Continuing the 10th Session program, on the morning of December 8, at the National Assembly House, under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly listened to the presentation and report on the verification of the supplementary budget estimate for regular expenditures (foreign non-refundable aid capital) for the second phase of 2025.
Presenting the report, on behalf of the drafting agency, Minister of Finance Nguyen Van Thang reported to the National Assembly on the results of the review of the need to supplement the state budget estimate for regular expenditure (foreign aid capital) for the second phase of 2025.
Accordingly, the total need to supplement the state budget estimate for regular expenditures (foreign non-refundable aid capital) in 2025 for agencies with a capital of VND 26,343 million.
Through the appraisal of reports and project/non-project documents of ministries, central and local agencies, according to the Minister, the Government proposed to supplement the budget estimates for the agencies as a basis for implementation, expenditure control, accounting and settlement of aid capital in accordance with regulations.

Specifically, the Government Inspectorate proposed to add an estimate of 1,010 million VND, which is the nature of administrative management expenditure; the Ho Chi Minh National Academy of Politics proposed to add an estimate of 2,550 million VND, which is the nature of education-training and vocational training expenditure; the Vietnam Cooperative Alliance proposed to add an estimate of 6,000 million VND, which is the nature of education-training and vocational training expenditure; the People's Committee of Can Tho city proposed to add an estimate of 16,783 million VND, of which 16,530 million VND is for economic expenditure and 253 million VND is for health expenditure.
Minister Nguyen Van Thang said the reason for the proposed addition was that a number of agencies had received aid goods and materials and had created new aid projects after the time of synthesizing and submitting to competent authorities the state budget estimates for the first phase of 2025.
Based on approval decisions and project/non-project aid agreements, a number of ministries and central agencies have requested to supplement the budget to ensure project/non-project implementation progress according to the plan committed to cooperate with the sponsor.
Regarding the authority to decide on supplementing the budget, Minister Nguyen Van Thang said that according to the provisions of Article 52 of the State Budget Law, "Adjusting the overall state budget in case of budget fluctuations compared to the allocated budget requires overall adjustment: The Government prepares an estimate to adjust the overall state budget and submits it to the National Assembly for decision. Based on the above provisions, the decision to supplement the budget for ministries, central and local agencies from the central budget is under the authority of the National Assembly.
Presenting the Audit Report, on behalf of the agency in charge of the audit, Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai affirmed that supplementing the budget to implement the arising non-refundable aid receipts is necessary and in accordance with the provisions of the State Budget Law.

Regarding the supplementary state budget estimate for regular expenditure from foreign non-refundable aid in 2025 for central agencies, ministries and localities, Chairman Phan Van Mai said that the majority of opinions of the Economic and Financial Committee found that, through the Government's Submission, the reason for the supplementary estimate was that some agencies had received goods, aid and created new aid projects after the time of synthesis and submission to competent authorities for consideration and decision at the time of supplementary estimate phase 1 in 2025.
Therefore, these non-refundable aid revenues and expenditures need to be added to the budget estimate to ensure sufficient legal basis for implementation according to the provisions of Clause 2, Article 8 of the State Budget Law.
Based on actual arising needs, to ensure the effectiveness and progress of project implementation according to the commitment with the sponsor, the Economic and Financial Committee agrees with the plan to supplement the budget for ministries, branches and localities as proposed by the Government.
According to Chairman Phan Van Mai, the Economic and Financial Committee found that the contents of adjusting and supplementing the annual state budget estimates will normally be considered and decided by the National Assembly in the Resolution on the state budget estimates.

However, up to now, the National Assembly has passed the Resolution on the state budget estimate for 2026, therefore, the Economic and Financial Committee recommends adding this content to submit to the National Assembly for approval in the Resolution of the 10th Session, 15th National Assembly.
Based on the above opinions, the Economic and Financial Committee would like to propose to the National Assembly for consideration, decision and addition to the Resolution of the 10th Session, specifically: Firstly, agree to supplement the central budget revenue estimate for 2025 with foreign non-refundable aid capital of VND 26,343 billion, and at the same time supplement the regular expenditure estimate for 2025 of VND 26,343 billion for ministries, central agencies and localities as detailed allocation plan according to Submission No. 1051/TTr-CP dated November 12, 2025 of the Government.
Second, the Government directs the review and allocation of foreign aid budget estimates in accordance with legal regulations; ensuring effective and proper use, avoiding loss, waste, and negativity.
