Speaking at the 20th Congress of Nghe An Trade Union - term 2025-2030, comrade Nguyen Xuan Hung - Vice President of the Vietnam General Confederation of Labor expressed his respect and appreciation for the results that the Party Committee, government and people of Nghe An province have achieved in the past time.
The Vice President of the Vietnam General Confederation of Labor emphasized that Nghe An is a land rich in revolutionary tradition, the birthplace of the great President Ho Chi Minh , and the tradition of patriotism, diligence, studiousness, and solidarity of the people of Nghe An has become a great source of strength to help the province overcome difficulties and challenges.
Accordingly, comrade Nguyen Xuan Hung acknowledged and praised Nghe An for maintaining a good economic growth rate, being in the top 15 provinces and cities with the highest growth rate in the country. In addition, the infrastructure system has been focused on investment and construction, the appearance of urban and rural areas has been increasingly renewed, social culture has many positive changes, the material and spiritual life of the people has been improved, national defense and security have been maintained. Above all, the work of Party building and building the political system has achieved many good results.
These results are favorable conditions for the trade union organization and the workers, civil servants and laborers' movement of the province to promote their strengths, practically care for and protect the legitimate and legal rights and interests of union members and workers, and actively contribute to the overall development of the province.
Vice President Nguyen Xuan Hung pointed out the specific and admirable results of Nghe An Trade Union. Specifically, the work of representing and protecting the legitimate and legal rights and interests of union members has been implemented more and more practically and effectively.
Patriotic emulation movements such as "Good workers, Creative workers" were widely launched.
Comrade Nguyen Xuan Hung affirmed that these achievements have made important contributions to the socio-economic development of the province and the movement of workers, civil servants and laborers nationwide.
The representative of the General Confederation agreed with the limitations pointed out in the 19th Political Report.
Comrade Nguyen Xuan Hung commented that the 20th Congress of Nghe An Provincial Trade Union took place in an important historical context, with the Trade Union Law (amended) taking effect from July 1, 2025.
To deepen the theme, goals and tasks of the next term, the Vice President of the General Confederation raised 5 issues at the Congress:
Firstly, I would like to emphasize that, in the current context, innovation in the method of leading and directing trade union activities is an urgent requirement. When there is no longer a trade union at the grassroots level, the Provincial Federation of Labor must directly manage and direct the grassroots trade union, requiring a more flexible, stricter and more professional operating mechanism to ensure smooth implementation of tasks. This is a fundamental change and has a decisive significance for the effectiveness of operations in the new period. Therefore, trade unions at all levels in the province need to quickly adapt to the new organizational model; need to be flexible and creative in the way they organize and implement tasks, while ensuring cohesion, effectiveness and efficiency in all activities.
Strengthening the training, fostering and coaching of union officials, in which special attention is paid to the grassroots union officials. Training needs to be implemented comprehensively, focusing on improving professional skills (such as collective bargaining, resolving labor disputes, etc.) and strengthening the political capacity of the staff. Thereby, building a team of union officials who are solid in expertise, proficient in their profession, proactive and flexible in many tasks. This is the foundation for union officials to meet the increasingly high demands of work and effectively perform their role of representing and protecting the legitimate and legal rights and interests of union members and workers.
In the context of strong national digital transformation and administrative reform, the Trade Union in the whole province needs to identify digital transformation as a key and breakthrough task. Trade unions at all levels must proactively build a digital union model, digitize union member data and union finances according to the policy of the General Confederation, associated with the implementation of Resolution No. 57 dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation. Along with that, it is necessary to promote the application of technology in work management, communication, propaganda of policies and laws, as well as promptly grasp the thoughts and aspirations of workers through digital platforms.
Along with digital transformation, trade unions at all levels need to strongly encourage emulation movements for good workers, creative workers, promote initiatives, and technical innovations to improve labor productivity, product quality, and production and business efficiency, and accompany businesses; create a favorable environment for union members, build the image of a modern, flexible, friendly union organization, and truly accompany the interests of union members and workers.
