
Doai Duyet village in Can Loc commune is directly affected by the North-South high-speed railway project. It is home to a parish church and over 60 households that have lived there for generations. Initial calculations indicate that the entire residential area falls within the railway project's land clearance zone. Therefore, families in the area will be forced to relocate, along with the religious structures deeply rooted in the community's faith.
Mr. Ton Duc Thuy's family is one of the households affected by the project. On their nearly 1,000m² plot of land, they currently own both a house and a family ancestral temple. These structures are closely associated with many generations and bear the historical imprint of the entire family lineage. However, after being informed and given full details about the project, Mr. Thuy stated that his family is ready to comply with the relocation plan.
Mr. Ton Duc Thuy, from Doai Duyet village, shared: “We are willing to give up our land for the State's project. This is our ancestral land, but we are also ready to move elsewhere. We hope the State will build a resettlement area that ensures we have a stable place to live and then hand over the land as requested.”
The village of Đoài Duyệt has over 70 households and many religious structures that will have to be completely relocated. To ensure residents are well-informed, the authorities have regularly organized community meetings. Simultaneously, maps of the planned resettlement area have been provided to each household. This has helped residents understand the location of their new homes, the scale of the resettlement area, and the infrastructure that will be provided after the land is handed over.
Mr. Luong Van Hue, Head of Doai Duyet village, said: “The people unanimously agreed to move to the resettlement area. The villagers have been fully informed, and there have been no objections. Even the parish church has complied with the policy and is ready to relocate when a suitable new location is provided.”
The high level of public consensus during the project implementation was also observed in many other localities in Ha Tinh province. A typical example is Xuan Loc commune, where a 2.7 km high-speed railway line is planned to pass through, affecting 8 households and 428 agricultural land plots. The local authorities established a working group, conducted preliminary surveys, disseminated information, and reached an agreement with the residents regarding the scope of the impact.

Mr. Tran Sy Hung, Head of the Economic Department of Xuan Loc Commune, informed: “The project passes through 5 villages; including 4 villages that are exclusively Catholic. The people all agree and cooperate with the project so that the commune can conduct surveys, make payments, and hand over the land on schedule.”
In Ha Tinh province, among the 35 proposed resettlement areas for the North-South high-speed railway project, Lien Vinh in Ha Huy Tap ward is the first to be constructed. This resettlement area covers 3.8 hectares, comprising 57 plots of land, with a total investment of 37 billion VND. Currently, construction is approximately 40% complete. Despite prolonged heavy rain and flooding, the construction unit and local authorities have maintained progress by mobilizing additional equipment and increasing shifts when weather conditions are favorable.
Mr. Nguyen Nhat Linh, Vice Chairman of the People's Committee of Ha Huy Tap Ward, said: "Recently, the weather has been unfavorable, but the investor has regularly urged and reminded the contractor to stay on the construction site. Now that the weather is favorable, the construction units will mobilize maximum machinery and manpower to accelerate progress in order to meet the requirements of the Central Government and the province."
In other localities, the preparation of documents for resettlement areas is also being implemented synchronously. Of the 31 resettlement areas whose planning has been approved, 23 have completed preliminary design documents and submitted them to the Department of Construction for verification. Communes and wards are also actively reviewing and supplementing the planning, identifying suitable locations to avoid overlaps during implementation. Although some resettlement areas are behind schedule due to procedural obstacles or disagreements over approval authority, with the decisive involvement of localities and the consensus from the people, the land preparation has basically met the requirements.

According to Tran Bau Ha, Vice Chairman of the People's Committee of Ha Tinh province, the province has established steering committees for land clearance for the North-South high-speed railway project. The provincial-level steering committee is chaired by the Provincial Party Secretary. In the 23 communes and wards through which the railway project passes, commune-level steering committees have also been established, chaired by the commune/ward Party Secretaries. The People's Committee of Ha Tinh province has issued a land clearance plan, clearly outlining specific tasks and timelines, and assigning responsibilities to local units for implementation.
Currently, units and localities are urgently completing the necessary procedures to implement the construction of the next resettlement areas, ensuring the project's requirements are met. The province has also directed relevant departments and agencies to actively and proactively coordinate with the Railway Project Management Board and the Ministry of Construction to promptly guide and resolve difficulties and obstacles for localities during the implementation process. At the same time, they are finalizing the route, land clearance boundaries, and budget allocation.
“Ha Tinh province has identified the land clearance work for the construction of resettlement areas serving the North-South high-speed railway project as a crucial political task. Therefore, the province will continue to provide decisive direction and mobilize the entire political system to participate. This will ensure that the project's progress is implemented according to the requirements set by the Government,” Mr. Tran Bau Ha affirmed.
