On December 3, the Vietnam Bank for Agriculture and Rural Development (Agribank) and the Tax Department ( Ministry of Finance ) held a signing ceremony for cooperation to support business households in converting from lump-sum tax to declared tax.
The signing ceremony was held live and connected online to all points in the entire Agribank system and at the Tax Departments of provinces and cities. At the same time, it was broadcast live on the official fanpage of Agribank, shared to the fanpages of the Tax Departments and 129 fanpages of Agribank branches nationwide.
Accompanying and supporting business households in tax conversion
With the motto "Tax accompanies and supports development", the Tax sector is promoting a modern, fair and transparent management model. On October 31, 2025, the Tax Department issued Decision 3352/QD-CT to implement "60 peak days of converting from lump-sum tax to declared tax" for business households - an important task to realize Resolution 68-NQ/TW of the Politburo on developing the private economic sector.
The coordination between Agribank and the Tax Department aims to support business households in implementing the transformation of the tax management model; at the same time, strengthen the connection between the tax system and the bank in convenient tax registration, declaration and payment through Agribank's digital platforms, contributing significantly to providing solutions to support customers in complying with regulations and creating a foundation for customers to convert to the SME business model in the future.

Speaking at the signing ceremony, Mr. To Huy Vu, Chairman of the Board of Members of Agribank, emphasized: The signing ceremony of cooperation between Agribank and the Tax Department is an important event, not only for the two agencies, but also for the common goal of the financial sector in the process of modernization, digital transformation, serving people and businesses better and better.
According to the Chairman of the Board of Members of Agribank, the event took place in the context that the entire financial sector is making efforts to synchronously implement the policies of the Party, the National Assembly and the Government on promoting national digital transformation, reforming administrative procedures, modernizing tax management, expanding non-cash payments and ensuring that the national budget revenue is developed in a long-term and sustainable direction. This is not only an inevitable trend, but also a strategic task, requiring the joint efforts and consensus of all organizations in the financial - banking ecosystem.
Agribank is honored to accompany the Tax Department in this strategic task and is committed to maximizing its resources, technology platform and large nationwide network to make practical contributions to the reform, development and modernization of the Tax sector, for the benefit of the nation and the prosperity of the people.

The Tax Department highly appreciates the results that Agribank, one of the leading commercial banks in Vietnam, has achieved in cooperating with the Tax sector over the years, especially in budget collection. In particular, the banking technology solutions that Agribank brings are very useful to the tax authorities in connecting the following entities: Finance - Tax - Customs - Treasury and commercial banks. Thereby, every year, the implementation of budget collection and the reform and modernization of the tax sector have made very important progress.
The representative of the Tax Department assessed that the smart solution package that Agribank prepared for business households will bring very high efficiency. According to Mr. Mai Son, this solution package has made significant progress, from sales management to integrated tax declaration and payment operations. All stages are implemented in a closed circle, business households can use it with peace of mind, without having to install many softwares connecting different solutions.
“I request all civil servants in the assigned department to continue to demonstrate a clear sense of responsibility, connect with Agribank branches and transaction offices to synchronously, promptly and effectively deploy the solution package that Agribank will bring to business households, not only before, during, after, but also until 2028. I request all comrades in the implementation process, if there are any problems, report to the standing agencies of both sides so that we can have solutions to support; as well as provide maximum support, helping business households reduce investment costs and costs related to the implementation of the conversion”, Mr. Mai Son emphasized.
It can be affirmed that the signing of the cooperation marks a new step in the cooperation journey between Agribank and the Tax Department, promoting the modernization of tax management, strongly promoting non-cash payments, supporting business households in digital transformation, improving the quality of service for taxpayers, completely in line with the direction of the Government and the Ministry of Finance on building a modern, transparent and effective public finance system.

Pioneer in providing financial and technological solutions to support business households in digital transformation

In order for the Cooperation Agreement to truly go into depth, bringing specific results to each locality and each business household, the Chairman of the Board of Members of Agribank requested Directors of Agribank Branches nationwide to seriously grasp the spirit: this is a key political task in the current period.
“Each Branch must proactively work with the Tax Department and local Tax Sub-Departments; immediately establish business support groups; develop detailed weekly and monthly action plans; and promptly and fully report to the Head Office for monitoring, evaluation and further direction. Branches must organize at least one direct instruction and training session in the assigned area, with the requirement: must guide to the households and taxpayers - in line with the spirit of "Agribank serving the people".
In addition, the Agribank staff, especially the staff who directly contact the people, each staff member must be a "digital transformation ambassador", "Agribank's Cultural ambassador", maintaining an exemplary working style, dedicated, close, proactively explaining clearly, helping people understand, implement and feel secure in the transformation process", Mr. To Huy Vu, assigned tasks to Agribank branches and staff in the whole system.
The Chairman of the Board of Members of Agribank emphasized that this is not only a normal business task, but also a way for Agribank to affirm and spread the values that have made Agribank over the past nearly 40 years: pioneering, responsible, serving the people.
Representatives of Agribank and the Tax Department and business household customers experienced the digital transformation solution jointly designed and implemented by Agribank and VNPAY, specifically for customers converting from lump-sum tax to declared tax.
Agribank currently manages more than 3,000 business household customers, a group with high conversion potential when supported at the right time. To meet the new legal requirements on electronic invoices, Agribank proactively built a comprehensive solution package for business households.

Previously, on December 1, Agribank and VNPAY officially signed a cooperation agreement to deploy specialized digital transformation solutions for business households and small businesses, including electronic invoices, digital signatures, sales software and cloud storage. In parallel with the technology solution, Agribank deployed many financial incentives: Free opening and maintaining payment accounts; Free beautiful account numbers; Free OTT balance notification on Agribank Plus; preferential credit packages to support business households in converting their operating models.
Next, on the morning of December 3, Agribank organized a training program to deploy the solution across the system. Within the framework of the signing ceremony, delegates directly witnessed the experience of Agribank's digital transformation solution, supporting business households to convert tax declarations.
On the same day, December 3, many Agribank branches also signed a Cooperation Agreement with the Tax Departments of provinces and cities on coordinating tax policy guidance, supporting business households in digital transformation and implementing electronic invoices for local business households.
