Proposal to assign the Provincial People's Committee to preside over the implementation of the Project to extend the Ben Thanh - Suoi Tien metro line to Long Thanh Airport

(DN) - On December 9, at the 8th Session (end of 2025), the People's Council of Dong Nai province, term X, the Provincial People's Committee submitted to the Provincial People's Council a draft Resolution on unifying the Provincial People's Committee as the competent authority to implement the Investment Project to build the Ben Thanh - Suoi Tien metro line extension to the Provincial Administrative Center and Long Thanh International Airport, under the public-private partnership method, passing through the area of ​​2 provincial-level administrative units (Dong Nai province and Ho Chi Minh City), under the form of public-private partnership PPP.

Submitting this resolution to the Provincial People's Council for consideration and approval will be an important legal basis for Dong Nai to coordinate with Ho Chi Minh City to complete procedures, attract PPP investment and implement the project, helping to connect traffic between the two localities in the context of the Long Thanh International Airport Project preparing to operate.

According to the Provincial People's Committee, the current connection system between the two key localities in the Southeast region mainly relies on roads, while the high traffic volume causes routes such as National Highway 1 and National Highway 51 to be frequently overloaded. Although many regional connecting routes and highways have been deployed, demand has not yet met expectations, especially when Long Thanh International Airport comes into operation.

The implementation of the above metro line project or urban railway is an important solution to shorten travel time, reduce pressure on the road system and help effectively exploit the two largest airports in the South; so that the two largest airports in the Southern region, Tan Son Nhat and Long Thanh, can connect in the fastest and most convenient way.

The metro line extension project is over 41km long, divided into 3 main sections: Section 1 from station S0 to Provincial Administrative Center (SC) station, over 6km long; Section 2 from station SC to station SA - the intersection with Thu Thiem - Long Thanh railway line, over 28km long; and the remaining section 3 is the new line to Long Thanh International Airport.

The preliminary total investment is over 60 trillion VND, of which compensation, support and resettlement costs are over 4.3 trillion VND. The expected implementation period is 2025-2029.

Regarding this project, on December 5, 2025, the Provincial People's Committee issued Document No. 11333/UBND-KTN to the National Assembly's Economic and Financial Committee; Ho Chi Minh City People's Committee to request additional content in the Resolution amending Resolution No. 98/2023/QH15 on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City, allowing the Ben Thanh - Suoi Tien Metro Line Extension Project to Long Thanh to enjoy the specific and special mechanisms of Resolution No. 188/2025/QH15 on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City of the National Assembly.

If the above proposal is approved, the above project in Dong Nai will enjoy all the special mechanisms of Resolution 188. This allows for better mobilization of social resources, effective exploitation of land funds according to the TOD model, shortening investment preparation time and promoting urban - service - commercial development along the connecting axis of Ho Chi Minh City - Dong Nai - Long Thanh Airport.
