Strengthening the effectiveness of state management to meet new development requirements

On the morning of November 12, the 19th Provincial People's Council, term 2021-2026, held the 4th Special Session to review, discuss and approve many important contents serving socio-economic development and state management in the province.

Review and approve 7 important resolutions

At the meeting, the Provincial People's Council reviewed and unanimously approved 7 important resolutions in many fields, including: Resolution regulating the monthly allowance for village team leaders and the daily allowance for militiamen on duty. This is a policy to concretize the Government 's regulations, demonstrating the province's recognition and concern for the militia and village team leaders. Accordingly, village team leaders in extremely disadvantaged communes and border communes are entitled to an allowance equal to 0.9 of the basic salary/person/month; the remaining villages and residential groups are entitled to 0.7 of the basic salary/person/month.

The meeting also passed a Resolution regulating the content and level of expenditure to ensure social supervision and criticism activities of the Vietnam Fatherland Front Committees at all levels. This is a concrete step to improve the quality and effectiveness of social supervision and criticism activities, contributing to building a clean and strong Party and government, while promoting the role of the Fatherland Front and socio- political organizations in participating in policy and law making.

Regarding the financial and budgetary sector, the Provincial People's Council has passed the Resolution on Allocating regular expenditure estimates from the state budget to implement the National Target Program on Socio -Economic Development for Ethnic Minority and Mountainous Areas in 2025 (Phase 2), ensuring the principles of publicity, transparency, and prioritizing resources for remote, isolated, and disadvantaged areas, thereby promoting equitable development and sustainable poverty reduction.

Along with that, the Provincial People's Council also passed a Resolution on assigning additional local budget revenue and expenditure estimates from non-refundable aid from Global Vision (Korea); Resolution on adjusting the medium-term public investment plan for the period 2021-2025 and 2025. The resolutions help the province proactively balance resources, effectively exploit international aid capital, serve infrastructure development, education, health care and improve the quality of life of the people.

In the agricultural sector, the Resolution on expenditure content and support levels for agricultural extension activities was passed with many new points, clearly stipulating expenditure for training, coaching, document compilation, lecturer and guide remuneration... according to regulations of the Ministry of Finance. This policy helps improve the capacity of agricultural extension staff, promote the application of scientific and technical advances, and transform the structure of crops and livestock more effectively, in line with the province's sustainable agricultural orientation.

To ensure the consistency of the legal system after the administrative unit arrangement, the Provincial People's Council also abolished three legal resolutions in the financial field that had been previously issued by the People's Councils of Tuyen Quang and Ha Giang provinces. This is a step to perfect the management mechanism, avoid overlap, and contribute to improving the effectiveness of budget management.

The Provincial People's Council has passed a Resolution regulating revenues, collection levels and revenue and expenditure management mechanisms for services serving and supporting educational activities for public educational institutions. The Resolution clearly states the maximum revenues for services such as student transportation, psychological counseling, career guidance, extracurricular activities, libraries, digital learning, etc., and requires educational institutions to implement openly and transparently, creating consensus among parents and society, contributing to improving the quality of comprehensive education.

Also at the meeting, the Provincial People's Council dismissed the following comrades from the Provincial People's Committee for the 2021-2026 term: Van Dinh Thao, former Director of the Department of Finance; Khanh Thi Xuyen, former Chief Inspector of the province; Chu Thi Ngoc Diep, former Director of the Department of Ethnic Minorities and Religions due to job transfer. The Provincial People's Council also elected additional members of the Provincial People's Committee for the 2021-2026 term: Nguyen Van Dung, Director of the Department of Ethnic Minorities and Religions; Ngo Xuan Nam, Chief Inspector of the province; Pham Kieu Van, Director of the Department of Finance.

The provincial People's Council delegates voted with confidence and unanimously agreed with the provincial People's Committee's proposal on personnel work, ensuring compliance with legal regulations and new task requirements of the province after the reorganization.

Resolution demonstrates determination to innovate and develop sustainably

Speaking at the meeting, comrade Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized: After more than 4 months since the province's administrative apparatus was arranged and operated according to the new model, the Provincial People's Committee has always received close and active coordination from the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial People's Council, and agencies and units in the whole system. During the operation process, for the remaining shortcomings and limitations, the Provincial People's Committee has always been receptive, listened to comments and contributions to promptly edit and complete, ensuring that the reports and projects presented at the meeting are carefully prepared, in accordance with regulations, and meet practical requirements.

He affirmed that in the process of performing public duties, the Provincial People's Committee always encourages the spirit of daring to think, daring to do, daring to take responsibility. Therefore, with the work that brings practical benefits to the people, serves the common interests of society, not personal gain, all levels and sectors need to be bold, flexible, take advantage of opportunities and have creative, effective ways of doing things, suitable to local realities.

In his closing speech, Chairman of the Provincial People's Council Nguyen Van Son affirmed: The resolutions passed at this session are the result of careful and serious preparation, demonstrating the high sense of responsibility of the Provincial People's Council, Provincial People's Committee and advisory agencies. These are important decisions, contributing to promoting socio-economic development, improving people's lives, ensuring national defense - security and social order and safety in the province.

He requested the Provincial People's Committee, agencies, units and localities to urgently implement the resolutions of the Provincial People's Council; at the same time, strengthen inspection and supervision of implementation to ensure effectiveness, compliance with regulations, and promptly remove obstacles in the implementation process.

The time for the regular session at the end of 2025 of the Provincial People's Council is not much left, with a huge amount of work, many important contents are meaningful in evaluating the initial results in operating the two-level government model, evaluating the results of implementing socio-economic, budget, national defense and security targets in 2025, building a plan for 2026 and preparing for the election of National Assembly deputies and People's Councils at all levels for the 2026-2031 term and many other important contents.

He requested the Provincial People's Committee to direct specialized agencies to proactively and actively coordinate closely with the agencies of the Provincial People's Council in preparing the content to be submitted to the session; continue to review and evaluate the implementation results of the Provincial People's Council's resolutions in 2025; propose specific and feasible solutions, targets, tasks, and key policies in 2026, ensuring the coherence between the socio-economic development plan, public investment plan, budget estimates and necessary requirements to successfully organize the election of National Assembly deputies and People's Councils at all levels for the 2026 - 2031 term.
