Under the direction of Vice Chairman of the National Assembly Vu Hong Thanh, the National Assembly held a plenary session at the Hall, discussing the investment policy of the National Target Program on new rural areas, sustainable poverty reduction, and socio -economic development in ethnic minority and mountainous areas until 2035. At the discussion session, 31 delegates spoke, 02 delegates debated; the delegates' opinions basically agreed with many contents in the Government's Submission and the Verification Report of the National Assembly's Ethnic Council. In addition, the delegates focused on giving opinions on the following contents: objectives and subjects of the Program; scope and implementation time of the Program; assignment of the presiding agency; capital and capital structure for implementing the Program; principles for allocating central budget capital to support the implementation of the Program; funding for implementing the Program; coordination mechanism between ministries, branches and localities; ensuring inheritance, overcoming duplication and overlap; Management, operation and implementation mechanisms; Components and policy contents; Program monitoring and implementation; mechanisms and solutions for implementation and impact assessment of the Program;…

At the end of the discussion, Minister of Agriculture and Environment Tran Duc Thang spoke to explain and clarify a number of issues raised by National Assembly deputies.

AFTERNOON

Content 1: Under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly held a plenary session at the Hall, carrying out the following contents:

1. The National Assembly listened to the Minister of Justice Nguyen Hai Ninh, authorized by the Prime Minister, present the Report on explanation, acceptance and revision of the draft Law on Judicial Expertise (amended). Then, the National Assembly voted to pass the Law on Judicial Expertise (amended) by electronic voting, with the following results: 443 delegates participated in the vote (equal to 93.66% of the total number of National Assembly deputies); of which, 439 delegates approved (equal to 92.81% of the total number of National Assembly deputies), 02 delegates did not approve (equal to 0.42% of the total number of National Assembly deputies), 02 delegates did not vote (equal to 0.42% of the total number of National Assembly deputies).

2. The National Assembly listened to the report of the Standing Committee of the National Assembly, Chairman of the Law and Justice Committee of the National Assembly Hoang Thanh Tung, explaining, accepting and revising the draft Law on Civil Judgment Enforcement (amended). After that, the National Assembly voted to pass the Law on Civil Judgment Enforcement (amended) by electronic voting, with the following results: 440 delegates participated in the vote (equal to 93.02% of the total number of National Assembly deputies); of which, 433 delegates approved (equal to 91.54% of the total number of National Assembly deputies), 04 delegates did not approve (equal to 0.85% of the total number of National Assembly deputies), 03 delegates did not vote (equal to 0.63% of the total number of National Assembly deputies).

3. The National Assembly listened to the Minister of Public Security, Luong Tam Quang, authorized by the Prime Minister, present a Report on explanation, acceptance and revision of the draft Law amending and supplementing a number of articles of the Law on Judicial Records. Then, the National Assembly voted to pass the Law on Judicial Records by electronic voting, with the following results: 441 delegates participated in the vote (equal to 93.23% of the total number of National Assembly deputies); of which, 437 delegates approved (equal to 92.39% of the total number of National Assembly deputies), and 04 delegates did not approve (equal to 0.85% of the total number of National Assembly deputies).

Content 2: Under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly discussed in the Hall the draft Law amending and supplementing a number of articles of the Law on Citizen Reception, the Law on Complaints, and the Law on Denunciations. At the discussion session, there were 03 turns of delegates speaking, the delegates' opinions basically agreed with many contents in the Government's Submission and the Verification Report of the National Assembly's Committee for People's Aspirations and Supervision. In addition, the delegates focused on giving opinions on the following contents: forms of citizen reception; citizen reception in communes, wards, and towns; citizen reception by People's Councils and People's Council delegates at all levels; temporary suspension, suspension of complaint settlement; organizing dialogues; second complaints or initiating administrative lawsuits; authority of the Chairman of the People's Committee of the commune; authority of the Chairman of the People's Committee at the provincial level; effective date;...

At the end of the discussion, Government Inspector General Doan Hong Phong spoke to explain and clarify a number of issues raised by National Assembly deputies.

Content 3 : Under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly discussed in the Hall the draft Law on Specialized Courts at the International Financial Center. At the discussion session, 07 delegates spoke, and their opinions basically agreed with many contents in the Government's Submission and the Verification Report of the National Assembly's Committee on Law and Justice. In addition, delegates focused on giving opinions on the following contents: principles of organization and operation of Specialized Courts; Court clerks; judges; organization of Specialized Courts; jurisdiction of Specialized Courts; composition of first-instance and appeal trials; language and writing used before Specialized Courts; application of law at Specialized Courts; court fees, charges, litigation costs at Specialized Courts; first-instance trials; remuneration, salaries, allowances and other benefits; operating expenses, facilities, etc.

At the end of the discussion, Chief Justice of the Supreme People's Court Nguyen Van Quang spoke to explain and clarify a number of issues raised by National Assembly deputies.

Morning : The National Assembly held a plenary session in the Hall, listening to the following contents: ( 1) Report on adjusting the content of Resolution No. 94/2015/QH13 of the National Assembly on the investment policy of Long Thanh International Airport; ( 2 ) Report on 02 contents: Supplementing the state budget for the second phase (foreign non-refundable capital) in 2025; Amending and supplementing Resolution No. 170/2024/QH15 dated November 30, 2024 of the National Assembly on specific mechanisms and policies to remove difficulties and obstacles for projects and land in the conclusions of inspections, examinations, and judgments in Ho Chi Minh City, Da Nang City, and Khanh Hoa Province. Then, the National Assembly discussed the following contents: ( 1) Draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 98/2023/QH15 on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City; ( 2) Draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 136/2024/QH15 on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city; ( 3) The second round of state budget supplementation (foreign non-refundable capital) in 2025; ( 4) Amendment and supplementation of Resolution No. 170/2024/QH15 dated November 30, 2024 of the National Assembly on specific mechanisms and policies to remove difficulties and obstacles for projects and land in inspection, examination and judgment conclusions in Ho Chi Minh City, Da Nang City and Khanh Hoa Province.

Afternoon : The National Assembly discussed in the Hall the following contents: ( 1) Draft Resolution of the National Assembly on the mechanism and policy for national energy development in the 2026 - 2030 period; ( 2) Investment policy for the Gia Binh International Airport construction investment project; ( 3) Investment policy for the Vinh - Thanh Thuy Expressway construction investment project; ( 4) Adjustment of the content of Resolution No. 94/2015/QH13 of the National Assembly on the investment policy for Long Thanh International Airport.
