issue of post-secondary education streaming that is still inadequate in awareness, viewpoints and implementation. The Government's project on career education and orientation of student streaming in general education for the period 2018-2025 has set a target that by 20235 at least 40% of secondary school graduates will continue to study at vocational education institutions, training at elementary and intermediate levels.

According to the delegate, the streaming is misunderstood and implemented incorrectly in practice, meaning that those who fail the high school entrance exam will go to vocational school. The 10th grade entrance exam is becoming a miniature national exam with heavy pressure, while high school is a general level, meaning that all students have the right to study. However, the low rate of students passing high school in some localities shows that in the past, we have not properly ensured the right to access 12 years of general education.

Another worrying paradox is happening: the public school system is too tight, many students, despite their good grades, still cannot get into public schools, many students from poor families are forced to go to private schools with tuition fees that are beyond their family's ability. Meanwhile, private schools are places that provide high-quality services for families with conditions. This is making equity in education not guaranteed. "This problem has also been identified by the Government in its summary reports on the implementation of the Education Law. However, it has not been clearly stated in the Government's Term Summary Report."

Open the doors of high school

Emphasizing the above outstanding results as the painful reality of education, Deputy Nga proposed two issues. First, it is recommended that the Government take immediate action such as making high school tuition free for high school students. In the 2026-2027 school year, open the door to high school, invest systematically in vocational high schools and respect the right to choose of learners.

Along with that, improve the examination, adjust the admission method for grade 10 to reduce pressure, create opportunities for students; streamlining must be based on voluntariness and ability, do not know that streamlining becomes a barrier from grade 9. Build streamlining based on the right to study, ensure enough places for public high school students.

Second, we have in our hands progressive policies, strong books, great expectations but practical implementation is still a challenge. Reality shows that many policies cannot be implemented for two reasons: lack of synchronous and comprehensive solutions, lack of resources, ensuring innovative thinking, policies have been issued "but the enforcement power must be sufficient to create clear changes".

Deputy Nga proposed and expected that the next term must be a term of action to turn policies into reality, a term to turn Party resolutions and State laws into specific and clear action programs of the Government with concrete results in each classroom, each school, each teacher and student.
