This morning, Government Inspector General Doan Hong Phong, authorized by the Prime Minister, reported to the National Assembly on anti-corruption work in 2025.
The Government Inspector General said that through the inspection, many violations were discovered, and recommendations were made to review and administratively handle 1,872 groups and 6,544 individuals, and transfer 236 cases and 140 subjects to the investigation agency for further review and handling.
Through handling complaints and denunciations, the agencies have recommended handling 376 people and transferred 12 cases and 14 subjects to the investigation agency for further consideration and handling.
Regarding the audit results, Mr. Phong said that the State Audit recommended handling the finances of 34,628 billion VND and more than 125 million USD; recommended canceling, amending, supplementing and issuing new 180 documents.

The investigation agencies in the police force have investigated 1,363 cases with 3,187 defendants for corruption crimes; concluded the investigation and proposed to prosecute 813 cases with 2,044 defendants. The Criminal Investigation Agency of the Ministry of National Defense has initiated investigations into 14 cases with 19 defendants; proposed to prosecute 8 cases with 37 defendants.
The People's Procuracy at all levels has accepted and resolved 1,077 cases with 3,060 defendants; and resolved 1,041 cases with 2,931 defendants.
People's Courts at all levels have resolved 1,188 cases with 3,061 defendants, of which 975 cases with 2,386 defendants were tried.
Mr. Phong said that the total number of civil judgments on corruption and economics must be enforced is 10,393, of which 7,888 are eligible for enforcement and 6,471 have been completed.
He affirmed that in 2025, the work of preventing and combating corruption, waste and negativity will continue to be promoted, with new, more drastic and effective steps forward at both the central and local levels, receiving the consensus, support and high appreciation of public opinion and people.
Regarding the tasks for next year, Mr. Doan Hong Phong said that he will thoroughly handle serious and complicated corruption, waste and negative cases that are of public concern; strengthen control of power, prevent and combat corruption, waste and negative acts in the operation of two-level local governments.
Agencies will focus on inspecting, examining, promptly detecting, preventing, and handling violations, corruption, waste, and negativity; implementing solutions for redundant public headquarters and ongoing projects that must be stopped due to administrative unit rearrangement.

Presenting the review of the above contents, Chairman of the Law and Justice Committee Hoang Thanh Tung said that in 2025, agencies will clarify violations, handle criminal cases, handle administrative cases, and handle disciplinary actions against many officials and civil servants, including leaders under the management of the Politburo and the Secretariat at the central and local levels.

However, the Committee on Law and Justice noted that the propaganda and education work on preventing and combating corruption, waste and negativity is not very effective, leading to a significant number of cadres, party members, civil servants and public employees showing signs of degradation in political ideology, ethics, lifestyle, and committing acts of corruption, waste and negativity.
Mr. Tung also pointed out that violations of transparency in organization and operation, violations in implementing norms, standards and regimes have not had positive changes, and even tend to increase.
The implementation of the code of conduct, discipline and administrative discipline of officials, civil servants and public employees in some agencies, units and localities is still not strict. The situation of harassment and inconvenience to people and businesses has not been completely overcome. The situation of avoiding and shirking responsibility in the performance of public duties still occurs.
Some administrative agencies and heads of administrative agencies have not been proactive in implementing accountability, especially in cases where there is information and public opinion from the press and people about acts of corruption, waste, and negativity.
Control of assets and income of people with positions and powers is still limited; there are many violations in implementing procedures and contents of asset and income declaration according to prescribed forms.
The Law and Justice Committee recommends that the Government strengthen inspection and examination work, focusing on the areas of land management and use, construction, bidding, resource and mineral management, production and trade of counterfeit goods such as food, medicine, labor, health, etc.
The Government needs to focus on reviewing and handling redundant headquarters after the rearrangement to prevent and combat corruption, waste, and negativity; continue to pay attention to preventing harassment, negativity, and troubles for people and businesses.
The inspection agency also proposed to further improve the quality and effectiveness of detecting and handling corruption crimes and recovering corrupt assets; continue to mobilize people to surrender and arrest those who have fled abroad; and focus on directing the overcoming of shortcomings in asset appraisal and valuation.
