Linking new rural construction with sustainable poverty reduction

In the effort to develop the socio-economy, the association of new rural construction with the National Target Program on Sustainable Poverty Reduction has brought about many positive changes in Lam Dong province, contributing to improving people's lives and creating a solid foundation to continue perfecting the new rural criteria in the coming time.

After the merger, Lam Dong province has an area of ​​24,200 km2 with more than 3.39 million people. Along with the economic development process, poverty reduction has achieved many outstanding results. At the end of 2021, the multidimensional poverty rate of the whole province was 9.33%, of which poor households of ethnic minorities were 26.96%.

Thanks to the synchronous implementation of livelihood support projects, vocational training and infrastructure investment, the poverty rate has decreased rapidly over the years. To date, the multidimensional poverty rate in the whole province has decreased to 3.33% (down 0.73% compared to the end of 2024), while the multidimensional poverty rate among ethnic minorities is about 9.18% (down about 1.7%).

According to the Department of Agriculture and Environment, the above results show the efforts of all levels, sectors and localities in effectively linking the two programs. On average, in the period of 2022-2025, the whole province will reduce about 1.43% of poor households each year, in line with the target of the National Target Program for the period of 2021-2025.

At the same time, many communes in the area have met or upgraded to NTM standards thanks to investments in transportation, schools, irrigation, environment and cultural life.

Before merging the commune level, the whole province had 230/259 communes meeting the new rural standards (88.8%); 61 advanced new rural communes (23.6%); 20 model new rural communes (7.7%); and 8/28 districts, towns and cities meeting the standards or completing the task of building new rural areas (28.6%). After merging the two-level local government, the whole province had 80/103 communes meeting the new rural standards (77.7%), 3 advanced new rural communes (2.9%) and 1 model new rural commune (0.97%).

According to the Department of Agriculture and Environment, the implementation of new rural construction and the national target program for sustainable poverty reduction must be more modern, comprehensive and fundamental, adapt to climate change, develop synchronously the socio-economic infrastructure, and meet the requirements of integration and green, circular development.

At the same time, promote the rural economy towards the application of science, technology, digital transformation and innovation, improve income, quality of life and access to essential services of rural people. Build green, clean, beautiful, safe countryside with strong cultural identity, ensuring social security.

For the period 2026-2035, the Department proposes to develop a national target program integrating sustainable poverty reduction and new rural development. The goal for the period 2026-2030 is to reduce the multidimensional poverty rate by 1-1.5%/year; expand green and safe agricultural production models; promote value chain linkages; develop human resources through vocational training and technology transfer; and support rural startups.

By 2035, the province aims to complete a modern new rural system with synchronous infrastructure in transportation, irrigation, health care, education, and environment; at the same time, strongly apply digital technology in management and production, towards building smart and sustainable rural areas.
