
From fixing "gaps" in phone and internet signals...
Recognizing the value and importance of digital transformation, in 2025, the Lai Chau Provincial Border Guard Command considers digital transformation a central and continuous task, directing units to implement it extensively and creatively through models and movements suitable to practical realities.
However, the border areas of the province still face many difficulties, with inconsistent telecommunications infrastructure, numerous "dead zones" in mobile phone coverage, and limited awareness among some residents... therefore, the digital transformation process encounters quite a few obstacles.
Speaking to a reporter from Hanoi Moi Newspaper, Colonel Le Cong Thanh, Deputy Political Commissar of the Lai Chau Provincial Border Guard Command, said: To implement the digital transformation program, an urgent requirement is that people must have electronic identification accounts (VNeID) and conduct administrative procedures online. However, according to surveys, in the 11 border communes of the province, there are still 3 villages without 3G/4G phone coverage, and many areas are in "background zones" with weak and unstable signals. In particular, 2,004 out of 25,043 households in the 11 border communes still do not have smartphones. This is the biggest obstacle in the process of implementing digital transformation in the border areas of the province.
“Given this situation, the Party Committee and the Command of the Provincial Border Guard determined that: To successfully implement digital transformation in border areas, we cannot wait for people to seek out technology on their own; border guards must bring technology to the people. Accordingly, to effectively implement the national digital transformation program, in June and July 2025, the Provincial Border Guard Command coordinated surveys and statistics on areas with poor telephone and internet coverage; and collaborated with telecommunications units to develop plans for improvement and upgrading in border areas. To date, these areas with poor telephone and internet coverage have been largely eliminated,” Colonel Le Cong Thanh further shared.
In addition, the Provincial Border Guard Command directed units to survey and assess the current state of people's access to digital transformation, awareness levels, and conditions for purchasing smartphones. At the same time, they encouraged organizations and individuals to donate smartphones to people in border areas through social contributions.

Alongside addressing the shortcomings and limitations of telecommunications infrastructure in border communes, the Lai Chau Provincial Border Guard Command has developed plans to implement various movements and models, including: "Digital literacy for the people" within the provincial Border Guard; "Teacher-in-arms in military uniforms - accelerating digital transformation"; and many other movements and models throughout border villages.

Leading us down to Na Cung village, Senior Lieutenant Cheo Ton Chieu, Team Leader of the Anti-Drug and Crime Team, Ma Lu Thang Border Guard Post, said that the biggest difficulty in helping people implement digital transformation is not the long distance, but the language and technology barriers. Many people in Ta Phin are not fluent in the common Vietnamese language, especially concepts such as: Electronic Identification Account (VNeID), Public Service Portal, or passwords... are still very unfamiliar to them.
“To help people access the content of digital transformation, we had to translate each concept into their native language and provide examples in the simplest way possible so that people could easily understand. In some cases, we had to guide them many times before they remembered how to operate the device. The joy of people when they successfully complete an administrative procedure on their phones is the motivation for us to continue our mission as ‘Digital Teachers’,” said Lieutenant Cheo Ton Chieu.
Mr. Vang Van Them, from Na Cung village, Phong Tho commune, happily shared: “Previously, every time I wanted to get a birth certificate or apply for residency confirmation, I had to go to the commune People's Committee, which took a whole morning to complete. Now, with Border Guard soldiers coming to my house to show me how to use smartphones and VNeID, people in the village know how to perform many procedures conveniently and efficiently.”
The Dao San Border Guard Post is also a unit that has successfully implemented the "Teacher in Military Uniform - Accelerating Digital Transformation" model. Wiping away a drop of sweat after successfully guiding a household in Ma Can village to activate a level 2 identity verification account, Captain Hoang Van Tam, Team Leader of the Public Relations Team, said: To implement the model, the Post has established the "Teacher in Military Uniform - Accelerating Digital Transformation" Team, the "Digital Skills Consulting Team," and the "Digital Support Team," with the participation of comrades who are key figures in the unit's digital transformation efforts.

“By persistently implementing the motto ‘going to every village, every hut, guiding every person,’ and especially actively integrating it with conferences at the commune and village levels to disseminate information and guide people, the people of Dao San commune now know how to use smart devices, the internet safely, and utilize platforms and software to search for administrative information…”, Captain Hoang Van Tam added.
Ly Lao Lo, Party Secretary and Head of Ma Can village (Dao San commune), shared: "The village is about 15km from the commune center, making travel very difficult; 54 out of 99 households are still classified as poor; and many villagers do not know how to use smartphones, so implementing digital transformation in the village faces many difficulties. However, thanks to the dedicated guidance of officers and soldiers of the Dao San Border Guard Post, from being hesitant, afraid of making mistakes, and worried about complicated administrative procedures… to now, most villagers know how to activate VNeID level 2, access the Public Service Portal, and perform some administrative procedures from home."
Evaluating the digital transformation efforts and the "Teacher in Military Uniform - Accelerating Digital Transformation" model, Colonel Le Cong Thanh, Deputy Political Commissar of the Lai Chau Provincial Border Guard Command, affirmed: "The effectiveness of the model has significantly improved the people's digital awareness and skills. Since its implementation (June 2025), more than 1,000 households have proactively purchased and used smartphones. In addition, more than 20,000 people have been educated and guided on using digital applications for information retrieval, learning, and administrative transactions… Building on these achievements, the Lai Chau Provincial Border Guard Command will continue to promote digital transformation while ensuring cybersecurity; researching and developing mechanisms to protect the border in cyberspace, so that the Lai Chau border is safe on the ground and strong in the digital space."
Digital transformation in the border region of Lai Chau is a long and arduous journey. But with the support of "Digital Teachers" in military uniform, the technological gap here is gradually narrowing, bringing villages closer to modern development.
