On the afternoon of December 8, the 19th Provincial People's Council (PPC) for the 2021-2026 term held a preparatory session for the second session. The session was chaired by comrades: Nguyen Van Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Vice Chairmen of the Provincial People's Council.

Attending the preparatory session were members of the Provincial Party Standing Committee; leaders of the Provincial People's Committee; and provincial departments and branches.

At the preparatory session, the Provincial People's Council approved the meeting agenda; listened to a report summarizing the results of soliciting delegates' opinions on the content of the questions and the people answering the questions at the second session.

The meeting reviewed and approved the following resolutions: Resolution on promulgating the Supervisory Program of the Provincial People's Council in 2026; Resolution on the Estimated Operating Expenses of the Provincial People's Council in 2026; Resolution on promulgating the Regulations on Protection of State Secrets of the Provincial People's Council; Resolution on assigning the payroll of cadres and civil servants in specialized agencies, administrative organizations under the Provincial People's Council and People's Committee and the total payroll of cadres and civil servants at the commune level in 2026; Resolution on approving the total number of employees receiving salaries from the State budget in administrative agencies, public service units under the Provincial People's Committee, People's Committees of communes and wards in 2026; Resolution on approving the number of labor contracts according to Decree 111/2022/ND-CP for public service units in the fields of education and health in 2026.

The Provincial People's Council also passed 3 resolutions in the group of resolutions in the field of Economy - Budget: Resolution on assigning spending tasks on environmental protection, climate change response and environmental career spending levels in the province; Resolution on regulating collection levels, collection, payment and management of business registration fees in the province; Resolution on regulating a number of policies to support small and medium enterprises in Tuyen Quang province in the period of 2026-2030.

The group of resolutions in the land sector has 4 resolutions that have been passed, including: Resolution on amending a number of contents of Resolution No. 03/NQ-HDND dated February 20, 2025 of the Provincial People's Council approving the list of land plots for bidding for investment projects using land in Tuyen Quang province; Resolution deciding on the policy of changing the purpose of forest use to other purposes to implement 8 projects in Tuyen Quang province; Resolution approving the list of works and projects that must recover land in Tuyen Quang province; Resolution approving the cancellation of a part of the land recovery project area and changing the purpose of land use for socio-economic development for national and public interests approved by the Provincial People's Council in Tuyen Quang province.

The second session of the Provincial People's Council is the year-end session and also the last annual session of the 2021-2026 term. After the merger, the session is of special importance, considering and approving many major resolutions related to socio-economic development, public investment, budget, social security policies and apparatus organization, creating a foundation for the new development stage of the province. In this session, the Provincial People's Council will divide into 4 discussion groups to consider a group of resolutions in different fields. The session will take place from December 9 to December 11, broadcast live on the channels of Tuyen Quang Newspaper and Radio and Television, voters can send their opinions to the session.

Before the preparatory session, the Provincial People's Council delegation offered flowers and incense at the Ho Chi Minh Temple and the Monument to Heroes and Martyrs, expressing deep gratitude for the contributions of President Ho Chi Minh and the Heroes and Martyrs who sacrificed for the independence and freedom of the Fatherland.
