On the afternoon of December 4, the Office of the Ho Chi Minh City People's Committee issued a notice of the conclusion of Vice Chairman of the Ho Chi Minh City People's Committee Bui Minh Thanh regarding compensation, site clearance and disbursement of public investment capital in wards and communes in the Binh Duong area.

According to the Ho Chi Minh City People's Committee, since the implementation of the two-level local government model, compensation, resettlement support and public investment disbursement have encountered many obstacles due to organizational changes, complicated coordination processes, increased workload while the new apparatus is not yet stable. This has affected the progress of many key projects. However, in recent times, the City and its departments have continuously held thematic meetings and issued many directive documents to remove difficulties; localities have also actively coordinated to implement many solutions under the guidance of specialized agencies.
The People's Committee of Ho Chi Minh City requested the Secretaries and Chairmen of the People's Committees of wards and communes to continue to closely follow the locality, enhance their sense of responsibility, and consider compensation and site clearance as a key task, having decisive significance for the progress of public investment projects. The city aims to continue to maintain its determination, synchronously deploy solutions and strive to complete 100% of the targets and tasks of compensation and resettlement and disbursement of public investment capital in the coming time.
Regarding the problem of compensation prices in the Tan Binh resettlement area of the Ring Road 3 project, the People's Committee of Ho Chi Minh City requested Tan Dong Hiep Ward to develop a price plan that must ensure harmony between the interests of the State and the people and comply with land laws. The Department of Agriculture and Environment shall preside over and coordinate with the Department of Justice and local authorities to guide the determination of land type, location and actual conditions as a basis for proposing compensation prices. The People's Committee of Tan Dong Hiep Ward shall hire a consulting unit to determine land prices and submit them for approval according to its authority. The price setting process must be objective, transparent, ensuring the rights of the people and avoiding budget losses.
The Ho Chi Minh City People's Committee requires wards and communes to review, appraise and approve compensation and resettlement dossiers within a maximum of 2 working days from the date of receiving complete dossiers, in order to speed up the disbursement of public investment capital. The Department of Agriculture and Environment, the Binh Duong Regional Land Fund Development Center Branch, the Project Management Board and the People's Committees of localities must send quick reports on compensation and disbursement progress before 3:00 p.m. every day. The report content requires complete cumulative data, timeline, workload, number of outstanding dossiers and assessment of causes - responsibilities - solutions.
Directors of relevant departments, branches and sectors and Chairmen of People's Committees of localities shall be fully responsible to the Chairman of the City People's Committee if there is a delay in progress or if assigned requirements are not properly implemented.
