65 years of Vietnam - Cuba relations: Promoting defense cooperation

According to a VNA reporter in Havana, on the occasion of accompanying Deputy Prime Minister Ho Quoc Dung on a working visit to Cuba from December 1-3, 2025, Senior Lieutenant General Phung Si Tan, Deputy Chief of the General Staff of the Vietnam People's Army, paid a courtesy visit to Senior Lieutenant General Álvaro López Miera, Politburo member and Minister of the Cuban Ministry of the Revolutionary Armed Forces.

Senior Lieutenant General Álvaro López Miera warmly welcomed Senior Lieutenant General Phung Si Tan and the delegation of the Vietnamese Ministry of National Defense accompanying the Deputy Prime Minister on a working visit to Cuba, especially in the context of the two countries celebrating the 65th anniversary of the establishment of diplomatic relations (December 2, 1960 - December 2, 2025).

Sharing the difficulties and challenges that Cuba is facing, Senior Lieutenant General Álvaro López Miera thanked Vietnam for always accompanying and supporting Cuba; hoping that the two countries' armies would continue to maintain and promote cooperation in areas where both sides have the capacity and need, thereby contributing to strengthening the relationship between the two countries and the two armies. Senior Lieutenant General Phung Si Tan thanked Senior Lieutenant General Álvaro López Miera and the Cuban Ministry of the Revolutionary Armed Forces for their warm and thoughtful reception; emphasizing that the Vietnam-Cuba defense cooperation in recent times has always received the attention and promotion of the leaders of the Party, State and the Ministry of Defense of the two countries, in line with the traditional special friendship between Vietnam and Cuba.

The two sides have effectively coordinated in areas such as: Exchange of delegations at all levels, especially high-level delegations; training; military technology; defense industry; air defense - air force; party work, political work in the army... In particular, last August, the Vietnamese Ministry of National Defense completed the construction and held a ceremony to place a plaque in gratitude to Cuban military experts at the Vietnam Military History Museum to acknowledge the support and assistance of Cuban soldiers and military experts in the cause of national liberation, national reunification and defense of the Fatherland of Vietnam. Senior Lieutenant General Phung Si Tan emphasized that, in the context of Cuba facing current difficulties, Vietnam deeply shares, is ready to accompany, support and cooperate with Cuba within its capacity.

In the coming time, it is forecasted that the world and regional situation will continue to have many impacts on the defense and security of each country. The two sides believe that the two countries' armies need to continue to consolidate and promote solidarity, support and assistance for each other; closely coordinate to effectively implement the 3-year defense cooperation plan for the period 2026 - 2028 signed in September 2025, as well as the cooperation contents agreed upon by the two countries' senior leaders and the two Defense Ministries, in accordance with the needs and capabilities of each side.

On this occasion, Senior Lieutenant General Phung Si Tan sent his best wishes to Senior Lieutenant General Álvaro López Miera and the leaders of the Ministry of the Revolutionary Armed Forces of Cuba on the occasion of the 69th anniversary of the founding of the Cuban Revolutionary Armed Forces (December 2, 1956 - December 2, 2025). During the visit, the Vietnamese Ministry of National Defense delegation also attended a number of other activities, including the Groundbreaking Ceremony of the Non-refundable Aid Project for the Solar Power Plant for Cuba and the 65th Anniversary of the Establishment of Vietnam - Cuba Diplomatic Relations.
