Implementing the National Target Program on Socio-Economic Development for Ethnic Minority and Mountainous Areas in Thai Nguyen Province, Sub-Project 3 under Project 5 on Education and Training Development to Improve the Quality of Human Resources is affirming its important role in developing human resources, expanding employment opportunities, and improving people's lives.

Study to improve skills and expand knowledge

In recent times, the work of developing vocational education and creating jobs for workers in ethnic minority and mountainous areas has been effectively implemented by Thai Nguyen province. Thereby, it contributes to improving the quality of human resources, creating jobs and improving the lives of local people.

Ms. Trieu Thi Thuy (Ban Lac village, Quang Bach commune) used to be a cafeteria staff at Quang Bach Primary School, Quang Bach commune. Previously, she was praised by teachers and students here for her cooking skills. After participating in a local cooking class, Ms. Thuy's cooking skills improved significantly.

Ms. Thuy shared: “When I heard that the commune was opening a cooking class, I immediately signed up to improve my skills. By attending the class, I learned more about how to decorate dishes, carve flowers, and peel fruits to make them look beautiful. I am also more professional in the steps of preparing dishes, knowing how to measure spices to make them more suitable and delicious. In addition, I was also instructed on how to choose fresh foods and how to preserve them to ensure the quality of the dishes and the health of the students.”

Ms. Ha Thi Lien (Vay Loan Village, Yen Thinh Commune) attended a pig farming class to learn experience and knowledge about farming techniques, disease prevention methods, and learn more about high-quality, high-yield livestock feed products.

Ms. Ha Thi Lien shared: “My family has been raising pigs for a long time but on a small scale, mainly based on experience without a clear understanding of professional farming processes and techniques. Currently, epidemics are breaking out very strongly, so when I learned about a pig farming class, I signed up to participate with the hope of knowing how to prevent diseases for livestock, or when an epidemic occurs, to have a good way to handle it to limit damage. Many of our people participate in the classes, very actively.”

According to Ms. Nong Thi Nhien, Cho Don Vocational and Continuing Education Center, in the period of 2021 - 2025, the center opened 73 vocational training classes with 2,555 participants. The center applies short-term concentrated training in the locality. The training occupations include: Construction techniques; food processing; pig breeding and disease prevention and treatment; chicken and waterfowl breeding and disease prevention and treatment; mixed feed production and processing in livestock farming; use of veterinary drugs in livestock farming.

Ms. Nhien said that when participating in the class, the students who are ethnic minorities and mountainous areas are very active in learning and applying the skills they have learned in practice. Many students have improved their skills or have new jobs with stable incomes, improving their lives.

Actively implement vocational training classes locally

In 2025, Sub-project 3 on “Project on developing vocational education and creating jobs for workers in ethnic minority and mountainous areas” was assigned nearly 11 billion VND. Thai Nguyen province has been opening many vocational training classes for ethnic minority and mountainous people, attracting a large number of workers to participate.

In particular, primary vocational training and under 3 months focus on recruiting and training in occupations that are strengths of the locality such as: Raising livestock, poultry, and waterfowl (free-range chickens, fattening cows, raising buffaloes for breeding, raising goats and pigs, raising and preventing and treating diseases for chickens and waterfowl); growing specialty vegetables, tubers, and fruits and processed products from vegetables, tubers, and fruits (oranges, tangerines, seedless persimmons, apricots, arrowroot, fragrant green squash, water spinach, bananas, etc.); growing tea and processed products from tea plants; growing medicinal plants and products from medicinal plants (turmeric, ginger, Solanum procumbens, bitter melon, Gynostemma pentaphyllum, lemongrass, yellow flower tea, rock ginger, etc.).

After receiving vocational training, workers have proactively expanded production scale, increased livestock herds, applied science and technology to production and processing of agricultural products to increase income and stabilize family economy ; models and cooperatives have made the economy more sustainable with agricultural products recognized as meeting VietGap standards, OCOP products...

With the results achieved, Sub-project 3 is affirming its important role in developing human resources, expanding employment opportunities and promoting economic and social development in ethnic minority and mountainous areas. This is the foundation for Thai Nguyen to continue implementing synchronous and sustainable solutions in the following years.

However, according to the Department of Education and Training of Thai Nguyen province, the implementation of Sub-project 3 under Project 5 "Project on developing vocational education and creating jobs for workers in ethnic minority and mountainous areas" is still facing difficulties because after merging communes and merging provinces, the funding sources were not allocated to units and localities in a timely manner (September 2025), so the detailed allocation of capital to implement the contents of Sub-project 3 and Project 5 is behind schedule.

Currently, communes and training establishments have been implementing and organizing vocational training classes for workers. However, the number of learners has decreased compared to the initial review needs. The implementation of two national target programs on sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas at the same time and in the same local unit has led to overlaps and duplicated subjects for vocational training. In addition, at the end of the year, many people of working age go to work seasonally and are not present in the locality, so they cannot attend classes.
