Continue to innovate legislative work, improve the quality of supervision
Reporting at the Conference, Deputy Head of the Delegation of National Assembly Deputies of Nghe An Province, Thai Thi An Chung, said: In 2025, the Delegation will undertake the largest legislative volume since the beginning of the term, while continuing to strongly innovate the method of collecting opinions on draft laws through thematic conferences, in-depth TXCT, practical surveys and asking for opinions in writing...
The delegation promoted the role of a team of legal experts and collaborators; closely coordinated with agencies and units to prepare documents and provide information for discussions at the National Assembly .
During the year, the Delegation contributed comments to 85 draft laws, 10 policy documents and 6 draft resolutions. Many opinions were accepted and revised by the drafting agency. Delegates of the Delegation, together with the National Assembly, considered and decided on many issues of historical significance such as perfecting the 2-level local government model, amending and supplementing a number of articles of the 2013 Constitution, the Law on Organization of Local Government, the Law on Election of National Assembly and People's Council Deputies, the Law on Cadres and Civil Servants, the Law on Personal Income Tax, the Law on Population and many resolutions directly related to people's lives...
Delegates who are members of the Nationalities Council and National Assembly Committees continue to demonstrate responsibility in examining, surveying, and participating in the drafting committees of many important laws and resolutions.
Supervisory activities are implemented synchronously according to the programs of the National Assembly, the National Assembly Standing Committee and the Delegation's programs.
In 2025, the Delegation will carry out 3 monitoring topics and 4 survey topics; at the same time, organize 5 topics according to separate plans, including monitoring the settlement of complaints and denunciations and surveys to serve the amendment of laws: Judicial appraisal, Press, Higher education, Vocational education and national target programs in the field of education.
As assigned by the National Assembly Standing Committee, the Delegation will carry out two more topics on human resource development, especially high-quality human resources, and law enforcement on environmental protection after the Law on Environmental Protection 2020 takes effect.
Through 7 monitoring and survey topics, the Delegation worked directly with 15 units and supervised through reports for 17 units. The Delegation compiled 21 recommendations to send to the Central agencies and 29 recommendations to send to local agencies; many contents were accepted by the People's Committee of Nghe An province, and issued documents directing implementation.
Before the 9th and 10th sessions of the 15th National Assembly, the delegation worked with the Provincial People's Committee, departments and branches to grasp the socio-economic situation, judicial activities, progress of key projects, handling of complaints and denunciations, operation of the 2-level government model and recommendations of the province to the Central Government. This practical information is an important basis for delegates to discuss and decide in the parliament.
At the National Assembly, the Delegation fully participated in 3 sessions during the year with 129 speeches (31 in the hall, 98 in groups), focusing on draft laws, resolutions, socio-economic reports, budget, national defense and security and other important issues...
The delegation exercises the right to question the Prime Minister and members of the Government; actively participates in activities organized by the National Assembly, works with central ministries and branches to reflect the recommendations of voters and people of Nghe An province, attends conferences, seminars, and exchanges experiences with National Assembly delegations of localities...
The administrative reform work was seriously implemented, with 26 administrative reform points according to plan; the implementation method was flexible, combining direct and online methods, organizing many thematic meetings on administrative unit arrangement and the 2-level local government model.
At the conferences, the Delegation fully informed the content of the meeting, the results of the Government, ministries, branches and the Provincial People's Committee's responses to voters' petitions; representatives of departments and branches directly explained. The Delegation compiled 38 petitions to send to the Central agencies and 89 petitions to send to the Provincial People's Committee.
Regarding the work of petitions, the Delegation assigned delegates to attend citizen reception sessions of the Provincial People's Committee Chairman, coordinate with the Provincial Citizen Reception Committee to receive and monitor the processing of petitions.
As of November 24, 2025, the Delegation received 298 petitions, forwarded 113 petitions to competent authorities, issued 21 guiding documents, received 98 response documents and regularly supervised the settlement to ensure the legitimate rights and interests of citizens.
In 2025, social security activities will continue to be focused on. The delegation mobilized and supported 3,469 million VND, of which 1,540 million VND supported people affected by storm No. 10 and 577 million VND visited policy families and disadvantaged households; 850 million VND supported the construction of 15 houses for poor households along with many gifts in kind... This activity contributes to spreading the image of National Assembly deputies being close to the people, accompanying localities in responding to natural disasters, reducing poverty and promoting sustainable development.
The delegation carried out many activities to celebrate the 80th anniversary of the National Assembly of Vietnam according to the Central plan, advised the Provincial Party Committee and the People's Committee of Nghe An province to issue propaganda programs and emulation movements. Outstanding activities included visiting the National Assembly House and "red addresses", participating in the working delegation of Truong Sa - DK1 platform, organizing the workshop "National Assembly Delegation of Nghe An province - 80 years accompanying the country", editing and publishing the XV Delegation's Minutes and successfully organizing the meeting program with General Secretary To Lam and National Assembly Deputies of all periods...
In addition to the achieved results, the Delegation also frankly acknowledged that some reports giving comments on the draft law were not in-depth, especially in the field of technology - digital transformation; some monitoring activities were not implemented as planned; some TXCT points were not organized as planned...
At the Conference, members of the National Assembly Delegation of Nghe An province highly agreed with the 2025 assessment report; focused on discussing contents to improve the effectiveness of the activities of the National Assembly Delegation of the province in the coming time.
Enhance the responsibility of delegates, focus on people's wishes and social security
Based on the achieved results, in 2026, the National Assembly Delegation of Nghe An province will continue to carry out activities to celebrate the 80th anniversary of the National Assembly of Vietnam and summarize the term of the 15th National Assembly according to Plan No. 37/KH-DDBQH; at the same time, step up propaganda about the activities of the Delegation, effectively implement Plan No. 296-KH/TU of the Provincial Party Committee on the 80th anniversary of the General Election Day and propagate the election of the 16th National Assembly and People's Council deputies at all levels for the 2026 - 2031 term.
The delegation coordinated to fully perform the tasks serving the election; prepared the conditions for the handover of tasks between the XV and XVI delegations; built the foundation documents for the activities of the new term delegation, such as: work program, monitoring and survey program, operating regulations and assignment of delegation leadership tasks...
At the same time, the Delegation continues to give opinions on draft laws requested by central agencies; ensure the implementation of the responsibility of receiving citizens, handling petitions and letters; monitor and supervise the settlement results of competent agencies to ensure the legitimate rights of citizens.
The delegation also continues to focus on social security activities, mobilizing resources to support the poor and those in difficult circumstances; visiting and giving gifts to policy beneficiaries during holidays and Tet; fully participating in conferences and seminars and enhancing experience exchanges with the National Assembly Delegation of localities. At the same time, directing to improve the quality of activities of the Office of the National Assembly Delegation and the Provincial People's Council, ensuring increasingly professional consulting and service work.
