Quang Tri creates changes in multidimensional poverty reduction

Quang Tri province has developed and implemented the National Target Program (NTP) for sustainable poverty reduction for the 2021-2025 period with a grassroots and community-centered approach. The results achieved not only create a breakthrough in multidimensional poverty reduction in disadvantaged areas, mountainous areas and ethnic minority areas, but also lay the foundation for the roadmap to complete key targets by 2030.

Investing in essential infrastructure, practical livelihoods

Right in the first years of implementing the 2021-2025 period, the province has issued a system of directive and operational documents suitable to practical conditions, ensuring consistency from the province to the grassroots level, and targeting the right beneficiaries. The coordination role of departments and branches has been promoted regularly, contributing to the smooth operation of component programs and timely removal of obstacles at the grassroots level.

Public investment capital is focused on essential infrastructure projects serving production and life. Up to now, the locality has supported investment in more than 135 new projects, maintained and repaired 179 projects, implemented 419 livelihood diversification models and 266 agricultural production development projects in particularly difficult areas. Thereby, the gap in access to basic social services between remote and lowland areas has been gradually narrowed.

In the field of human resource development, the province supports vocational training for 6,585 workers, including important contents such as training for labor export and operation of job exchange floors. In addition, 1,655 poor households are supported with housing (1,354 new houses, 301 houses repaired). 100% of officials working on poverty reduction at all levels are trained to improve their capacity; 100% of workers in need are provided with career counseling, job connections and labor market information.

Thanks to that, the province's poverty rate has decreased rapidly and sustainably. By the end of 2024, Quang Tri will have reduced 15,756 poor households, equivalent to 3.72%, an average of 1.24%/year, achieving the set target. The poverty rate will decrease to 4.46% in 2024 (19,805 households), and is expected to decrease to 3.45% (15,437 households) by the end of 2025.

The highlight is the poverty reduction results in specific areas such as mountainous areas reduced by 6.89% after 3 years (average 2.29%/year), ethnic minority areas reduced by 13.66%, far exceeding the planned target. This shows the effectiveness of policies when linking poverty reduction with the livelihood characteristics and internal strength of each residential area.

The province has mobilized a total budget of over VND 8,848,876 million from the central and local budgets, credit capital and socialized capital. The National Target Program for Sustainable Poverty Reduction for the 2021-2025 period alone mobilized VND 1,272,116 million, of which the central budget accounted for 89.2% and the provincial budget accounted for 10.8%, meeting the counterpart principle as prescribed.

Livelihood support work continues to be promoted through production models suitable to local conditions, such as medicinal herb development, cattle and goat farming, and commercial agricultural cultivation.

Director of the Department of Agriculture and Environment Tran Quoc Tuan emphasized that in the context of climate change and digital transformation taking place strongly, the design of the Poverty Reduction Program for the period 2026 - 2030 needs to be integrated, flexible, focused, avoiding overlap and ensuring that no subjects are left out, in order to narrow regional gaps, promote progress and social equity.

Promoting digitalization of poor household data

In the 2026-2030 period, Quang Tri aims to complete the income criteria and control multidimensional poverty with specific commitments: 100% of extremely disadvantaged communes will be invested in at least 2 essential infrastructure works; 100% of communes will digitize and update poor household data in real time; maintain 86 legal advisory groups, 122 domestic violence prevention clubs and over 2,000 ethnic minority women's groups and clubs.

Goat farming model - a way out of poverty for people.

The province aims to fundamentally reduce poverty by 2030 with targets such as reducing the poverty rate by at least 1% per year, reducing the number of poor households by 50% compared to the beginning of the period and 100% of communes operating an online poverty data update system.

Along with that, Quang Tri promotes the application of digital technology in online vocational training, connecting digital jobs, and supporting the consumption of agricultural products through e-commerce platforms. Digital transformation is identified not only as a management tool but also as a method to expand livelihoods and improve policy access capacity for poor households and ethnic minorities.
