As of the end of November 2025, the amount of taxes, fees, and charges collected by Tax Base 12 ( Lam Dong Provincial Tax Department) reached 381/197 billion VND, achieving nearly 194% of the plan. Although the current revenue collection at the unit is high, this does not mean the unit is complacent. To achieve the highest possible revenue and contribute to increased budget revenue, the unit is focusing on implementing various solutions.
According to Mr. Pham Van Truc, Head of Tax Office 12, recognizing the crucial role of tax and fee collection in the overall state budget revenue, the unit is strengthening all resources to focus on collection. Since the beginning of November 2025, many officials at the office have been working on Saturdays and Sundays. The unit is intensifying efforts to review and fully determine the tax amounts payable by each entity. Based on this, the tax authorities are urging timely tax payments into the state budget.
In addition to tax collection, the unit is strengthening tax inspections and audits to detect and prevent tax fraud. During the inspection process, the tax authorities combine this with checking the use of invoices at many businesses. The inspection of value-added tax refunds, risk classification, and tax return filing at tax offices and taxpayers' premises are also being intensified. “We are also strengthening the inter-agency task force against tax evasion. In high-risk areas with significant tax evasion, the inter-agency task force will be reinforced. From this, tax revenue will improve even further,” Mr. Truc said.
According to the Department of Finance, to achieve a significant revenue target, over the past 11 months, the entire sector has focused on developing and implementing aggressive revenue collection plans and solutions, as Lam Dong province faces numerous difficulties and challenges in 2025. The implementation of support policies alone has resulted in a budget shortfall of over 1,500 billion VND for Lam Dong. In light of this situation, the Department of Finance, in coordination with the Provincial Tax Department, has intensified management and efforts to combat revenue loss. Since the beginning of the year, the entire sector has stepped up its review and determination of the full tax obligations of each unit, while also strengthening efforts to ensure timely tax payments.
Focus on areas with low revenue.
According to the Department of Finance's assessment, by the end of 2025, Lam Dong province is estimated to collect over 32,000 billion VND in state budget revenue, reaching 113% of the local plan and increasing by 20% compared to the central government's target. To achieve this goal, Lam Dong is focusing on several revenue streams that are underperforming. In particular, the province is prioritizing revenue from land and import-export activities.
By the end of November 2025, in the land sector, the province had only collected 3,430 billion VND, reaching over 80% of the local budget target. Regarding revenue from import and export activities, the entire province had only collected 1,337 billion VND, reaching 80%. It is estimated that if these two revenue sources accelerate rapidly, Lam Dong's budget revenue will significantly exceed the set target.
According to the Director of the Department of Finance, Ton Thien San, to increase revenue from land, the finance sector is urgently coordinating with relevant units to complete land valuation procedures to collect land use fees for projects. Regarding revenue from auctioning public land plots, the department is focusing on implementation, striving to hold auctions by the end of this year. The department will conduct a review and transfer land cadastral information to the tax authorities to determine financial obligations regarding land lease fees.
Regarding import and export, the entire sector will continue to focus on implementing solutions to strengthen revenue management, combat revenue loss, and exploit opportunities to increase revenue. Many areas will receive special attention, including: digital platform businesses, e-commerce, and real estate transfers.
In the long term, the finance sector, in coordination with other departments and agencies, will implement a series of solutions to create an environment that attracts investment, contributing to increased revenue for the local government budget. Simultaneously, the finance sector will effectively implement management processes and accelerate administrative reform related to the budget sector, thereby removing obstacles and creating the most favorable conditions for taxpayers to operate efficiently.
By the end of November 2025, total state budget revenue in Lam Dong reached 27,800 billion VND, achieving 98% of the local budget estimate. Taxes and fees alone amounted to 16,982 billion VND, an increase of 106% compared to the estimate; revenue from lottery sales reached 4,390 billion VND, achieving 93%.
