Anti-waste fighters and their loved ones will be protected.

On the morning of December 10, with 433/440 delegates present in agreement (accounting for 91.54% of the total number of delegates), the Law on Thrift and Anti-Wastefulness was voted and passed by the National Assembly with 6 chapters and 38 articles, taking effect from July 1, 2026.

According to the law passed, the National Assembly has designated May 31st of each year as the National Day for Saving and Combating Waste, and the Government will provide detailed regulations for its implementation.

Protect those who fight against waste.

The new law also clearly stipulates the provision and handling of information on waste detection and the protection of those fighting against waste. Specifically, the head of an agency or organization that receives information on waste is responsible for receiving, processing, and resolving information on waste detection in accordance with the law on denunciation, the law on citizen reception, and relevant laws; in case waste occurs, it must be promptly prevented and remedied.

The head of the organization is also responsible for handling violations within their authority or submitting them to the competent authority for handling, and publicly disclosing the results of the handling; and for explaining to the authorities the reasons for any wastefulness that occurs, as required by regulations.

Inspection, examination, investigation agencies, people's procuracy, and heads of direct superior agencies, upon receiving information about waste, are responsible for directing and organizing clarification according to their functions and duties, preventing and promptly handling it according to their authority or recommending competent authorities to handle it according to the provisions of law.

Those who fight against waste and their relatives are protected by law. This includes compensation as prescribed by law when competent authorities fail to apply protective measures or apply them belatedly, causing damage to life, health, property, or mental well-being.

Exploiting the fight against waste to slander agencies, organizations, or individuals; using violence, exerting pressure, making false accusations, isolating, insulting, or infringing upon the legitimate rights and interests of those fighting against waste and their relatives is strictly prohibited.

Illegal acts of trespassing on housing and residences, occupying or destroying property, insulting dignity and honor; revenge or hiring, soliciting, or inciting others to intimidate or retaliate against those who fight against waste and their relatives are also strictly prohibited.

Other prohibited acts include discrimination, setting criteria, conditions, comments, and assessments that impose disadvantages in personnel work, rewards, and discipline for anti-waste fighters and their relatives; and transferring, mobilizing, and seconding anti-waste fighters while a case is being resolved.

Conduct inspections, save money and combat waste.

Regarding inspection and auditing activities aimed at saving resources and combating waste, the law clearly stipulates regulations to ensure clarity in implementation. This is defined as a regular task for agencies, organizations, and units.

The inspection will include: the status and plan for implementing the National Strategy on preventing and combating waste; transparency regarding savings and waste prevention; the status of implementing standards, norms, and regulations in each field as prescribed by law…

Inspections will involve reviewing, evaluating, concluding, and recommending action by inspection agencies regarding the implementation of policies, laws, duties, and powers related to saving and combating waste by agencies, organizations, and individuals, following the procedures prescribed by inspection law.

At the same time, the law also clearly stipulates wasteful acts and violations in the organization of waste prevention and control right in the law. Including waste related to the construction and issuance of documents; violations in leadership and direction; management and use of public finance; public investment capital; construction investment, procurement, leasing, management and use of public assets; exploitation and use of resources and energy; management and use of state capital in investment projects under the public-private partnership model.

This provision was clearly stated by Minister of Finance Nguyen Van Thang in the report explaining the acceptance, in order to fully institutionalize the guidance of the Central Steering Committee on preventing and combating corruption, waste and negativity, while inheriting a number of provisions in current laws, ensuring clear identification of each act of waste.

Furthermore, clearly identifying wasteful behaviors demonstrates the Party and State's determination to thoroughly address wasteful practices that hinder socio -economic development and cause the country to miss opportunities for growth.
