Improving the efficiency of investment in construction of Long Thanh International Airport Project

Presenting the Proposal on adjusting the content of Resolution No. 94/2015/QH13 of the National Assembly on the investment policy of Long Thanh International Airport, Deputy Minister of Construction Pham Minh Ha said that in Resolution No. 94/2015/QH13 and Clause 11 of Resolution No. 174/2024/QH15 dated November 30, 2024, the National Assembly decided on the investment policy of Long Thanh International Airport Project in Dong Nai province. Accordingly, the scale is to invest in the construction of the Project's items to achieve a capacity of 100 million passengers/year and 5 million tons of cargo/year.

Total investment: estimated for the entire Project is 336,630 billion VND (equivalent to 16.03 billion USD, applying unit price of 2014).

Deputy Minister Pham Minh Ha said that the Government proposed that the National Assembly consider and adjust the content of Clause 6, Article 2 of Resolution No. 94/2015/QH13 and include it in the content of the Joint Resolution of the 10th Session, 15th National Assembly as follows: "Allowing the Government to organize the approval of the Feasibility Study Report for Phase 2 of the Project under its authority without having to report to the National Assembly for approval".

Presenting the Preliminary Review Report on this content, Chairman of the Economic and Financial Committee Phan Van Mai stated that the Standing Committee of the Committee believes that the Government's proposal is well-founded and also consistent with the provisions of current laws along with the implementation of the Party's policy on promoting decentralization and delegation of power to meet the requirements of national development in the new era; regulations on promoting decentralization and delegation of power, simplifying and shortening the time for preparing Feasibility Study Reports and deciding on investment in important national projects in Clause 1, Article 43 of the Law on Public Investment 2024 (amended and supplemented in 2025).

Regarding the proposal to include the content "Allowing the Government to organize the approval of the Feasibility Study Report for Phase 2 of the Project under its authority without having to report to the National Assembly for approval" in the Resolution of the 10th Session of the 15th National Assembly, the Standing Committee of the Economic and Financial Committee agreed with the Government's proposal, similar to other adjustments related to the Long Thanh International Airport Project that were also decided by the National Assembly in a number of joint Resolutions at previous sessions.

In addition, some opinions suggested that the Government take responsibility for the proposed contents, ensuring the correct progress, quality and investment efficiency of the Project.

Concluding the meeting, Vice Chairman of the National Assembly Vu Hong Thanh stated that the National Assembly Standing Committee agreed with the Government's proposal to submit to the National Assembly for consideration and comments on the adjustment of the content of Clause 6, Article 2 of Resolution No. 94/2015/QH13 of the National Assembly on the investment policy of Long Thanh International Airport in the direction of allowing "the Government to organize the approval of the Feasibility Study Report for Phase 2 of the Project according to its authority without having to report to the National Assembly for approval" in order to create conditions for organizing the investment study for Phase 2 earlier, saving time and costs, shortening the progress and improving the efficiency of investment in construction of the Project.

The National Assembly Standing Committee requested the Government to direct ministries and branches to coordinate with the People's Committee of Dong Nai province to absorb the opinions of the National Assembly Standing Committee, the preliminary review opinions of the Standing Committee of the Economic and Financial Committee, and the review opinions of the National Assembly agencies to continue reviewing and perfecting the specific necessary contents to be proposed for inclusion in the Resolution of the Tenth Session to ensure feasibility and within the authority of the National Assembly.

At the same time, the Economic and Financial Committee is assigned to preside over and coordinate with the Nationalities Council and the National Assembly Committees to complete the Official Verification Report to be submitted to the National Assembly at the 10th Session as prescribed. In addition, coordinate with the Secretary General of the National Assembly to synthesize opinions and issue the Conclusion of the National Assembly Standing Committee to send to relevant agencies for implementation.
