According to Minister Nguyen Van Thang, the issuance of the Resolution is necessary and urgent to clear legal bottlenecks, attract investment, create breakthroughs for Hanoi to develop rapidly, sustainably and have regional influence, in line with the spirit of Resolution 66 of the Politburo . The Resolution will create a foundation for the capital to achieve an average growth of 11% per year, while strengthening decentralization and delegation of power. The pilot results will be summarized for consideration and application nationwide.
The draft Resolution stipulates specific mechanisms for large groups of projects such as: public investment projects and PPP projects that need to be implemented immediately under the direction of the Politburo ; projects of 30,000 billion VND or more; projects attracting strategic investors; projects to renovate and rebuild urban areas and handle traffic congestion, flooding, environmental pollution, and urban order. The draft consists of 12 articles with outstanding mechanisms on the authority to approve investment policies, select investors and contractors, planning, architecture, land recovery and allocation, and capital mobilization.
Presenting the review report, Chairman Phan Van Mai said that the Economic and Financial Committee agreed on the need to issue a Resolution in a shortened order, in order to remove institutional bottlenecks and mobilize resources for the development of the Capital. However, the Committee proposed a careful review to only stipulate mechanisms that are truly necessary and in line with the authority of the National Assembly; at the same time, fully assess the legal, economic and social impacts on special policies such as expanding land recovery, decentralizing investment approval authority, exceeding the credit ceiling or enforcement mechanisms when reaching 75% consensus. These contents need to be reported to competent authorities to ensure that no complicated complaints arise, maintaining social stability and people's trust.
The Committee also agreed on the policy of integrating the Capital Planning and the Capital General Planning into a unified plan, and at the same time proposed to clarify the position, hierarchy and ensure synchronization with the laws on land, planning and related laws, avoid overlap, and create a solid legal foundation for the development of the Capital in the new period.
