The section passing through Phu Tho province alone is 99.1 km long, passing through 5 wards and 15 communes in the area, with a large volume of land clearance with more than 630 hectares of land to be recovered and about more than 1,800 households needing resettlement. Despite many difficulties arising in both capital and legal documents, Phu Tho province is making efforts to synchronously deploy measures to ensure progress according to the Government's requirements.
Local initiative, people consensus

In Phong Chau ward, Phu Tho province, where more than 6.7 km of railway line passes through, the site clearance has reached over 50% of the volume. The area reclaimed for the construction of the station and the road to the station is more than 22 hectares; more than half has been inventoried and compensated. The authorities are continuing to relocate graves, complete resettlement documents and handle cases of illegal construction.
Present at the cultural house of zone 8, Phong Chau ward on the afternoon of December 4, dozens of people in the ward came to do the inventory procedures, checking the assets on the land in the spirit of agreeing with the State's project implementation policy. Mr. Nguyen Dong Phuong said that his family has a solid house built in 2007 with a total usable area of over 650 m2, which is subject to full recovery. The family hopes that the compensation level will be at the correct price close to the market price because the current construction costs are high. Regarding resettlement, the family requested the competent authorities to consider a suitable area to ensure the livelihood of farming households.
Mr. Doan Van Hau, Phong Chau ward shared that as soon as they heard the announcement about the project implementation policy, local people expressed their support because this is a national key project, opening up opportunities to promote economic development for the whole country as well as the locality. Mr. Hau's family has more than 2 sao of agricultural land subject to recovery, including some ancestral graves that have existed for a long time.

The compensation council of the ward and province is conducting the counting and review; the people basically agree, although the current status of agricultural land has changed a lot over time. For households that have to be resettled, the locality has organized separate meetings to provide specific information. This is a favorable condition for the project to be implemented soon, hoping that the authorities at all levels will regularly grasp the thoughts and aspirations of the people - Mr. Hau said.
According to Mr. Ta Duc Dung, Deputy Head of the Economic - Infrastructure and Urban Department of Phong Chau Ward, the locality has proactively coordinated with units from the stage of issuing land reclamation notices, identifying affected subjects to field inventory. Thanks to that, Phong Chau Ward has completed site clearance and land reclamation, reaching over 50% of the progress of phase 1.
According to calculations, the Lao Cai - Hanoi - Hai Phong railway project passing through Phu Tho province occupies more than 630 hectares of land; 36 resettlement areas must be newly built; nearly 300 power lines and transformer stations need to be relocated. Many social and technical infrastructure works such as schools, urban areas, industrial clusters, water supply and drainage lines are also affected. The huge volume of land clearance requires a strong enough financial mechanism to promptly pay compensation, support and implement resettlement.
Synchronize solutions, determined to ensure progress

Identifying site clearance as a decisive factor in the progress of the construction and the spillover effect of the Lao Cai - Hanoi - Hai Phong Railway Project, the People's Committee of Phu Tho province has directed departments, branches and localities to focus highly and synchronously deploy many solutions to remove difficulties and speed up progress. Chairman of the Provincial People's Committee Tran Duy Dong affirmed that the delay in site clearance will lead to increased costs, prolong the implementation time and reduce socio-economic efficiency, so the requirement is to take drastic, unified and timely action.
The Provincial Steering Committee for Land Clearance regularly inspects and monitors progress in each locality; issues clear compensation plans, specifically identifies responsible agencies and completion milestones for each item. At the same time, the province promotes dialogue with people, publicly and transparently discloses compensation, support and resettlement plans; and strengthens propaganda so that people clearly understand their rights and obligations when the State reclaims land. Cases related to cultural and spiritual factors such as moving graves are required to develop separate plans, ensuring harmony of interests and compliance with legal regulations.
Many localities have proactively accelerated the progress of establishing and implementing resettlement areas. Some wards of Van Phu and Phong Chau where the project passes through are being accelerated; functional forces regularly inspect and promptly handle problems to ensure progress. This is an important basis for synchronous site clearance along the entire route.

At the same time, Phu Tho Land Fund Development Center is urgently implementing steps in compensation and site clearance for the project section passing through the area, preparing for the groundbreaking ceremony scheduled for December 19. Center Director Nguyen Quoc Tuan said that the unit is closely coordinating with departments, branches and commune and ward authorities to propagate the significance of the project and regulations related to compensation, support and resettlement.
At Phu Tho station area, Phong Chau ward, the inventory and counting have been completed, all households agree with the State's policy, no complaints have arisen. The center organized meetings with people, publicized the policy and maintained the "3 shifts 4 shifts" working regime, inventory during the day - price setting in the evening, to shorten the time for appraisal and approval of compensation plans.
Regarding resettlement, the Center is coordinating with relevant agencies to complete the planning based on the consensus of the people. The project passes through Phu Tho for 99.1 km and about 1,800 households need to be resettled. The resettlement areas are planned to ensure suitable area, location and essential infrastructure for people to stabilize their lives after relocation with the province's consistent guiding principle that "the new place of residence must be better than the old place of residence", creating conditions for people to feel secure in handing over the site.
With a large amount of work and many complicated factors, site clearance is identified as a key task of the entire political system. Although there are still difficulties, with the initiative of all levels and sectors and the consensus of the people, Phu Tho is determined to complete site clearance on schedule, creating conditions for the implementation of the first items in 2025.

Vice Chairman of the Provincial People's Committee Phan Trong Tan requested the Project Management Board of Phu Tho and Vinh Phuc regions to urgently complete documents, submit for approval sub-projects and project items; speed up the progress of submitting and approving component projects for synchronous implementation. Departments, branches and localities must closely follow the tasks, proactively coordinate to promptly resolve difficulties in compensation and resettlement. Provincial leaders assigned the Department of Construction to summarize arising problems to report to the Provincial People's Committee for handling; at the same time, request specialized agencies to review the site, land fund and fully prepare conditions, ensuring the progress of starting construction of Phu Tho station on December 19.
The province requested relevant departments, branches and units to closely coordinate and strive to complete site clearance on schedule, creating favorable conditions for the Lao Cai - Hanoi - Hai Phong railway to be effectively deployed, spreading the driving force for socio-economic development to the province and the region.