Second, be proactive and determined in developing union members and establishing grassroots unions. Closely follow the Party's guidelines, policies and laws of the State - especially Resolution No. 68 dated May 4, 2025 of the Politburo on private economic development. This is an important basis for the Union to expand its scope of activities, develop union members and establish grassroots unions in the private enterprise sector, business households and service establishments. Having a firm grasp of the labor situation in the area not only serves the work of managing union members but also helps the Union proactively advise the Party Committee and the government in planning social policies and developing the local economy.
Continue to implement Program No. 07 dated December 11, 2024 of the Executive Committee of the Vietnam General Confederation of Labor on building a team of grassroots trade union presidents to meet the requirements of the task. Link the work of developing union members and establishing grassroots trade unions with the building of a strong and comprehensive trade union organization. Actively participate in Party building, building a clean and strong government; discover, nurture, and introduce outstanding union members for the Party to consider and admit; contribute to consolidating the great national unity bloc, building a strong and modernized Vietnamese working class.
Third, continue to innovate and improve the effectiveness of propaganda and education work, build a strong team of Nghe An workers, improve political mettle, class awareness, knowledge, professional skills, discipline and industrial style, legal awareness and national pride and self-respect of union members and workers. Effectively implement Program No. 01 dated December 29, 2023 of the Executive Committee of the Vietnam General Confederation of Labor on "Promoting communication work of Vietnam Trade Unions in the period 2023-2028"; Promote innovation in methods and content of propaganda, mobilization and education work through digitization, connection and use of communication documents on cyberspace and other digital platforms, according to the principles of "Fast", "Short", "Deep", "Clear" so that workers can easily access and understand correctly. Build strong enough union communication channels, improve information access for union members and workers; promote communication at grassroots unions.
Fourth, perform well the function of representing and protecting the legitimate and legal rights and interests of union members and workers. Promote dialogue and collective bargaining activities to resolve workers' pressing issues, such as wages, bonuses, working conditions, and care for female workers and workers in disadvantaged areas; effectively implement Program No. 05 dated September 6, 2024 of the Executive Committee of the Vietnam General Confederation of Labor on "Improving the effectiveness of dialogue and collective bargaining in the 2023-2028 period". Innovate and improve the quality of participation in policy and law making related to workers and trade union organizations; promote legal consultancy and legal support for union members and workers.
Fifth, promote the care of practical benefits for union members and workers. Strongly develop union welfare programs, support housing, kindergartens, and cultural institutions for workers; effectively implement care activities during Tet, Workers' Month, and Occupational Safety and Health Month; create a clear impression of the benefits that the union organization brings to union members.
In the context of implementing the new organizational model, the number of union officials is more streamlined and the leadership and direction methods have many changes, the provincial trade unions at all levels need to pay special attention and do better in coordinating with socio-political organizations, local Party committees, authorities at all levels and employers. Coordination must be carried out closely and effectively, especially in caring for and protecting the legitimate and legal rights and interests of workers and managing union members. At the same time, ensuring good worker security, social order and safety in industrial parks, industrial clusters and enterprises in the area.
Sending congratulations to the Executive Committee of the Nghe An Provincial Labor Federation, term XX, consisting of 29 comrades, comrade Nguyen Xuan Hung believes that this is a team of representatives with exemplary qualities and abilities, capable of leading the workers' movement in the new period. He requested the new Executive Committee to urgently develop an Action Program right after the Congress, prioritizing resources to implement breakthroughs, avoiding formalism and inefficiency.
On this occasion, the Vice President of the General Confederation expressed his deep gratitude for the close leadership and direction of the Provincial Party Committee, along with the coordination and facilitation of the People's Council, People's Committee and all levels and sectors of Nghe An province.
At the end of his speech, comrade Nguyen Xuan Hung affirmed: "With the revolutionary tradition, spirit of solidarity, dynamism and creativity, the team of cadres, union members, workers, civil servants and laborers of Nghe An will continue to promote the achieved results, overcome difficulties, excellently complete the goals and tasks set by the Congress, contributing to building Nghe An homeland to become increasingly rich, civilized and modern; building the working class and the Vietnamese Trade Union organization to become increasingly strong".
