Make the most of local materials to speed up the construction of boarding schools in border areas

On December 7, Mr. Pham Duc An, Chairman of the People's Committee of Da Nang City chaired a direct and online meeting with project management boards and mountainous communes - where local inter-level boarding schools will be built.

By December 6, 2025, the three projects of A Vuong Primary - Secondary Boarding School, Tay Giang and Hung Son had approved the detailed planning 1/500 and submitted for appraisal of the Feasibility Study Report (FS).

In particular, the Tay Giang Primary and Secondary Boarding School project is leading in completing geological surveys and preparing to export foundation documents for construction, striving to complete before June 30, 2026. The remaining two projects are urgently surveying and clearing the land.

Surveys by units show that there are no on-site mines with guaranteed reserves; the most feasible solution is to utilize materials in riverbeds and streams as proposed by the Department of Agriculture and Environment of Da Nang City. Through inspection, the communes with the nearest mining locations range from 500m to 12km depending on the type of material.

For the Dac Pring Primary - Secondary Boarding School, La Dee and La Ee projects managed by the Quang Nam Construction Investment Project Management Board, the basic investment preparation procedures have been completed. However, the La Ee project has encountered major obstacles due to landslides on the DH4.NG single route, which needs to be urgently handled to maintain the completion schedule on August 30, 2026.

Representatives of the commune leaders focused on three groups of issues: lack of sand and gravel materials; the need to arrange temporary learning locations for students during construction; and the situation of many landslides after floods, which greatly affected the survey and transportation of equipment.

Mr. Tran Anh Tuan, Vice Chairman of Da Nang City People's Committee, requested that plans for temporary learning locations must be implemented soon.

Regarding the lack of construction materials, Mr. Pham Duc An suggested that these should be identified as special projects to apply flexible mechanisms, making the most of local materials or materials from neighboring areas to shorten the time.

He also requested local authorities to stick to reality, be close to the people, and strengthen propaganda and mobilization so that people can clearly understand the meaning of the policy, especially the work of compensation and site clearance. This is a major policy of the Central Government and the Politburo , aiming at developing the education career, for the future of children in the "fence" areas of the Fatherland.

The Chairman of the People's Committee of Da Nang City assigned the Department of Industry and Trade of Da Nang City to ensure stable power supply for construction, and requested units to coordinate synchronously to soon complete the project, helping students in mountainous areas have a spacious and modern learning environment, meeting the requirements of educational development in the new stage.
